Yes, you can often call without using your mobile-data allowance—but video calls still need an internet connection. A normal carrier voice call uses your cellular voice service; carrier Wi-Fi Calling and internet calling apps use Wi-Fi when it is available. If you have neither Wi-Fi nor a usable carrier connection, app-based voice and video calls generally cannot connect.
“No data” can mean different things: no cellular-plan data, no Wi-Fi internet, no paid call minutes, or no charges at all. Those are not interchangeable. Wi-Fi avoids cellular-data use, but it still uses the Wi-Fi network’s internet bandwidth, and carrier calls may still count toward plan minutes or incur other charges.
Choose the right kind of call
Mobile data is internet access supplied by your cellular plan. Wi-Fi data is internet traffic carried over a Wi-Fi network, such as home broadband. Cellular voice minutes are part of a carrier’s phone service and are distinct from mobile data. Internet calling, often called VoIP, sends voice or video over an internet connection.

A regular carrier call is not automatically a mobile-data call, even though modern phones and networks may use carrier technologies such as VoLTE or IMS. Bluetooth is only a local link to an accessory; it does not provide cellular service or internet access.

Use Wi-Fi Calling for ordinary phone-number calls
Carrier Wi-Fi Calling routes calls through a supported carrier service over Wi-Fi. It is usually the most convenient option when you want to use your normal number, the standard Phone app, and reach people who do not use the same calling app. Depending on the carrier, texting may also work over Wi-Fi.
Availability depends on the carrier, phone, software, SIM or eSIM, line settings, and region. Carrier rules determine whether a call uses plan minutes or has other charges; international calls can have separate rates. Google advises checking with your carrier about possible charges. Turn on Wi-Fi Calling on iPhone
- Open Settings, then tap Cellular.
- If you use more than one SIM, select the line you want to use.
- Tap Wi-Fi Calling, then turn on Wi-Fi Calling on This iPhone.
- Enter or confirm your emergency-services address if prompted.
- Connect to Wi-Fi and place the call using the Phone app.
Apple documents “Wi-Fi” in the status area as an indication that Wi-Fi Calling is active. A call may switch to the carrier’s cellular network if Wi-Fi is lost and the relevant service is available. Enabling Wi-Fi Calling therefore does not guarantee that the phone will never use a cellular connection. Follow Apple’s iPhone Wi-Fi Calling instructions.

Turn on Wi-Fi Calling on Android
On phones using Google’s documented settings, the path is Settings > Network & internet > SIMs > [your carrier SIM] > Wi-Fi calling. Turn the option on, then place a call in the normal Phone app. When the feature is active, the phone may show “Internet Call” or “Wi-Fi calling.”
Android menus differ across Pixel, Samsung, Motorola, OnePlus, and other devices, and carriers can change which settings appear. On a dual-SIM phone, choose the correct line. If there is no Wi-Fi Calling option, the carrier may not support it for that phone or line, or may require account activation. See Google’s Wi-Fi Calling help.
If Wi-Fi Calling is missing or fails
- Confirm that your carrier supports the feature on your device and line.
- Check for a software update, restart the phone, and toggle Wi-Fi Calling off and on.
- Try a different Wi-Fi network; some hotel, public, enterprise, or captive-portal networks block or disrupt calling traffic.
- Check that the correct SIM is selected and complete emergency-address registration if requested.
- If activation still fails, ask your carrier to check provisioning. On iPhone, Apple’s documented last-resort network reset is Settings > General > Transfer or Reset iPhone > Reset > Reset Network Settings; this also resets saved network settings. See Apple’s Wi-Fi Calling troubleshooting page.
Make app calls over Wi-Fi
Internet-calling apps can make voice or video calls without using cellular-plan data when the phone has working Wi-Fi internet. They are not the same as carrier Wi-Fi Calling: the other person may need the same app, a compatible account, or a meeting link. If Wi-Fi has no internet access, the call will not work just because the Wi-Fi icon is visible.

Google Voice
Google Voice can make calls from a phone or computer over Wi-Fi. In the mobile app, open Menu > Settings; under Making and receiving calls, choose Prefer Wi-Fi and mobile data. Start the call in Google Voice rather than the ordinary Phone app: Google says a call started from the Phone app may use carrier minutes. If Wi-Fi is unavailable, Voice may use the carrier, which can result in carrier charges.
Google reports approximately 0.2 MB per minute for Google Voice calls; that is an estimate for Voice, not a general rate for other services or video calls. Emergency-calling behavior depends on account type and configuration, so do not treat Google Voice as a universal substitute for a provisioned carrier line. Details are in Google Voice Help.
Google Meet
Meet supports audio and video over Wi-Fi or cellular data. To keep a call from falling back to mobile data, connect to Wi-Fi and turn off cellular data in the phone’s settings. Meet also offers Limit data usage; Google notes that, in its documented mobile-data-saving scenario, Meet can reduce the connection to 1 Mbps if Wi-Fi is unavailable. FaceTime
For an Apple-to-Apple call, open FaceTime, select a contact, and choose Audio or Video. Confirm that Wi-Fi is connected. FaceTime needs an internet connection and compatible devices, and availability varies by country or region. Turning cellular data off in iPhone settings prevents FaceTime from using that route if Wi-Fi drops. Apple outlines FaceTime’s connectivity requirements in its accessibility documentation.
Signal
Signal supports voice and video calls over Wi-Fi or cellular data. The recipient generally needs Signal and an internet connection, so it is not a way to call any ordinary phone number. Signal Desktop uses its Wi-Fi connection for calls. See Signal’s data-use guidance.

- Connect to Wi-Fi and confirm that it can load a webpage or otherwise reach the internet.
- Turn off cellular data temporarily in the phone’s system settings. This is the clearest check that an app call cannot fall back to your mobile-data allowance.
- Place the call in the intended app. For Google Voice, use the Voice app rather than the ordinary Phone app if you want its Wi-Fi calling route.
- If the app reports no connection, check for a captive-portal sign-in, a blocked network, or an app restriction; try another Wi-Fi network if needed.
- Turn cellular data back on afterward if other phone functions need it.
A Wi-Fi icon alone does not prove that internet access is working, nor that an app will remain connected if Wi-Fi becomes unstable. Meet documents that it can retain a small amount of mobile data as backup while Wi-Fi is connected; turning cellular data off at the operating-system level prevents that fallback. Some phones also have connection-assistance settings that switch to cellular when Wi-Fi is poor.

Understand the costs and data involved
Wi-Fi Calling and app calls use internet bandwidth, but when they are actually carried over Wi-Fi that traffic normally does not count against the phone’s cellular-data allowance. It still uses the Wi-Fi network’s internet service. A Wi-Fi Calling call may count against carrier minutes or be subject to destination-based charges, while an app call may require a compatible account or service. “Free” is not a safe assumption for either category.
Carrier video calling is a separate, carrier- and device-dependent possibility. Some systems may use carrier IMS rather than an ordinary app data path, but support depends on the carrier, country, phone firmware, provisioning, and recipient. Do not rely on it as a universal way to make video calls without mobile data; Wi-Fi plus an internet calling app is more predictable.
What video calls need to work well
Video requires a network path—Wi-Fi or mobile data—plus camera and microphone access. A call can connect but still freeze or sound poor if Wi-Fi upload speed is low, latency or jitter is high, the network is congested, or the phone is struggling. Google recommends testing bandwidth and latency, trying 5 GHz Wi-Fi or Ethernet where available, checking camera and microphone selection, and turning video off or joining by phone when necessary. It can also pose privacy risks. Encryption varies by service and call type; for example, Google distinguishes cloud encryption from optional additional end-to-end encryption. Do not assume that every calling app or every call type has the same protection. See Google Meet’s encryption documentation.
Troubleshoot by symptom

Emergency calls: use a properly provisioned service
Emergency-call handling is not identical across carriers and apps. On iPhone, emergency calls use cellular service when available; if cellular service is unavailable and Wi-Fi Calling is enabled, an emergency call may be placed over Wi-Fi. A registered emergency address may be required, and location information may be used. Wi-Fi Calling can also affect receipt of emergency alerts. Do not assume an internet-calling app is a substitute for a carrier service for emergency calls. Google Voice emergency calling depends on account type and setup; check the service’s applicable terms and keep access to a reliable local emergency option.

- Want a secondary number or computer calling: Google Voice may fit where available, but use the Voice app for its Wi-Fi preference and understand its emergency limitations.
