When Windows shows Not Responding, the program may be temporarily busy, waiting on a file or device, or genuinely stuck. Do not force-close it immediately if you may lose unsaved work. Wait briefly, try Alt + F4, and use Task Manager only when the program remains unusable.

The correct fix depends on whether one program, one file, or the entire desktop is affected. Start with the low-risk steps below, then escalate to repair, system-file checks, storage diagnosis, or Windows recovery if the problem keeps returning.

Quick fix for a frozen Windows program

  1. Wait briefly if the program may be loading a large file, rendering video, compiling shaders, indexing data, or performing another intensive operation.
  2. Try Alt + Tab in case a hidden confirmation, authentication, overwrite, or permission dialog is blocking the window.
  3. If the program becomes responsive, save your work immediately.
  4. Try closing it with Alt + F4. Save changes if Windows offers that option.
  5. If it remains frozen, press Ctrl + Shift + Esc to open Task Manager.
  6. Select the program under Processes, then choose End task.
  7. Wait for the process to disappear before reopening the program, then restart Windows using Start > Power > Restart.

Ending a task can permanently discard unsaved changes. If the program offers file recovery when it reopens, save the recovered copy under a new name.

What “Not Responding” means

Windows uses this status when an application is not processing system requests promptly. It does not necessarily mean that the program has crashed. A temporary busy state, application bug, damaged document, plug-in conflict, hardware-acceleration problem, insufficient memory, low storage, a graphics-driver issue, malware, corrupted Windows components, or incompatible software can all produce similar symptoms.

CPU, memory, disk, and GPU activity can indicate that an operation is still progressing, but high activity alone does not prove that the program is healthy. The useful questions are whether the usage is sustained, which process is responsible, and whether the system eventually recovers.

First determine the scope of the problem

Before reinstalling anything, identify which pattern matches your PC:

  • Only one program freezes: Investigate that program, its files, plug-ins, settings, and installation.
  • Several unrelated programs freeze: Check system resources, storage, malware, Windows components, drivers, and hardware.
  • File Explorer, the taskbar, or Start also freezes: Treat it as a Windows or background-service problem rather than blaming the foreground program.
  • Only one document or project causes the freeze: Suspect the file, its location, a plug-in, or cloud/network access.
  • The problem began after an update, driver, utility, or security-software change: Roll back or isolate that change.
  • The program freezes immediately after launch: Try repair, a clean profile, safe mode or no-add-in mode, and a clean boot.

If Task Manager will not open

Try these options in order:

  • Press Ctrl + Alt + Delete, then select Task Manager.
  • Press Win + X, then select Task Manager.
  • Use Alt + Tab to look for a hidden dialog.
  • If the display or desktop appears frozen, press Win + Ctrl + Shift + B to reset the graphics driver. The screen may flicker or beep. This is mainly useful for display-related freezes, not as a universal application fix.
  • If Windows remains usable, sign out or restart from the security screen.

Hold the physical power button only as a last resort. A forced shutdown can lose data and may worsen file-system problems.

Check resources and available storage

In Task Manager, inspect the affected process and the overall CPU, Memory, Disk, and GPU columns. Sustained near-maximum usage can explain sluggishness, but a percentage by itself does not identify the fault. High memory use may cause paging; sustained 100% disk active time can make every program appear frozen; GPU usage matters particularly for games, browsers, video editors, and 3D software.

Check free space at Settings > System > Storage. Remove unnecessary temporary files or enable Storage Sense. Low free space can affect updates, virtual memory, application caches, and general performance. Microsoft’s Windows performance guidance covers Task Manager, storage cleanup, updates, and startup programs.

Also review Task Manager > Startup apps. Too many background utilities can increase resource pressure, but disable items selectively and keep a record of changes.

Fix one program that repeatedly freezes

Update the program and Windows

  1. Install pending updates under Settings > Windows Update.
  2. Update the affected program through its official publisher or the Microsoft Store.
  3. Update relevant graphics, chipset, storage, and peripheral drivers through Windows Update or the device manufacturer.
  4. For optional drivers, check Settings > Windows Update > Advanced options > Optional updates when that section is available.
  5. Restart Windows and test again.

A driver update may help when a driver is involved, but it is not a guaranteed solution. Do not use random “driver updater” websites or generic driver subscriptions.

Repair or reset the app

For supported Windows apps, open Start > Settings > Apps > Installed apps. Find the app, select its three-dot menu, choose Advanced options when available, and select Repair. Test the app before trying Reset.

Repair attempts to fix the installation without removing app data. Reset can remove settings, sign-in information, caches, or other app data, so back up important files first. Not every traditional desktop program exposes these controls. Microsoft explains the difference in its guide to repairing apps and programs.

For classic desktop software, open its installer or maintenance utility and use Repair, Change, or Modify if offered. Otherwise uninstall and reinstall it from the official vendor. Back up templates, profiles, license information, plug-ins, save files, and custom settings first.

Test files, plug-ins, and hardware acceleration

  • Make a copy of a document that causes the freeze.
  • Open a blank document and then test another known-good file.
  • Disable add-ins, extensions, macros, and third-party integrations.
  • Use the publisher’s safe-mode or no-add-ins launch option if one exists.
  • For browsers, creative applications, games, and video software, temporarily test with hardware acceleration disabled if the application provides that setting.
  • If the file is on OneDrive, SharePoint, a NAS, VPN, network share, removable drive, or cloud-sync folder, test a fully downloaded local copy.

If the program works normally in another Windows user account, the problem may be limited to the original profile’s preferences, cache, or permissions. Back up the profile before deleting or changing its folders.

Restart Windows properly

Use Start > Power > Restart. Closing a laptop lid or turning off the display is not the same as restarting. A restart clears temporary application states and reloads drivers and services. If the normal desktop is unusable, press Ctrl + Alt + Delete, select the power icon, and choose Restart.

Scan for malware

Unknown processes or unexplained CPU, disk, memory, or network activity can make programs appear frozen. Open Settings > Privacy & security > Windows Security > Virus & threat protection, select Quick scan, and use Scan options for a Full scan or Microsoft Defender Offline scan when appropriate. Review Protection history afterward.

Do not routinely disable antivirus protection to troubleshoot freezing. If a security-product conflict must be tested, follow that vendor’s instructions, reduce exposure to unsafe networks, and restore protection immediately. See Microsoft’s guidance on Virus and threat protection.

Repair Windows system files

Use these commands only when multiple programs are affected, Windows behaves abnormally, or other evidence suggests system-file corruption. They repair Windows components; they do not repair every application’s own database, settings, plug-ins, or license state.

  1. Search for Command Prompt, right-click it, and choose Run as administrator.
  2. Run:
DISM.exe /Online /Cleanup-image /Restorehealth

Wait for completion, then run:

sfc /scannow

Wait until verification reaches 100%, restart Windows, and test the program. Microsoft recommends the DISM-before-SFC order because DISM can repair the component source used by SFC. If Windows Update cannot provide repair files, Microsoft documents this alternate form:

DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:C:RepairSourceWindows /LimitAccess

Replace the placeholder with a valid repair source; do not run that path unchanged. Microsoft’s System File Checker instructions explain the commands and results.

  • No integrity violations: SFC found no protected-system-file problem.
  • Corrupt files repaired: Restart and retest.
  • Some files could not be repaired: Review the CBS log or escalate to further recovery.
  • SFC cannot perform the requested operation: Try again in Safe Mode where applicable.

Check storage and file-system errors

If several applications freeze, file operations are unusually slow, or Windows reports disk errors, back up important files and run an elevated Command Prompt command:

chkdsk /f C:

Windows may schedule the check for the next restart because the system drive is in use. Allow it to finish. CHKDSK repairs logical file-system errors; it cannot repair physically failing storage.

Storage-health warnings, clicking noises, disappearing files, repeated corruption, or worsening read errors are urgent signs. Stop unnecessary writes, back up immediately, use the drive manufacturer’s health utility, and replace the drive if hardware failure is indicated. Do not keep repeating repair scans on a failing drive.

Use a clean boot to find background conflicts

A clean boot starts Windows with essential drivers and services while disabling third-party startup components. It can reveal conflicts involving security software, overlays, RGB tools, cloud-sync clients, audio enhancers, VPNs, game launchers, shell extensions, or printer utilities.

  1. Sign in as an administrator and search for System Configuration, or run msconfig.
  2. Open the Services tab.
  3. Select Hide all Microsoft services.
  4. Select Disable all.
  5. Open the Startup tab and select Open Task Manager.
  6. Disable enabled startup items.
  7. Restart and test the affected program.

Record every change. A clean boot is a diagnostic configuration, not automatically a permanent fix. Microsoft warns that System Configuration settings must be changed carefully. To restore normal startup, open System Configuration, choose Normal startup on the General tab, clear Hide all Microsoft services on the Services tab, select Enable all, re-enable the startup items in Task Manager, and restart. Undo a recent update or installation

If the freezing began immediately after installing a driver, program, or system change, use System Restore if a suitable restore point exists. It can affect applications, drivers, and settings installed after that point.

If the issue began after a Windows update, check Settings > Windows Update > Update history > Uninstall updates, where available. Removing a security or quality update can reintroduce vulnerabilities, so check for a corrected update afterward. If Windows itself is barely usable

Use Ctrl + Alt + Delete to access restart and sign-out controls. If Windows will not boot normally, use Windows Recovery Environment for Startup Repair, Safe Mode, System Restore, update removal, or recovery media. Avoid repeated hard power-offs, especially when files are being written.

Managed work or school PCs may restrict repair, clean-boot, or recovery controls through Group Policy and endpoint security. Contact the organization’s IT department rather than bypassing those controls.

Reset or reinstall Windows only after backing up

Before recovery, back up personal files and verify that synchronization has completed. Export browser data and application settings, confirm access to passwords, license keys, and two-factor authentication, and create recovery or installation media if possible.

  • Reset this PC: Reinstalls Windows. The keep-personal-files option preserves personal files but removes applications and resets settings.
  • System Restore: Rolls system state back to a restore point.
  • Reinstall using installation media: A more complete recovery path that can be destructive depending on the selected method.

Microsoft estimates many recovery operations at roughly 30 minutes to two hours, but the actual time depends on the method, hardware, downloads, and amount of data. Do not reset before securing important files and credentials.

When the problem points to hardware

Seek manufacturer or professional support when freezes occur across unrelated programs alongside blue screens, random restarts, memory-test failures, overheating, unstable overclocking, defective RAM, power problems, clicking storage, disappearing files, or persistent corruption. Windows Memory Diagnostic and Event Viewer can help investigate memory-related failures; Microsoft discusses these tools in its guidance on blue-screen errors.

Older applications may also depend on obsolete components or drivers. On ARM-based Windows devices, some older programs may require reinstallation from the original provider or may not be compatible. Follow the publisher’s compatibility guidance rather than downloading unofficial patches.

Windows 10 support note

Free Windows 10 support ended on October 14, 2025. In 2026, updates and security coverage may require the applicable Extended Security Updates program or an upgrade, depending on the edition and eligibility. Windows 10 users should check Microsoft’s current support status before relying on long-term troubleshooting or security guidance.

What not to install

You do not need registry cleaners, one-click Windows repair utilities, generic driver-updater subscriptions, or random malware-removal downloads for the normal troubleshooting path. They can add risk without identifying whether the real cause is a damaged file, failing drive, incompatible plug-in, malware, or hardware problem. Start with Windows’ built-in tools and the affected program’s official support resources.

The Bottom Line

For a single frozen program, preserve unsaved work, wait briefly, try Alt + F4, then use Task Manager and restart Windows. If multiple programs or the desktop freeze, investigate storage, malware, drivers, Windows components, background conflicts, and hardware instead of repeatedly reinstalling one app.
