When website images do not appear on an iPad, first determine whether the problem affects one page, one website, or many sites. Then test another network, check Safari content blockers, and work through Apple’s general Safari loading steps. A blocker, VPN, Private Relay setting, JavaScript setting, stored website data, or a fault on the site itself can each be involved. Change one variable at a time so you can identify the actual cause.
Start by narrowing the problem
Open several pages on the same site, then try a completely different site. Note whether images are missing everywhere or only in one place.
If only one page or site is affected
The affected page’s image resources or site-specific settings become the stronger leads. Try the same address on another Wi‑Fi network, or on cellular data if your iPad supports it. If images appear on the alternate connection, investigate the original network, VPN, or filtering configuration. This is a diagnostic inference rather than proof of a particular fault.
If many sites are affected
Focus first on Safari configuration, content blockers, JavaScript, VPN status, and network conditions. A change that restores images on several unrelated sites points to the iPad or connection rather than one website.

Check Safari content blockers
- Open Settings.
- Tap Apps, then Safari.
- Tap Extensions.
- Review enabled content blockers and temporarily disable one.
- Return to Safari and reload the page.
Apple Support says content blockers are third-party apps and extensions that can block “cookies, images, resources, pop-ups and other content.” If images return after a blocker is disabled, leave it off only long enough to test, then adjust its rules or contact its developer. Do not install a blocker as a remedy: the blocker itself may be preventing the images from loading.
Run Apple’s general Safari loading checks
Apple’s guidance for pages that do not load generally includes restarting the device, clearing website data, and confirming that JavaScript is enabled. These are structured tests for broader loading trouble; Apple does not identify each one as a guaranteed fix for every image-only failure.
Restart the iPad
Restart the iPad, open Safari again, and revisit the page. This removes a temporary Safari or system state without changing your website permissions.

Confirm JavaScript is enabled
- Open Settings.
- Tap Apps > Safari > Advanced.
- Make sure JavaScript is on.
Some pages build image elements or request image URLs with JavaScript. If JavaScript was already enabled, leave it unchanged and continue with the next test.
Clear Safari history and website data
Use Safari’s clear-history and website-data control in Settings, then load the affected page again. Clearing website data also removes browsing history, cookies, and permissions granted to websites. You may need to sign in again and revisit site permissions, so treat this as a later troubleshooting step rather than the first action.
Test VPN and iCloud Private Relay
VPN
Apple Support states: “If you have a VPN turned on, some apps or websites might block content from loading.” If a VPN is active, temporarily disconnect it and reload the page. If images appear, the VPN, its filtering policy, or the site’s response to VPN traffic is implicated. Restore the VPN after testing if it was not responsible.

Private Relay
For a failure limited to one website, check iCloud Private Relay. Apple’s Safari guidance allows you to temporarily turn Private Relay off for testing. Make one change, reload, and compare the result; turn the privacy feature back on if it makes no difference.
Use a controlled test sequence
Randomly changing several settings makes the result impossible to interpret. Use this order and record what happens after each reload:
- Open another page and another website.
- Try the affected site on another Wi‑Fi network or cellular data.
- Disable one Safari content blocker.
- Restart the iPad.
- Verify JavaScript at Settings > Apps > Safari > Advanced > JavaScript.
- Disconnect the VPN, if one is enabled.
- For a site-only problem, test Private Relay off temporarily.
- Clear Safari history and website data, accepting that cookies, history, and permissions will be removed.
After each step, revisit the same URL. The first step that restores images identifies where to concentrate, while a failure at every step is useful evidence when you contact the site.

When the website is probably at fault
If other sites load images normally, the same site fails on more than one network, and the Safari checks do not help, contact the website developer. Apple explicitly recommends contacting the site when its troubleshooting steps have not resolved a problem affecting a particular website or webpage. Provide the exact URL, iPad model and iPadOS version if known, Safari’s behavior, whether the problem occurs on another network, and which settings you tested. The developer may need to inspect image delivery or page implementation; that is a possibility, not a diagnosis established by Apple.

- Do not assume a missing image means the iPad needs replacement hardware.

- Do not conclude that one successful reload proves a permanent fix. Recheck the original page and, when relevant, another network.
