Set the header at your web server or hosting layer, or use a plugin that demonstrably adds it to PDF responses. Keep the file crawlable: Google must fetch the PDF and read the header. A robots meta tag on a WordPress attachment page controls that HTML page, not the PDF file itself.
What “noindex” does—and does not do
noindex is a search-exclusion instruction. It tells Google not to show the PDF in supported search results; it does not make the URL private. Anyone who has the public link can still open or download the file. Google recommends password protection or removing the file when the contents are confidential: Control the Content You Share on Search.
Google supports X-Robots-Tag for non-HTML resources such as PDFs. An HTML <meta name="robots"> element applies to an HTML response only. See Google’s Block Search indexing with noindex and Robots Meta Tags Specifications.
Choose the right control point

WordPress documents wp_robots as a filter for robots directives placed in an HTML meta tag, and wp_robots() outputs that markup. Neither document describes it as a way to attach headers to uploaded PDFs.

Method 1: add the header at the server or hosting layer
Server configuration is usually the most predictable option because it operates on the file response before WordPress renders anything. Scope the rule narrowly if other PDFs on the site should remain searchable. The following patterns are examples from Google’s documentation; the correct syntax depends on your server modules, deployment layout, cache, and host controls.
Apache example

</FilesMatch>Google also shows a noindex, nofollow value in its robots-meta documentation. Add nofollow only if that is an intentional link-crawling policy; noindex is the directive that excludes the PDF itself.

NGINX example
location ~* .pdf$ {

}Have your host or administrator adapt the location so it matches only the intended files. Confirm that the headers module (Apache) or the relevant NGINX configuration is enabled, and account for CDN or page-cache layers that may serve an older response.
Limit the rule to selected files
If only one document should be excluded, match its path rather than every PDF. For a group, use a dedicated directory or naming pattern. A broad rule can unintentionally remove manuals, product documentation, or other PDFs from search.

Method 2: use a plugin only when it modifies the PDF response
A plugin can be convenient when your managed host does not expose Apache or NGINX settings. The WordPress.org listing for noindex SEO describes an HTTP-header method that supports non-HTML content, including PDFs. Treat that as a capability to verify, not a guarantee for every installation or version.
- Install the plugin from a maintained, trusted source and review its current settings and compatibility.
- Enable its HTTP-header option for the desired PDF or URL pattern, rather than only an attachment-page noindex option.
- Open the exact uploaded file URL ending in
.pdfand inspect the response headers. - Check after cache purges, updates, and CDN changes that the header is still present.
If the plugin changes only the attachment page’s HTML meta tag, it has not noindexed the PDF resource. Remove or adjust the rule if it affects PDFs that are meant to remain searchable.

Do not use robots.txt as the noindex mechanism
A Disallow rule in robots.txt prevents crawling; it does not reliably prevent indexing. When Google cannot fetch a PDF, it cannot read its X-Robots-Tag. Google may still discover a disallowed URL through links and show the URL without a descriptive snippet. Allow Googlebot to crawl the file and return the noindex header instead.
Verify the exact PDF URL
Check the file, not just the WordPress media or attachment page. A command-line request can reveal the returned headers:

curl -I https://example.com/wp-content/uploads/2026/09/document.pdfIn the response, confirm a line such as X-Robots-Tag: noindex. Also check that the URL is not blocked by robots.txt and that it returns the intended status and content. If a CDN, security proxy, redirect, or cache sits in front of WordPress, inspect the public URL that Google actually requests.
Google’s Block Search indexing with noindex guidance explains that Google must crawl a URL to extract the rule. Use Search Console’s URL Inspection tool and the Page Indexing report to diagnose a missing header, a crawl block, redirects, or another serving problem.
What happens if the PDF is already indexed?
Adding the header does not guarantee immediate disappearance. Google must revisit the URL, fetch the response, and process the directive. Google gives no fixed removal deadline. Request inspection in Search Console and monitor the Page Indexing report; do not promise a same-day result.
For urgent exposure of sensitive material, do not wait for recrawling. Password-protect the file, move it behind authentication, or remove it from the public URL. Search exclusion is not an access-control system.
