0x8007045B means Windows detected that a shutdown was already in progress; it does not, by itself, identify why an update failed. Restart normally, check whether the update completed, and—if the code returns—look for the earlier error in Windows servicing logs before trying more involved repairs.

What error 0x8007045B means

Microsoft defines 0x8007045B as ERROR_SHUTDOWN_IN_PROGRESS: an operation tried to continue while Windows was shutting down or restarting. It can appear during an update installation, an operating-system upgrade, or a rollback. Microsoft’s dedicated explanation is written for Windows Server, but the error’s meaning and its advice to examine the preceding failure are relevant when diagnosing Windows servicing logs on client PCs too. The code can be secondary rather than the cause. Microsoft notes that, in some cases, 0x8007045B can be safely ignored while troubleshooting the original error that came before it—for example, 0x800F0920. A cache reset or system-file repair will not necessarily help if another service initiated the restart.

Before you troubleshoot

  • If Windows is visibly installing an update and showing progress, give it time. Do not force the computer off just because installation appears slow; there is no universal safe waiting period for every device and update.
  • Use Start > Power > Restart when Windows responds. Reserve a forced shutdown for a system that is genuinely unresponsive and cannot be restarted through normal controls.
  • Connect a laptop to reliable power, close applications, disconnect unnecessary USB devices, and temporarily disconnect from a VPN before retrying.
  • Record your Windows version and edition, the update’s KB number if shown, and the exact error message. On a managed work or school PC, contact the administrator before changing services or update components.

1. Restart Windows and check whether the update succeeded

A restart can clear a pending shutdown state. After signing in, go to Settings > Windows Update > Check for updates. Check Settings > Windows Update > Update history as well: if the KB is already listed as successfully installed, do not install it again just because the earlier attempt displayed an error.

2. Run the Windows Update troubleshooter

On Windows 11, Microsoft directs users to the automated troubleshooter in the Get Help app. You can also try Settings > System > Troubleshoot > Other troubleshooters > Windows Update > Run. Follow any repair prompts, restart if asked, then check for updates again. Labels and available routes can vary by Windows release and edition. Microsoft describes the tool as a way to diagnose and attempt to fix common update problems: Windows Update troubleshooter and troubleshoot problems updating Windows.

3. Repair the component store and protected system files

Use an administrator Command Prompt: open Start, search for Command Prompt, select Run as administrator, and approve the prompt. Run DISM first, wait for it to finish, then run System File Checker:

DISM.exe /Online /Cleanup-image /Restorehealth
sfc /scannow

DISM repairs the Windows component store that supplies files for servicing; SFC checks and repairs protected system files. Restart after both commands finish, then retry Windows Update. Microsoft’s troubleshooting sequence is DISM followed by SFC. See Microsoft’s Windows Update guidance and Using System File Checker.

If DISM says source files could not be found, repeating the same command is unlikely to resolve a missing repair source; suitable source files or Windows installation media may be needed. If SFC says it could not repair some files, consult Microsoft’s system-file repair guidance and the CBS log rather than downloading replacement files from an unofficial site. DISM and SFC can address corruption, but they do not establish that corruption caused this shutdown code.

4. Reset Windows Update’s local cache

Try this if updates repeatedly fail and a damaged or incomplete local download is plausible. In an administrator Command Prompt, run these commands in order:

net stop bits
net stop wuauserv
net stop cryptsvc
net stop msiserver

ren %Systemroot%SoftwareDistribution SoftwareDistribution.old
ren %Systemroot%System32catroot2 catroot2.old

net start msiserver
net start cryptsvc
net start wuauserv
net start bits

The commands stop update-related services, rename the download and catalog-cache folders, then start the services again. Windows can create fresh folders on the next update check. Renaming preserves the old folders temporarily; updates may need to be downloaded again. Restart the PC, then check for updates.

  • Run the commands only in an administrator console. If a service will not stop, restart Windows and try the sequence again.
  • Do not rename unrelated system folders. Keep the .old folders until the update works and you no longer need the old cache; remove them later if desired.
  • On a business-managed device, check with IT first: resetting components can conflict with update policy, maintenance windows, or deployment tools.

Microsoft documents resetting update components among its Windows Update troubleshooting measures: Troubleshoot Windows Update issues. A cache reset can help with cache-related failures; it will not fix a separate service that keeps restarting the PC.

5. Find the earlier error or the service that initiated a restart

If the code returns, inspect the lines before 0x8007045B. The most useful location depends on what failed:

  • %windir%Windows~BTSourcesPanthersetupact.log is especially relevant to feature upgrades and Windows Setup operations.

Open the relevant log in Notepad and search for 0x8007045B. Then read the surrounding entries, particularly those immediately before it, for a more specific error or the operation that failed. In setupact.log, search for terms such as restart, shutdown, and initiated the restart, as well as names of management agents or third-party services. Microsoft documents these log locations and describes a case where a third-party management service initiated a restart: Microsoft’s error guidance.

If the log points to a third-party service, stop or temporarily disable only that identified service, and only if it is safe and you are authorized to do so. Do not disable random services or weaken Microsoft Defender as a general fix. For a home PC, a clean boot can help isolate startup software conflicts; Microsoft includes clean restart among its general update troubleshooting approaches. On a managed device, ask the administrator to investigate the agent or policy instead.

6. If one specific KB keeps failing

Record the KB identifier from Update history and check Microsoft’s release-health or known-issues information for your Windows version. If you need to try a manual package, use the Microsoft Update Catalog and match the package to your Windows version and system architecture. Restart before and after installation. Do not download update packages from third-party driver or software sites.

Manual installation can help when a particular package or its download is the problem; it does not repair broader servicing corruption or explain a restart initiated by another service. Microsoft also outlines Update Catalog use in its Windows Update troubleshooting guidance.

7. Escalate if Windows still cannot update

  1. Try System Restore if the problem began after a recent change and a suitable restore point exists.
  2. Use Windows Recovery Environment if Windows no longer starts correctly.
  3. Consider a repair reinstall using the Windows Update repair option where available, or official installation media. An in-place repair installation is different from a clean installation and can preserve apps and personal files when the correct options are selected, but back up important data first. Ensure you have compatible media and adequate storage. Microsoft’s official Windows 11 download page is Download Windows 11.
  4. Contact Microsoft Support or a qualified technician if the PC repeatedly rolls back, will not boot, displays a BitLocker recovery prompt, or the logs point to a deeper servicing failure. For a work-managed computer, involve IT before attempting repair steps.

Windows 10 support status

Microsoft ended standard Windows 10 support on October 14, 2025. After that date, Microsoft no longer provides normal free Windows Update software updates, technical assistance, or security fixes for Windows 10. Troubleshooting an existing installation is separate from eligibility for ongoing updates; do not assume every Windows 10 PC continues to receive ordinary updates. Which fix should you try next?
