Service Control Manager Event ID 7001 means a Windows service could not start because a service or service group it depends on failed. It is a symptom, not a universal diagnosis: the right fix depends on the service named in the event and the earlier error that stopped its dependency. Find that dependency and its first failure before changing service settings or running repair commands.

What Event ID 7001 means

Windows uses the Service Control Manager to start, stop and manage services. A service may rely on another service being available first. When that dependency fails, Windows can log Event ID 7001 for the service that could not start. A typical message says that one service “depends on” another service, “which failed to start because of the following error.” The complete wording on your PC is the key evidence. Microsoft’s example of Event ID 7001 describes a dependent networking service affected by the Network Store Interface service failing to start.

In that message, the dependent service is the one that could not start; the dependency service is the one it needs and is often the more useful place to investigate. One failed dependency can produce several 7001 events for different services, so look for the earliest failure in the chain. Causes can include a stopped or incorrectly configured dependency, a driver or device problem, a recent update, service-account permissions, or damaged Windows components.

A single old event does not prove Windows is currently broken. If the related feature works and the event does not recur, it may be historical. Repeated events alongside a failure—such as lost networking, audio, printing, backups, updates or virtualization—deserve investigation. Clearing the System log only removes evidence; it does not fix a service.

Find the full event and the first failure

  1. Press Windows + R, type eventvwr.msc, and press Enter.
  2. Go to Windows Logs > System, then select Filter Current Log….
  3. Filter for the Service Control Manager source and event ID 7001. Open the newest relevant result.
  4. Copy the full text on the General tab; inspect Details as well. Record the time, the dependent service, the named dependency and the exact error.

Check events immediately before the 7001 entry, in time order. An earlier event may state why the dependency failed: look especially for Service Control Manager events 7000 (service failed to start), 7009 (service timeout), 7031 or 7034 (service terminated unexpectedly), plus any nearby driver, device, disk or update errors. The earlier error is often more actionable than the later 7001.

To list recent related entries in PowerShell, run this in an elevated session if access requires it:

Inspect the dependency before changing settings

  1. Press Windows + R, enter services.msc, and press Enter.
  2. Find the dependency named in the event. Open its properties and note its status, startup type, Log On account and the services listed on the Dependencies tab.
  3. If it is stopped and not intentionally disabled, try Start. Record the exact error Windows displays if it fails.

Do not set every service to Automatic. Windows services may correctly use Manual, Automatic (Delayed Start) or Disabled, depending on the Windows edition, installed features and management policy. A service on a work or school PC may also be controlled by Group Policy or endpoint management; ask your administrator before changing it.

For command-line inspection, replace ServiceName with the service’s actual system name—not necessarily its display name:

sc.exe qc ServiceName
sc.exe query ServiceName

PowerShell can show the same service’s configuration and exit codes:

For a controlled start, use sc.exe start ServiceName or, in PowerShell, Start-Service -Name ServiceName. If the dependency starts but the feature still fails, you can try restarting the dependent service with Restart-Service -Name DependentServiceName. Run commands with administrator privileges where required. A failed start is a clue, not something to keep forcing: investigate the displayed error and the preceding events.

Choose a fix that matches the cause

  • The dependency is stopped or disabled: Confirm that it is supposed to run for this Windows installation and feature. If it was deliberately disabled, do not override that decision without understanding why. Restore only a documented, service-specific setting; there is no safe universal startup type.
  • The service times out or terminates: Use its own event and exact service-start error to investigate what it needs. Check for a related driver, device, file, update or permission failure. Repeatedly starting it without addressing that cause is unlikely to help.
  • A device-related service is failing: Check Device Manager for warning icons and look for a compatible driver through Windows Update, the PC maker or the device maker. Avoid random driver-download sites. This is particularly relevant to networking, storage, audio, Bluetooth, printers, VPNs and virtualization.
  • A third-party service is named: If the problem began after installing or updating VPN, antivirus, backup, virtualization or tuning software, check that vendor’s repair or update guidance. To test for a conflict, use a clean boot as described below; do not leave security protection disabled.
  • The event began after a Windows update: Finish pending updates, restart and retest. If the failure began immediately after one specific update, consider the available recovery options, such as uninstalling that update or using System Restore, after assessing the impact. Do not disable Windows Update permanently.
  • A service account or permissions error appears: Record the precise error and check whether the service’s logon credentials or required permissions changed. Do not change the Log On account or grant broad permissions as a guess.

If the failed dependency is a networking component, follow the named service and its preceding error rather than resetting every network setting. Microsoft’s example involves the Network Store Interface service; the relevant dependency chain and settings can vary by Windows edition and machine configuration.

Repair Windows components with DISM and SFC

These tools can help if Windows component or protected system-file corruption is plausible. They will not automatically fix a bad driver, service account, permission, hardware fault or third-party service. Microsoft’s documented procedure is to run DISM before System File Checker so SFC can use a repaired component store.

Open Command Prompt as administrator and run:

DISM.exe /Online /Cleanup-Image /RestoreHealth

Wait for completion. DISM may use Windows Update as its repair source; a successful run reports that the restore operation completed successfully. If Windows Update cannot provide the files, a compatible repair source may be needed. Replace this example path with a valid source matching the installed Windows version and edition:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Then run:

sfc /scannow

Wait for verification to reach 100 percent. Microsoft’s System File Checker guidance explains the expected results:

  • “did not find any integrity violations”: SFC found no protected-file corruption to repair.
  • “found corrupt files and successfully repaired them”: Restart, then test the affected service and check whether a new 7001 appears.
  • “found corrupt files but was unable to fix some of them”: Review the CBS log at %windir%LogsCBSCBS.log. Further repair or an in-place repair may be appropriate.
  • Could not perform the requested operation: Microsoft recommends trying SFC in Safe Mode.

If DISM fails, note its error code and inspect the CBS log rather than repeating the command indefinitely. Microsoft’s repair-source guidance covers source compatibility and component repair details.

Test for a third-party conflict

A clean boot can help determine whether non-Microsoft software is interfering with service startup. This is a diagnostic test, not a permanent configuration:

  1. Press Windows + R, type msconfig, and press Enter.
  2. On Services, select Hide all Microsoft services, then temporarily disable the remaining third-party services.
  3. In Task Manager’s Startup apps section, temporarily disable nonessential startup apps.
  4. Restart and check the affected feature and System log.
  5. If the failure stops, re-enable items in groups and restart between tests to identify the conflict.
  6. When finished, restore normal startup and re-enable the items you need. Keep security software disabled only for the shortest time needed to test.

If Windows will not start normally

If the failing dependency prevents startup, use Safe Mode or Windows Recovery Environment (WinRE) to undo a recent driver, software or configuration change or to pursue repair. Back up important files as soon as practical. In WinRE, Windows may not be on drive C:; identify the correct drive before attempting offline repairs. Offline DISM commands use a different image path and syntax from the online command above, so do not copy an online command and assume its paths apply.

For a recent change, System Restore may roll back selected system files, drivers, registry settings and installed programs to a restore point, if one is available. An in-place repair can be another option when Windows components remain damaged. Reset this PC is more disruptive and may remove applications; a clean installation is the most destructive option. Back up first and understand what each recovery path will keep. Microsoft’s boot troubleshooting guidance describes recovery options, including reaching repair tools through Windows Recovery Environment or installation media.

When an Event ID 7001 can be left alone

If you find one old 7001, the named feature works, the dependency starts normally and no new event appears after a restart, monitor it rather than changing service settings. Optional features may generate events for services that are not needed on a particular PC. Correlate the timestamp with a crash, shutdown or update: a 7001 recorded after another failure may be a consequence, not the cause.

When to escalate

Contact your organization’s IT team for a managed device, and the PC or device vendor for a vendor-specific driver or service. Seek help if multiple core services fail, Windows will not boot, DISM and SFC cannot repair the system, or logs suggest disk failure, repeated corruption or a security issue. Before escalating, save the full 7001 message, the dependency’s exact start error, nearby System log events and the time the problem began. Avoid deleting service registry keys or importing registry files from unverified sources; incorrect edits can make Windows or networking unusable.

Quick verification checklist

  • Copied the complete Event ID 7001 message and identified the dependent service and dependency.
  • Checked earlier System events for the first failure and its exact error.
  • Confirmed the dependency’s intended startup configuration before changing it.
  • Retested the affected feature after restarting; checked whether a new 7001 was logged.
  • Used DISM followed by SFC only if Windows component or file corruption was plausible.
  • Backed up important data before disruptive recovery steps.
