The correct way to handle a cookie consent pop-up depends on what your screenshot is meant to prove. To document a first visit or the consent interface itself, leave the banner visible. To document the page after a visitor made a choice, use the website’s visible accept, reject, or preference controls, then capture the resulting state and record the action. Do not simply hide the banner with CSS or delete its DOM node: that changes the picture without establishing what consent state exists.
Decide which consent state the screenshot must show
Write the intended state in the capture record before opening the page. Useful labels are:
- First visit: a fresh visitor has not made a choice.
- Consent prompt: the banner and its available choices are the evidence.
- Accepted: the site’s accept control was used and the resulting page was captured.
- Rejected: the site’s reject control was used and the resulting page was captured.
- Preferences configured: settings were selected in the preference center and saved.
Do not describe a screenshot as “clean” without saying whether the banner was accepted, rejected, configured, or intentionally left visible. The same URL can produce different images because consent cookies, local storage, server-side state, browser settings, geography, and account state differ.
When the banner is part of the evidence
For a first-visit or interface audit, keep the banner in frame. Wait until the page and banner finish rendering, capture the full layout, and note the browser, viewport, region, and profile state. Cropping away the banner can hide an important part of the visitor experience.

Click the visible control that matches the scenario, wait for the page to update, and capture again. If you are documenting rejection, do not click accept merely to remove an obstruction. Preserve the action and resulting state in your notes.
Build a reproducible browser state
Use a fresh profile for a first-visit capture
Create a new browser context or profile for each run. A fresh context prevents an old consent cookie from silently suppressing the banner. If you must reuse a profile, Chrome DevTools can show, add, edit, and delete cookies for the target origin. Clear the origin’s cookies before reloading.
Clearing cookies is not a guarantee that every consent mechanism resets. Local storage, server-side preferences, login state, fingerprinting, and consent-management services can persist independently. After the reload, inspect the page and confirm that the expected prompt is actually present.
Record environmental conditions
- Browser name and version, operating system, and viewport dimensions.
- Country or region, language, and timezone used for the request.
- Fresh profile, cleared cookies, or a documented preloaded state.
- Whether third-party-cookie restrictions were enabled.
- The exact action taken and the time between that action and capture.
Consent banners can be region-dependent. CNIL guidance describes French expectations; it does not establish a rule for every jurisdiction. Treat the jurisdiction and date as part of the evidence rather than making a universal legal claim.
Choose an honest capture method

Automate the site’s real controls with Playwright
A cookie banner is normally ordinary page UI, not a JavaScript browser dialog. Playwright’s page.on('dialog') handler is for alert, confirm, prompt, and beforeunload. It will not automatically dismiss a consent panel. Locate the site’s actual button or preference control and verify the result visually.
Capture a first-visit prompt
This Node.js script creates a new context, waits for the page to settle, and saves the banner without interacting with it. Pass the URL as the first argument.

networkidle is not a guarantee that a banner has rendered. For a production test, wait for a site-specific banner locator as well, and fail the run if it never appears when the expected state is “consent prompt.”
Click a visible control, then capture
Because every site uses different markup, pass the selector for the real control instead of assuming a universal button name. The script below records the action, waits for the control to disappear, and captures the resulting page.

Example invocation: node capture-choice.mjs https://example.com rejected "button[data-testid='reject-all']". Replace the selector with one inspected on the target site. A successful click is not enough: check that the banner is gone, the preference panel closed, or the page changed as expected. If the control remains visible, treat the run as failed rather than saving an ambiguous image.
Handle preference centers and delayed updates
Some banners open a settings dialog before saving. Automate the sequence that a visitor would perform: open preferences, select the required categories, activate the save button, wait for the dialog to close, then capture. If the page reloads after the choice, wait for the reload and verify the final state. Avoid broad selectors such as “the first button”; they can click a navigation or advertising control instead.
Why hiding the element is not equivalent to consent
Injecting display:none, removing the banner node, or covering it with an overlay can be useful for a deliberately labeled visual test, but it does not tell a reader whether tracking was accepted or refused. It also leaves the underlying cookie state ambiguous. If you use this technique for layout testing, label the file as a modified artifact and do not present it as an ordinary visitor screenshot.
Preloading a consent cookie can be valid for a controlled test when the site documents the cookie’s meaning. Cookie names and values are site-specific, however. Editing an unknown value is not evidence that a choice was recorded, and it may produce a state the site would never create through its own interface.
Automation and browser-setting pitfalls
Third-party-cookie restrictions
Chrome DevTools can temporarily limit and inspect third-party cookies. Such restrictions can alter both the banner and the page itself. If the setting matters to the test, record it with the screenshot; otherwise, keep the browser configuration consistent between runs.
Geography and language
A consent manager may show different controls or wording by region, language, or regulatory configuration. A screenshot from one country cannot establish how the same site behaves everywhere. Include the region and locale in the filename or capture metadata.

Dialogs versus page controls
Do not attach a Playwright dialog handler and assume the banner will disappear. Use page locators for HTML controls. Reserve dialog handlers for actual browser dialogs, and still verify the page after any interaction.
Troubleshooting checklist
The banner does not appear
- Confirm that the context is genuinely fresh and that the target origin’s cookies were cleared.
- Check local storage, login state, region, language, and server-side account preferences.
- Wait for the consent-management script and inspect the page after a reload.
- Verify that an extension, content blocker, or third-party-cookie setting is not changing the result.
The selector times out
- Inspect the live DOM after the banner renders; the control may be inside an iframe or shadow root.
- Use a stable attribute or accessible role specific to that site rather than brittle generated classes.
- Increase the wait only after confirming that the page is actually loading; a longer timeout cannot fix a wrong selector.
The click succeeds but the banner returns
- Wait for the site’s save request or reload to finish before capturing.
- Check whether the click opened a preference center that still needs a separate save action.
- Look for blocked requests, expired sessions, or a cookie policy that prevents persistence.
The screenshot is blank, incomplete, or different between runs
- Wait for the relevant selector, images, and lazy-loaded content rather than relying only on a fixed delay.
- Keep viewport, device scale, timezone, locale, and network conditions consistent.
- Capture after the final consent state, not while the page is navigating or animating.

Browser automation gives you control over the exact interaction, but it requires a maintained browser runtime, site-specific selectors, clean profiles, and checks for navigation and persistence. API capture removes that browser setup, but you still need to choose whether banner removal is appropriate for your evidence. For repeatable audits, store the URL, timestamp, viewport, region, browser or API options, consent action, and resulting verdict with the image.

When a screenshot is used in a compliance, accessibility, or product record, retain both the image and the state description. A visually unobstructed page without a documented accept, reject, or preference action is not proof of a consent decision.

Frequently Asked Questions
Does closing a consent banner count as rejecting consent?
Do not assume that it does everywhere. CNIL guidance dated 2020-10-01 states, in French, « Dans la mesure où le consentement doit résulter d’un acte univoque, toute autre action (par exemple, la fermeture du bandeau de recueil de consentement) que celle permettant explicitement d’accepter doit être considérée comme un refus. » This is French regulator guidance, not a universal rule for every jurisdiction; document the site’s actual controls and the applicable region.
Can one cookie value reliably reproduce an accepted state on every website?
No. Cookie names, values, local-storage keys, server records, and consent-manager behavior differ by site. Use the visible control when the interaction itself matters, or preload a value only when the site’s semantics are documented.

What should I do when a screenshot must show both the page and the consent prompt?
Use a fresh profile, wait until both the page and banner render, capture the full viewport or full page without cropping away the prompt, and record the browser, viewport, region, and first-visit conditions.
