WordPress does not have a documented, universal maximum number of custom-menu items. If items vanish after you click Save Menu, or WordPress stops retaining new entries, the failure is usually related to the request that submits the menu—not a fixed item-count limit.
A historically common cause was PHP’s max_input_vars limit: large menu forms contain many fields, and later fields could be dropped before WordPress received them. Modern WordPress changed the Edit Menu submission path to package the menu data as JSON, specifically to avoid that variable-count problem. The setting can still be relevant on some installations, but raising it is not a guaranteed fix.
First, confirm what is actually failing
- Open Appearance > Menus in the WordPress administrator.
- Make one small, identifiable change, such as adding a test link or renaming an item.
- Click Save Menu, wait for the success notice, then reload the page.
- Check whether the test change and the supposedly missing items are still present.
- Note approximately how large the menu is and whether the failure occurs every time or only intermittently.
Do not treat a particular item count as a universal threshold. Two sites with menus of similar size can behave differently because their PHP handlers, web servers, security rules, plugins and hosting configurations differ.
Why large menus used to fail
Each menu item historically generated many form variables. PHP limits how many input variables a request may process with the max_input_vars directive. When a request exceeded that limit, later fields could be omitted from $_POST. The result looked like a WordPress menu limit: items near the end of the form disappeared, or edits appeared to save but were gone after reload.

WordPress core subsequently changed the Edit Menu path. The current nav-menus.php implementation submits the menu form data as one JSON input and expands it during submission, avoiding the historic variable-count bottleneck. That means an old recommendation to raise max_input_vars may not address a current failure, and no published current figure establishes a maximum menu size for all WordPress sites.
Check the effective PHP max_input_vars value
The important value is the one used by the PHP process handling the administrator’s menu-save request. A value shown by a command-line PHP installation, a different server pool or an unrelated site may not be the value WordPress receives.

Ask the host or administrator to verify the active value
Request confirmation of the effective max_input_vars setting for the PHP handler serving the WordPress admin request. Ask them to check the relevant PHP configuration and server logs while reproducing the save failure. The host should verify that the configuration file being edited is actually read by the active PHP handler.
Do not assume a wp-config.php snippet will work
PHP configuration mechanisms vary by hosting stack. An ini_set() line in wp-config.php may be ignored, blocked or applied too late for the request. If you do not administer PHP, contact the hosting provider instead of relying on a configuration example as a certain remedy.

If max_input_vars is already high
A high reported value does not prove that it applies to the menu-save request, nor does it rule out other request limits. Have the host compare the effective PHP configuration with the request that fails and inspect:
- PHP and web-server error logs recorded at the time of the save;
- request filtering or web-application-firewall rules that may reject or truncate the POST request;
- server limits on request size, execution time or request processing;
- which PHP-FPM pool, Apache handler or other PHP process serves the administrator request.
A WordPress.org support case describes a menu-save failure that persisted after max_input_vars was increased and raised a web-server security rule as a possible explanation. That is a case report, not evidence that a security module is the cause on every site.

Use the failure pattern to choose the next step

Do not keep raising limits blindly
Increasing PHP input limits expands the amount of request data a server will accept; it does not repair a blocked request, a security rule or a plugin that changes the menu screen. WordPress’s JSON submission change addressed the historic variable-count issue in the core Edit Menu form. If the current site still fails, identify which layer rejects the request before changing limits again.
Keep a safe test record
- Record the approximate menu size and the exact item or change that disappears.
- Test on a staging site or take a database and file backup before server or plugin changes.
- Change one variable at a time so the successful fix can be identified.
- After each change, save, reload the menu screen and verify that the same test item persists.
When to involve managed WordPress support
Host assistance is appropriate when you cannot inspect PHP and web-server logs, do not control the PHP handler, or need request filtering checked. Managed WordPress support can verify the effective configuration and server-side rejection without requiring you to guess which configuration file or security rule is active. It is an optional escalation, not a required product purchase.

What you should conclude
“WordPress won’t save more menu items” describes a submission failure, not proof of a built-in item cap. Start by reproducing the problem and checking the effective PHP configuration for the administrator request. If logs do not show an input-variable issue—or the issue remains after that setting is adequate—move on to request filtering, server limits and site-specific configuration with the host’s help.
