WordPress has no built-in “pending approval” state for new registrations. You can either disable public signup, create accounts yourself, or add a registration-approval plugin that blocks login until an administrator reviews each account.
Choose the right registration model

The WordPress.org Settings General screen documentation describes Anyone can register as the control that lets anyone register an account. Core WordPress documentation does not describe a pending-approval status, so approval-before-login requires a separate plugin layer.
Disable open registration
- Sign in to the WordPress dashboard.
- Go to Settings > General.
- Under Membership, clear Anyone can register.
- Click Save Changes.
With this setting off, visitors cannot use WordPress’s public registration screen to create accounts. It does not stop administrators from creating users manually.
Set a restricted default role when registration remains enabled
In the same screen, use New User Default Role to choose the role assigned to public registrations. Select the least-privileged role that supports the account’s purpose. Do not assign Administrator, Editor, or another elevated role to ordinary signups.

The administration email address may receive registration notifications and other site notices. Confirm that the address is monitored and that messages from the site reach an inbox before relying on email alerts.
Create accounts manually for invitation-only sites
- Go to Users > Add New.
- Enter the user’s username, email address, and any required profile details.
- Choose the appropriate role.
- Set or generate a password and decide whether to send the user an email.
- Click Add New User.
This screen works even when public registration is disabled. It is the simplest moderation method when every account is known in advance and you do not need a public signup form or approval queue.

Hold new registrations for administrator approval
If an account must be unable to log in until a person approves it, install and configure a dedicated registration-approval plugin. Treat plugin-directory descriptions as vendor claims that can change; check the current listing, documentation, and your own registration flow.
New User Approve
The WordPress.org listing describes administrator approval or denial, email alerts, and blocking pending users from login. It also says existing users are automatically approved when the plugin is installed. Verify that installation behavior and the current settings before deploying it. A commercial add-on is listed with features such as invitation codes and automatic-approval rules; those features are not part of core WordPress.

User Approval Manager
Its listing describes blocking login until approval, email notifications to users and administrators, WordPress and WooCommerce registration support, and role-based automatic approval. These features may suit sites where selected roles should bypass review, but test every form that can create an account.
WP Approve User
The directory entry says unapproved users cannot access WordPress Admin and warns that the plugin is probably not compatible with WooCommerce. If WooCommerce creates accounts on your site, verify compatibility before choosing it.

Test the workflow before going live
Check every registration path
- Use the standard WordPress registration screen, if enabled.
- Test membership or form-builder registrations.
- Test WooCommerce checkout registration when applicable.
- Confirm the role assigned to each type of new account.
A form plugin may have its own Admin Approval setting. Do not assume that a control shown in one form plugin exists in every registration form.

Confirm the access boundary
Create a test account and determine whether the selected plugin blocks all login, only dashboard access, or another subset. “Cannot access WordPress Admin” is not automatically equivalent to “cannot log in.” Test both the front end and /wp-admin/.

Verify notifications
- Check who receives pending, approved, and rejected notices.
- Confirm the messages arrive reliably on your hosting environment.
- Test the user-facing message shown while an account is pending.
Protect administrator access
Keep a separate administrator account available while testing. Review how the plugin treats existing users, especially if its listing says current accounts are approved automatically during installation.
Review maintenance and compatibility
Before activation, check the plugin’s current update history, compatibility information for your installed WordPress version, and interactions with other registration or security plugins. Re-test after major WordPress or form-plugin updates.
Practical decision rule
- Choose disabled public registration when strangers should never create accounts.
- Choose manual creation when invitations are handled by staff and no public queue is needed.
- Choose an approval plugin when anyone may submit a registration but nobody should log in before review.
WordPress core controls whether registration is open and what default role is assigned. The approval decision, login blocking, notifications, and exceptions come from the plugin you select and must be validated on your site’s actual signup paths.
