If neither works, continue through the Windows setting, Explorer, app-repair and policy checks below. These steps apply to Windows 10 and Windows 11; wording and menu locations can differ slightly by build.
Know which shortcut you are testing
Windows has several separate capture commands. Confusing them can make a working feature appear broken.

You can also open Start, type Snipping Tool, select the app and choose New. This separates an app problem from a key or shortcut problem.
Use a quick diagnostic before changing settings
- Press Windows + Shift + S. Select a region and see whether a snip notification appears.
- Open Snipping Tool from Start and select New.
- If a capture was made but you cannot paste it, press Windows + V to inspect Clipboard history, then try pasting into Paint or another simple editor. A paste failure is different from a capture failure.
- Press Print Screen while a text editor or Paint window is open, then paste with Ctrl + V. A pasted image means the key captures to the clipboard even if it does not launch the overlay.
These tests identify the failing layer without risking your files.

Turn on the Print Screen setting
Microsoft’s current guidance is to enable Snipping Tool under Settings > Accessibility > Keyboard and check that another application is not overriding the shortcut.
- Press Windows + I.
- Open Accessibility, then Keyboard.
- Find Use the Print Screen key to open screen capture (the wording can vary by Windows build).
- Turn it on, lock or unlock the setting once, and test Print Screen.
- If it was already on, turn it off, restart Windows or retest, then turn it on again.
Look for software that registers global screenshot keys: vendor control panels, overlay tools, cloud-drive screenshot utilities, game overlays and accessibility remappers. Exit those programs completely, including their notification-area processes, and test again. Do not run two tools that claim the same key.
Make successful captures visible
A disabled notification can make a capture look as though nothing happened. Open Settings > System > Notifications, locate Snipping Tool, and allow notifications and banners. Then perform a test snip and check the notification area or clipboard rather than relying only on an editor window.
Restart the Windows shell
Windows Explorer supplies parts of the desktop shell that shortcuts depend on. Restarting it is low-risk and does not remove personal files.

- In Processes, select Windows Explorer.
- Choose Restart task (or right-click it and choose Restart).
- Wait for the taskbar and desktop to redraw, then test Windows + Shift + S and Print Screen.
If Windows Explorer is not listed, use Task Manager’s Run new task, enter explorer.exe, and press Enter.
Repair or reset Snipping Tool
Use the built-in app controls before changing the registry or applying management policies.
- Open Settings > Apps > Installed apps (on some Windows 10 builds this is Apps > Apps & features).
- Find Snipping Tool, select its three-dot menu, and choose Advanced options.
- Select Repair. This attempts to correct the app without deleting its data.
- Test a new snip. If it still fails, return to the same page and select Reset. Reset is more disruptive and can clear app data and preferences.
After either operation, restart Windows and repeat the diagnostic tests. If Snipping Tool is missing or cannot be repaired, install pending Windows updates and check your organization’s app-install restrictions.
Check the keyboard and remapping software
When Windows + Shift + S works but Print Screen does not, the key may never be reaching Windows as the standard PrtScn input.
- On a laptop, try Fn + Print Screen, and check whether an Fn Lock state changes the result.
- Use the keyboard manufacturer’s utility to inspect macros, layers and remapped keys. Temporarily restore the default layout.
- Disconnect the keyboard and test with another physical keyboard. If the second keyboard works, the original hardware or firmware configuration is the likely cause.
- Try the on-screen keyboard to determine whether Windows responds to a software-generated Print Screen key.
- Close macro, gaming and desktop-customization utilities before retesting.
A nonstandard Print Screen scancode can prevent the operating system from recognizing the key even though other keys work. Replace hardware only after these tests.

Managed-device policy and registry checks
On Windows Pro or Enterprise computers managed by an employer or school, policy can disable the Print Screen behavior. These are later-stage checks because a policy refresh can undo local changes.
Group Policy
Press Windows + R, enter gpedit.msc, and inspect policies affecting screen capture or the Print Screen key under the Windows and accessibility-related administrative templates available on your build. If the computer is managed, ask the administrator before changing a setting.
Registry value
The Print Screen integration is associated with the PrintScreenKeyForSnippingEnabled value. Editing the registry incorrectly can damage Windows configuration, so export a backup first and use this only when earlier steps fail or an administrator directs you. A policy-controlled value may revert after restart or sign-in.

What to change first—and what to avoid
- Low risk: test alternate shortcuts, toggle the Accessibility option, close competing tools, enable notifications and restart Explorer.
- Moderate risk: Snipping Tool Repair, Windows updates and a keyboard substitution test.
- Higher risk: Snipping Tool Reset, Group Policy changes and registry edits. Use these only after recording the original setting and, on managed devices, obtaining approval.
Do not install a replacement screenshot program merely because Print Screen fails. First determine whether the key is being remapped or whether Snipping Tool itself is damaged.

Does Print Screen always open Snipping Tool?
No. Windows documents Print Screen as a full-screen clipboard capture, while the Accessibility option changes it to open screen capture. Windows + Shift + S is the dedicated image-overlay shortcut.
Will resetting Snipping Tool delete screenshots already saved in Pictures?
Resetting the app affects its app data and preferences; it does not intentionally erase image files you have already saved elsewhere. Back up important captures before any reset or system change.
