CE-33991-5 means your PS4 could not connect to the network; it does not, by itself, mean the console is broken. First check PlayStation Network’s live status, check the affected game’s publisher if only one game fails, then run Settings > Network > Test Internet Connection. The failed test stage helps narrow down whether the issue is with your Wi-Fi or router, internet service, PSN sign-in, or the game.
What CE-33991-5 means
Sony describes CE-33991-5 as “Could not connect to the network.” The PS4 failed to reach a network service it needs. Possible causes include a PlayStation Network incident, a game publisher’s servers, your internet service, modem or router, wireless interference, network congestion, or router filtering. The code alone does not establish that the PS4’s Wi-Fi hardware has failed. Sony’s CE-33991-5 support page recommends checking service status, testing the connection, and addressing possible router or network issues.
Check whether the problem is PSN, one game, or your network
- Check PlayStation services. Open the PlayStation Network status page on a phone or computer. Review Account Management, Gaming and Social, and PlayStation Store. Status is live and can change, so check it when the error occurs. If a relevant service is degraded or unavailable, wait and retry rather than changing console settings.
- Check the game publisher. If the error appears only in one title, look for that publisher’s server-status notice, maintenance announcement, or support update. Sony specifically advises checking with the publisher for game-server problems.
- Compare other devices and PS4 features. If devices throughout your home also cannot get online, focus on the modem, router, or ISP. If other PS4 online features work but one game does not, the problem is more likely specific to that game, its servers, or your account than to the entire connection.
Run the PS4 internet connection test
- On the PS4, open Settings.
- Select Network.
- Select Test Internet Connection.
- Note which result fails: Obtain IP Address, Internet Connection, PlayStation Network Sign-In, NAT Type, or download/upload speed.
Sony recommends this test for CE-33991-5. The interpretations below are practical troubleshooting clues, not official definitions of every result.

- Obtain IP Address fails: Check the Wi-Fi password, signal, Ethernet cable if wired, and router DHCP or access controls. If other devices also fail to join, focus on the router.
- Internet Connection fails: The PS4 may have joined the local network but not reached the internet. Check the modem, router, ISP connection, and DNS path.
- PlayStation Network Sign-In fails while internet works: Check PSN status and account sign-in issues. A working internet connection does not guarantee that PSN authentication is available.
- NAT Type fails or shows Type 3: Strict NAT can interfere with some multiplayer or voice functions. It does not, on its own, prove the cause of CE-33991-5.
- The test succeeds but a game fails: Check that game’s servers, maintenance notices, and network requirements before changing general PS4 settings.
Restart the PS4, modem, and router
- Turn off the PS4 completely; do not leave it in Rest Mode.
- Turn off the modem and router. Wait briefly for them to shut down.
- Turn the modem back on and wait for its connection lights to stabilize.
- Turn the router back on and allow it to finish starting.
- Turn on the PS4 and run Settings > Network > Test Internet Connection again.
This is a practical restart sequence, not a quoted Sony instruction for this code. A Capcom PS4 connectivity guide also recommends restarting internet equipment and waiting before retrying.

Reduce network congestion and test with Ethernet
Pause other network activity
Sony recommends turning off other devices connected to the network. Temporarily pause video streaming, large downloads, cloud backups, game updates on other consoles, torrent traffic, and simultaneous video calls, then rerun the PS4 test. This can reveal congestion; it cannot restore an unavailable PSN service, repair a failed modem, or fix a damaged cable.
Try a wired connection
If you can, connect the PS4 directly to the router with an Ethernet cable and run the connection test again. Capcom recommends wired networking where possible for unstable PS4 connectivity. Ethernet removes wireless signal strength, interference, and channel congestion from the equation, but will not fix an ISP, router, PSN, or game-server outage. If Ethernet works and Wi-Fi does not, investigate the wireless signal or router settings rather than assuming the console is defective.

Update the router and recreate the PS4 connection
Check router firmware
Sony recommends updating router firmware and contacting the router manufacturer or ISP for help if needed. Use the manufacturer’s app or router administration page to check for an update, follow its instructions, restart the router, and test the PS4 again. There is no reliable universal menu path because labels differ by router, firmware, and region.
Set up the PS4 connection again
- Open Settings > Network > Set Up Internet Connection.
- Choose Use Wi-Fi or Use a LAN Cable.
- Select Easy unless you have a specific reason to configure settings manually.
- If using Wi-Fi, select your network and enter its password again.
- Run Test Internet Connection.
If the saved connection profile seems to be the issue, recreating it is a narrower step than resetting the console. Menu wording can vary with the PS4’s language or system software.

Optional: test a different DNS server
Changing DNS is a diagnostic option, not Sony’s code-specific fix and not a guaranteed remedy. It may help if your ISP’s DNS resolver is malfunctioning, but it will not repair an outage, weak Wi-Fi, blocked traffic, or a failing router. Public DNS examples suggested in third-party coverage include Cloudflare (1.1.1.1 and 1.0.0.1) and Google (8.8.8.8 and 8.8.4.4). Sony’s CE-33991-5 page does not endorse these values.
- Go to Settings > Network > Set Up Internet Connection and choose Wi-Fi or LAN.
- Select Custom.
- Set IP Address Settings to Automatic and DHCP Host Name to Do Not Specify.
- Set DNS Settings to Manual and enter the primary and secondary addresses for one provider.
- Leave MTU Settings on Automatic and Proxy Server on Do Not Use.
- Test the connection. If the result does not improve, return to the automatic setup rather than treating DNS as a universal fix.
Console wording may vary by language or system-software version.

Test another network if the cause is still unclear
- Enable a phone’s mobile hotspot.
- Connect the PS4 to it temporarily.
- Run Test Internet Connection and try the affected online feature.
- It works on the hotspot: The home router, ISP, DNS service, wireless environment, or router filtering is more likely involved.
- It also fails on the hotspot: PSN, the game publisher, the PS4, or the account may still be involved.
- It connects but play is poor: Cellular latency, carrier NAT, data limits, or unstable mobile service may make the hotspot unsuitable for regular gaming.
A hotspot is a test, not necessarily a good permanent connection; online games and downloads can use substantial mobile data.

If the PS4 reaches the internet but online functions remain blocked, review parental controls, firewall or packet-filtering rules, router access-control lists, ISP restrictions, and possible double NAT from multiple routers. Capcom’s PS4 connectivity guide lists these PlayStation-related ports:

This list is not a universal fix for CE-33991-5; a game may also require its own ports. Do not forward ports automatically: incorrect forwarding can weaken network security and may not address the cause. Router requirements and settings vary. If you are unsure, ask your router manufacturer or ISP before changing firewall rules.
When to wait, and when not to reset the console
If PlayStation services or the game publisher reports an incident, or many users lose access at once, wait and try again later. Sony notes that high server traffic can cause a temporary problem, but does not give a guaranteed recovery time.
Do not initialize the PS4, reinstall system software, restore licenses, or rebuild the database just because CE-33991-5 appears. These are not Sony’s recommended first-line steps for this network code; initialization can erase console data, and license-related errors are a different problem. Exhaust the reversible network checks first.
When to contact PlayStation Support
Contact PlayStation Support if services are operational, other devices can use the home internet, and the PS4 still cannot connect after restarting equipment and recreating its connection. Escalate sooner if the console repeatedly fails the connection test across both Ethernet and another network. Record the failed test stage, whether Ethernet works, whether a hotspot works, which game or feature is affected, and when the failures occur. If all household devices are offline, contact your ISP or router manufacturer instead.
