A blocked Java plugin is usually a browser-platform limitation, not a WebDriver setting. Embedded Java applets depend on the NPAPI plugin interface. Oracle says Chrome 45 and later removed NPAPI, so the Java browser plugin cannot run there, and Mozilla says Firefox no longer supports NPAPI plugins, including Java. WebDriver can automate a supported browser, but it cannot restore an interface that browser vendors removed.
First establish whether the site uses an embedded applet, Java Web Start, or a standalone Java program. The Chrome NPAPI change applies to applets; Oracle says it does not affect Web Start applications. Then troubleshoot browser-driver setup separately from Java delivery.
Identify what the application is launching
“Java application” can describe several delivery models with different fixes. Ask the application owner, inspect the launch link, or check the page behavior before changing Selenium settings.

Do not infer the delivery model from the presence of JavaScript or from the fact that the test is written with Selenium. A browser test can contain a separate step that starts a desktop Java process.

Why changing WebDriver settings cannot unblock an applet
Oracle documents that the Java browser plugin requires NPAPI and states: “Google’s Chrome version 45 and above have dropped support for NPAPI, and therefore Java Plugin do not work on these browsers anymore.” See Oracle’s Java and Google Chrome Browser guidance. The “45 and above” figure identifies the point at which Chrome removed the interface; it is not a statement about the current Chrome release number.
Firefox took the same architectural route. Mozilla’s support article lists Java among NPAPI plugins that no longer load in Firefox and warns that using an old browser can expose personal data and the computer to security risks: Why do Java, Silverlight, Adobe Acrobat and other plugins no longer work?
- Installing or updating a Java runtime does not add NPAPI back to a browser.
- A WebDriver profile flag, capability, extension, or user-agent string cannot recreate a removed plugin interface.
- Changing from one current Chromium or Firefox build to another is not a supported applet migration strategy when both lack the required interface.
If an applet is mandatory, the durable solution is an application change: ask the system owner for a supported web interface or a launch path that does not require an embedded browser plugin. The exact replacement depends on that system and cannot be selected from Selenium configuration alone.
Separate browser launch failures from plugin failures
WebDriver has its own failure modes. Selenium describes WebDriver as sending commands to a browser through a browser-specific driver and maintains setup guidance at Unable to Locate Driver Error. A useful diagnostic is to prove that WebDriver can create a normal browser session before investigating the page.

passWith current Selenium, Selenium Manager can discover the browser and manage a compatible driver for supported browsers. Its scope is browser-driver discovery and management, not Java installation or plugin support. Read Selenium Manager documentation when a session cannot start.
Interpret the result
- The smoke test fails before a window or session exists: investigate the driver, browser installation, permissions, PATH, and enterprise policy.
- The smoke test succeeds but the applet region is blank or reports a missing plugin: WebDriver is functioning; the page is encountering the browser’s plugin limitation.
- The page loads but a separate Java Web Start link fails: troubleshoot the downloaded launch file and Java runtime rather than NPAPI.
If you maintain Selenium 3 code, follow Selenium’s upgrade-to-Selenium-4 guidance. It explains that the old Firefox legacy driver is unnecessary and does not work with recent Firefox versions; use GeckoDriver with current Selenium instead.
A practical decision path
- Classify the launch model. Record whether the page embeds an applet, downloads a Web Start file, or starts a standalone process. Save the exact URL and visible error text.
- Check the browser family and version. For Chrome 45 and later, Oracle’s documentation establishes that NPAPI-based Java plugins do not work. Mozilla’s guidance establishes the same basic limitation for Firefox.
- Run a clean WebDriver smoke test. Use a simple page and current Selenium. This isolates session creation from page content.
- Inspect the failure stage. A driver-resolution or session-creation error belongs to WebDriver setup. A successful session with an unusable applet belongs to application compatibility.
- Ask the application owner for a supported path. Request a modern web interface, a supported desktop client, or a documented Web Start/standalone workflow. Do not deploy an obsolete browser as an unreviewed production fix.
Microsoft Edge: check policy as well as Selenium
Current Chromium-based Edge automation is a separate branch from legacy EdgeHTML automation. Microsoft’s Use WebDriver to automate Microsoft Edge guidance says Selenium 4 is required when Selenium is used with current Edge.
Edge WebDriver communicates through DevTools. Microsoft documents that an administrator can block this channel by setting the DeveloperToolsAvailability policy to 2. In a managed environment, ask the administrator to check that policy before changing test code. A policy-blocked session and a Java applet that cannot load are different faults:

Common errors and precise fixes
“Unable to locate driver” or driver-path errors
Cause: Selenium cannot find or obtain the browser-specific driver, or the browser is not installed where expected.
Fix: Use current Selenium and its Selenium Manager path first; otherwise follow Selenium’s browser-driver installation page for the browser in use. Verify that the test account can execute the driver and that endpoint security software is not deleting it.
The browser starts, but the applet is blank
Cause: The browser session is healthy, while NPAPI-based Java delivery is unsupported in the browser.
Fix: Stop adjusting WebDriver capabilities. Confirm whether the application owner offers a non-applet interface or a Web Start/standalone launch path.
Firefox-specific “plugin” instructions do not work
Cause: Firefox no longer provides NPAPI support, including Java.
Fix: Do not rely on old Firefox builds as a routine answer. Mozilla explicitly warns about the security risk of old browsers; arrange a supported application migration instead.
Legacy Firefox code fails after a browser upgrade
Cause: The test depends on Selenium’s obsolete Firefox implementation.
Fix: Move to current Selenium patterns and GeckoDriver as described in Selenium’s upgrade guide.

Edge reports a DevTools or policy restriction
Cause: DeveloperToolsAvailability=2 or another managed policy blocks the DevTools channel used by Edge WebDriver.

A Java Web Start file downloads but does not launch
Cause: This is outside the Chrome NPAPI applet path; file association, runtime compatibility, or application configuration may be wrong.
Fix: Capture the downloaded file name and operating-system error, then follow the application owner’s supported runtime instructions. Selenium cannot diagnose a desktop launch by changing browser plugin flags.

Keeping an old browser solely to run an applet trades a visible compatibility problem for an ongoing security exposure. Mozilla’s warning about old browsers applies to personal data and the computer itself. If a temporary isolated environment is unavoidable, treat it as a risk-managed exception with no general browsing, restricted network access, and an explicit retirement plan approved by the system owner; do not present it as a permanent fix.

Does installing a newer Java runtime restore the plugin?
No. The runtime and the browser plugin interface are separate. A newer runtime cannot add NPAPI support back to Chrome or Firefox.
Will Selenium Manager download Java for my test?
No. Selenium Manager handles browser-driver discovery and management. Java Web Start or standalone Java runtime setup remains a separate application concern.
Can an administrator unblock Edge WebDriver without changing the applet?
An administrator can review policies such as DeveloperToolsAvailability, which may restore WebDriver session creation. That does not restore an embedded Java plugin; the applet still needs a supported delivery model.
