If Speech Services by Google is stuck on “Downloading English (US) update” or “Waiting for network connection,” first check its language-update setting and the affected offline language. Choose Wi-Fi-only updates to avoid cellular data, or turn automatic updates off if you want the repeated download to stop. If you need offline speech, retry the language download before clearing app data or disabling the service.
The notice usually points to an offline speech-language package, not an ordinary app update. The exact cause and menu names vary by Android version and phone maker; a Google Community response documented a similar issue in February 2022, but that does not establish a universal current Android bug. Why does Speech Services by Google keep downloading?
Speech Services by Google provides speech features used by some Android apps and system functions, including voice typing, speech recognition and text-to-speech. Google Assistant, Gboard, accessibility tools and third-party apps may rely on overlapping or separate components, so not every voice feature depends on this service.

A message such as “Downloading English (US) update,” “Downloading English (UK) update” or “Waiting for network connection” can refer to an offline language package rather than an update to the Speech Services app itself. A download may stall, repeat after a restart or return despite working Wi-Fi. Network restrictions, a failed package download, low storage or a stuck system download can be factors, but the notice alone cannot identify the cause.

Changing the app version and changing a downloaded language are different actions. The Play Store updates the app; Android’s speech settings manage language packages. You may need to check both.
First, let the language update finish—or stop automatic updates
- Connect to a stable Wi-Fi network. If downloads are blocked, temporarily disconnect from a VPN, open any Wi-Fi sign-in page, and check whether a firewall, data-saver setting or battery restriction is limiting background downloads. Keep the phone plugged in if convenient and make sure it has free storage; no single storage minimum applies to every package.
- Open Settings and use its search box. Search for Digital assistant app, Voice input, Offline speech recognition or Text-to-speech output. Menu labels and locations vary by Android release, manufacturer and language.
- If your device has a voice-input setting, check that Speech Services by Google is selected. Open its gear or settings control and look for Auto update languages or a similar option.
- Choose the setting that matches your goal:
- Wi-Fi only: lets language updates run on Wi-Fi without using mobile data.
- Mobile + Wi-Fi or any network: allows the update over cellular as well, if your plan permits it.
- Do not update: stops automatic language updates where this option is available. Use it if you do not need current offline speech languages; you may need to download a language manually later.
- Find the installed or downloaded languages list. Look for the language named in the notification, such as English (US). If Android offers a cancel control, cancel the stuck download. If it permits removal, remove that language, restart the phone, return to the list and download it again over Wi-Fi.
A Google Community response from 2022 described an Android 12 route through Digital assistant app > Voice input > Speech Services by Google > Auto update languages, with Mobile + Wi-Fi and Do not update among the options. It gave separate instructions for Android 11 and earlier. Treat this as dated, version-specific guidance—not a guaranteed path on current phones. Original Google Community guidance
Removing and redownloading a language has helped some users in community discussions, but reports also describe the problem returning. It is a reasonable retry, not a guaranteed permanent fix. Community reports

Update Speech Services in Google Play
- Open the Google Play Store and search for Speech Services by Google.
- Tap Update if the button is available. This updates the app, not necessarily the offline language package.
- Restart the phone and check whether the notification returns.
If the listing offers Uninstall rather than Update, the service may be preinstalled. Uninstalling from its Play Store listing can remove updates and roll the component back, rather than remove the system capability altogether. That is different from removing a language package, and different again from disabling the app in Settings.
Force-stop the service and clear its cache
- Open Settings > Apps > Speech Services by Google. On some phones, tap See all apps first.
- Tap Force stop, then open Storage or Storage & cache.
- Tap Clear cache and restart the phone.
Clearing cache removes temporary files, not your downloaded languages or app settings in the same way that clearing data can. A community user reported force-stopping and clearing cache as a workaround, but that does not prove it will permanently repair the download loop. Community workaround discussion
Clear app storage only if the lighter steps fail
Clearing storage or data is more disruptive. It may reset app preferences and downloaded speech languages—and could prompt the same language to download again. Before proceeding, note which languages you use.

Go to Settings > Apps > Speech Services by Google > Storage, then choose Clear storage, Clear data or the closest equivalent. Restart the phone. If you need offline speech, reopen the language settings and download the language you use over Wi-Fi.
Check whether Android downloads are stuck more broadly
If Play Store updates or other system downloads are stalled too, the problem may be Android’s download queue rather than Speech Services alone. First check Play Store’s pending downloads and try another network. Clearing Download Manager data is an advanced step sometimes suggested in general download troubleshooting, not a confirmed Speech Services-specific fix. It can affect other pending downloads, so do not use it if you only see this one language notification without first considering that trade-off.

Use Do not update in the language-update setting if your phone offers it, then cancel or remove the pending language package if possible and restart. This targets automatic language downloads without disabling the speech service itself. If the notice still returns, search Settings for both Voice input and Text-to-speech output: some phones expose separate speech controls, and changing one may not change the other.

Last resort: roll back or disable the service
Uninstalling updates from a preinstalled app may temporarily roll it back; Google Play or the device may update it again later. Disabling Speech Services by Google can stop its activity, but may break or degrade voice typing, spoken output, accessibility features, Assistant functions or individual apps. The impact varies by device and app. Community reports also warn that speech-dependent apps, including language-learning apps, may be affected. Community report on dependent apps
If you disable it and need it again, go to Settings > Apps > Speech Services by Google > Enable, then check Google Play for an update. Do not sideload an old APK as a routine fix; an unofficial package can bring security, compatibility, signature and update risks.

- Spoken output or accessibility: Search Settings for Text-to-speech output. Check the selected engine, language and voice, then use Play or Listen to an example if available. Download the language you need over Wi-Fi. Some Samsung phones offer Samsung’s own text-to-speech engine; switching engines may help spoken output but will not necessarily fix Google voice typing or Assistant.
- Gboard voice typing only: Update Gboard, check its microphone permission and test voice input in another app or keyboard. A Gboard-only failure does not by itself prove Speech Services is the cause.
- Assistant or another Google voice feature only: Check that feature’s language and speech settings as well as the downloaded-language list.
- One third-party app only: Check the app’s permissions and settings, then contact its developer if the service works elsewhere.
- Several apps or the whole phone: Focus on the language package, Speech Services, storage, network restrictions, Play Store downloads and system updates.
Still stuck? Use this checklist
- Try another Wi-Fi network and temporarily remove VPN or data restrictions.
- Check free storage and restart the phone.
- Look for a pending Play Store update to Speech Services and for other downloads that are stalled.
- Confirm the notification’s language matches the language package you want; remove an unwanted regional variant if Android allows it.
- Check both voice-input and text-to-speech settings, since one may not control the other.
- If the phone is managed by work or school, ask its administrator whether device policies restrict app updates or background data.
- Install available Android and Google app updates. If the service appears system-integrated and the problem persists, contact the phone manufacturer for device-specific help.
Is the notification dangerous or proof that the phone is listening?
The notification itself is not evidence of malware, and it does not prove that the microphone is continuously recording. A stuck language download is more plausibly an update, network, storage, Play Store or system-service issue, but the notice alone cannot establish its cause or rule out every security concern. For privacy questions, review microphone permissions and Google voice-activity settings separately; those controls are not the same as the offline-language download setting.
