Windows 11 cannot cap all internet traffic with one universal switch. Its built-in controls can limit automatic Windows Update and Microsoft Store delivery, reduce background activity on a metered connection, and restrict Delivery Optimization uploads. To limit Steam, OneDrive, a browser, or every device in your home, use the app’s own controls, traffic-shaping software, or your router.
Choose the right bandwidth control

A bandwidth limit controls transfer speed—for example, 5 Mbps. A data limit controls total consumption—for example, 20 GB per month. A metered connection mainly tells Windows and compatible apps to reduce background usage; it is not a precise Mbps throttle or guaranteed monthly quota.
Limit Windows Update download bandwidth
Windows 11 uses Delivery Optimization for Windows updates, Microsoft Store apps, and other Microsoft content. Its limits apply primarily to automatic Delivery Optimization downloads, not all traffic generated by the PC.
- Open Start > Settings.
- Select Windows Update > Advanced options.
- Choose Delivery Optimization.
- Under Download options, configure the download limit.

Absolute limit versus percentage limit
An absolute bandwidth limit sets a maximum rate in Mbps. It is predictable and useful when you want to reserve a fixed amount of capacity for other devices.
A percentage of measured bandwidth adapts to the connection Windows measures. That can suit a laptop that moves between home Wi-Fi and a hotspot, but the result may change and does not necessarily equal a percentage of your ISP plan. Measured bandwidth can also differ from the speed you experience.
Depending on the available Windows 11 controls, you can set separate limits for:

- Foreground downloads: activity associated with an active download or update session.
Limiting only background traffic will not necessarily slow an update you manually started.
Limit Delivery Optimization uploads
Delivery Optimization can upload parts of update content to other PCs. Upload traffic can be particularly disruptive on connections with much slower upload than download capacity.
- Go to Settings > Windows Update > Advanced options > Delivery Optimization.
- Open Upload options.
- Set the percentage of bandwidth Windows may use for uploads.
- Set a monthly upload limit if available. Microsoft documents a range from 1 GB to 500 GB.
The percentage and monthly cap can be used together. The percentage controls the rate; the monthly cap limits the amount Delivery Optimization contributes during the month. These settings still apply to Delivery Optimization traffic, not cloud backups, video calls, browsers, or every process on the computer.
Stop Windows from sharing updates with other PCs
Delivery Optimization may download Microsoft content from other PCs on your local network or the internet, and may upload content to peers. To change that behavior:
- Open Settings > Windows Update > Advanced options > Delivery Optimization.
- Find Allow downloads from other devices.
- Choose the option that matches your preference.
Windows 11 may offer choices such as:
- Devices on my local network: permits local sharing but prevents internet peer sharing.
- Devices on the internet and my local network: permits both forms of peer sharing.
- Off: prevents downloading from or uploading to other PCs. Windows Update and Microsoft Store can still obtain content from Microsoft.
Labels can vary slightly by Windows 11 release. Microsoft explains the privacy and sharing implications in its Delivery Optimization privacy documentation.
Mark Wi-Fi, Ethernet, or cellular as metered
Use a metered connection when the main concern is data consumption, especially on a mobile hotspot or capped plan.
Wi-Fi
- Open Settings > Network & internet > Wi-Fi.
- Select the connected network.
- Turn on Metered connection.
Ethernet
- Open Settings > Network & internet > Ethernet.
- Select the active network.
- Turn on Metered connection.
Cellular
- Open Settings > Network & internet > Cellular.
- Turn on the metered setting if it is not already enabled.
Cellular connections are generally treated as metered by default, while Wi-Fi and Ethernet are normally non-metered until you change them. According to Microsoft’s metered connections guidance, metered mode may cause Windows Update to download only priority updates, pause Microsoft Store downloads, and reduce automatic synchronization of offline files and other content.

It is not a guaranteed hard cap. Applications may continue using data or may only partially honor the metered status. If you need updates to download over a metered connection, go to Settings > Windows Update > Advanced options and enable Download updates over metered connections. Treat that as a deliberate exception because it weakens the data-saving purpose of metered mode.

Check whether the limit is working
Do not judge the result from one Windows setting alone. Verify both Delivery Optimization and total network activity.
- Delivery Optimization Activity monitor: Go to Settings > Windows Update > Advanced options > Delivery Optimization > Activity monitor. It reports sources, average download speed, upload statistics, and current-month activity.
- Data usage: Open the network settings’ Data usage view to see which apps have consumed data during the reporting period.
- Task Manager: Open Task Manager > Processes for per-process activity, or Performance for live Wi-Fi or Ethernet graphs.
- Resource Monitor: Search for and open Resource Monitor, then use its network view for more detailed process and connection information.
A low Delivery Optimization figure does not prove that the whole PC is using little bandwidth. Browser tabs, cloud storage, games, calls, VPNs, and security software can account for the remaining traffic.
Limit a specific app or all traffic from the PC
Windows 11’s normal Settings controls are not a reliable universal or per-application Mbps limiter. Delivery Optimization will not reliably throttle Steam, OneDrive, Chrome, torrent clients, game launchers, or manually started downloads.
- Check the application first. Steam, cloud-storage tools, game launchers, backup software, and download clients often provide speed limits, schedules, or pause controls.
- Use Windows traffic-shaping software if the application has no suitable control. Look for per-process limits, priorities, schedules, quotas, and blocking. Check compatibility if you use a VPN because VPN drivers can change how traffic is observed and shaped.
- Use the router when the problem involves multiple household devices. Router QoS or bandwidth management controls the network at the point where all devices share the connection.
Traffic shaping cannot increase your connection’s underlying capacity. It can improve coexistence by reserving capacity for video calls, work, gaming, or other interactive traffic. If latency is the real problem, prioritizing interactive traffic may work better than imposing an unnecessarily low speed cap.

NetBalancer provides application limits, priorities, schedules, traffic-type rules, monitoring, and deep packet inspection. Its official site listed version 12.6.1 and a $49.95 order price signal on August 16, 2026; pricing and editions can change, so confirm the current offer at NetBalancer.
GlassWire is primarily useful for discovering bandwidth consumption, reviewing history, receiving alerts, and using firewall controls. Its pricing page listed a free plan and Personal Premium at $2.99 per month when paid annually on August 16, 2026. Do not treat it as a dedicated sustained per-application speed limiter unless its current feature list confirms that requirement: GlassWire pricing.

Windows 11 Pro, Enterprise, Education, and supported IoT editions expose additional Delivery Optimization controls through Group Policy and MDM. Home users should not assume these administrative policies are available or supported in the same way.

Microsoft documents policies including:
- Maximum Background Download Bandwidth (Percentage)
- Maximum Foreground Download Bandwidth (Percentage)
- Set Business Hours to Limit Background Download Bandwidth
- Set Business Hours to Limit Foreground Download Bandwidth
- Minimum Background QoS
- Download Mode
The documented percentage policy accepts values from 0 to 100 and applies across concurrent Delivery Optimization download activities. Microsoft also notes that LAN-peer downloads are not throttled by that particular percentage policy. It is therefore not a universal network cap. See the Delivery Optimization Policy CSP before deploying policies.
Do not confuse these controls with the commonly cited Windows QoS “reserved bandwidth” setting. QoS concerns packet scheduling and reserved-bandwidth behavior; it is not the same as per-application traffic shaping or a whole-PC internet cap. Microsoft’s QoS policy documentation provides the relevant distinction.
Troubleshooting
The setting is greyed out
Your PC may be managed by an organization. If Windows says “Some of these settings are managed by your organization,” an administrator may have enforced the configuration. Do not bypass the policy; contact IT.

A download exceeds the configured limit
Check whether it is a manually initiated update or Store download, whether the traffic is actually from another application, and whether the selected limit covers foreground traffic. Also check whether a LAN peer is involved, since some percentage policies do not throttle LAN-peer downloads.
Updates are delayed after enabling metered mode
That is an expected trade-off. Metered mode can restrict priority and Store activity. Disable metered mode on an unlimited connection, or enable Download updates over metered connections only when you intentionally accept the data usage.
Upload activity continues
Confirm the Delivery Optimization upload percentage and monthly cap, then check Activity monitor. If another process is responsible—such as OneDrive, a backup tool, a video call, or a torrent client—Delivery Optimization settings will not control it.
Other devices are still slow
A Windows setting affects that Windows PC only. Configure QoS or bandwidth management on the router when the entire household connection is congested.

Results change when a VPN is enabled
A VPN changes routing and can affect monitoring, overhead, and traffic-shaping behavior. Compare activity with the VPN disabled, if appropriate, and consult the limiter’s documentation for VPN-driver compatibility.
Recommended setup for most home users
- Open Settings > Windows Update > Advanced options > Delivery Optimization.
- Turn off internet peer sharing, or restrict sharing to the local network.
- Set an absolute download limit for background downloads, or choose a percentage if the PC moves between networks.
- Set an upload percentage and monthly upload limit if upstream capacity or data usage is the concern.
- Mark a hotspot or capped Wi-Fi/Ethernet connection as metered under Settings > Network & internet.
- After the next update cycle, check Activity monitor, Data usage, Task Manager, or Resource Monitor.
This setup limits Windows update-related traffic and reduces background usage; it does not cap every application on the PC. For app-level control, start with the app’s own bandwidth setting, then consider traffic-shaping software. For multiple devices, use the router.
