Start with Startup Repair. If it cannot fix error 0xc0000225, use WinRE Command Prompt to identify the actual Windows and EFI partitions, then rebuild the boot files with BCDBoot. Do not immediately format a partition, reset Windows, or assume the BCD is the only problem.
Error 0xc0000225 means Windows Boot Manager cannot locate or access something required to start Windows. The cause may be damaged boot files or BCD data, filesystem corruption, an inaccessible or failing SSD/HDD, changed UEFI/Legacy settings, a changed partition layout, or BitLocker protection.
What error 0xc0000225 means
The blue recovery screen commonly says:
Your PC/Device needs to be repaired.

This is a boot failure status, not a diagnosis of one specific fault. A damaged Boot Configuration Data (BCD) store is common, but the same message can appear when Windows cannot access its system partition, EFI System Partition, storage device, or encrypted volume. Microsoft’s Windows startup troubleshooting documentation covers BCD problems, boot-code issues, inaccessible devices, and other causes.

Before repairing anything
Disconnect unnecessary devices
Shut down the PC and remove external hard drives, USB flash drives, SD cards, docking stations, and recently connected peripherals. Leave only essential input and display devices connected. Keep a recovery USB connected if you are using one.
Removable drives can change boot order or make WinRE assign unexpected drive letters, which increases the risk of repairing the wrong partition.
Check whether the internal drive is detected
Open the computer’s UEFI/BIOS setup—often by pressing F2, Delete, Esc, or a manufacturer-specific key immediately after powering on. Confirm that the SSD or HDD appears in the storage list.

If the drive is missing, do not repeatedly run repair commands. On a desktop, check power and data connections. If you are comfortable working inside the computer, reseat a removable M.2 or SATA drive. You can also run the manufacturer’s storage diagnostic.
A drive that clicks, repeatedly disappears, freezes, reports serious errors, or produces I/O errors may be failing. If its files are important, prioritize copying or imaging the data—or consult a professional recovery service—rather than trying increasingly aggressive repairs.
Find the BitLocker recovery key
WinRE may request a BitLocker recovery key before it can access the Windows volume. Look for the key in:
- Your personal Microsoft account.
- A work or school account.
- A printed copy or saved text file.
- A USB drive.
- Your organization’s IT department.
Do not assume BitLocker can be bypassed by disabling it. Without the recovery key, an encrypted volume may remain inaccessible. Changing boot settings can also trigger BitLocker recovery even when the files themselves are intact.
Back up important files if possible
Copy important files to another drive before using Reset this PC, reinstalling Windows, formatting partitions, or replacing a drive. “Keep my files” is not a complete backup: it can remove applications and settings, and recovery operations can still fail.
Fix 1: Run Startup Repair
Startup Repair is the safest first repair when Windows will not boot.
- Enter Windows Recovery Environment (WinRE).
- Select Troubleshoot.
- Choose Advanced options.
- Select Startup Repair.
- Choose the Windows installation if prompted and enter the BitLocker key if requested.
Allow the process to finish, then shut down and restart the PC. Startup Repair can automatically correct common startup failures, including some corrupted boot files and boot-configuration problems. Microsoft’s Startup Repair guidance recommends restarting after the repair completes.
If it fails, its diagnostic log may be available at:
%windir%System32LogFilesSrtSrtTrail.txt
In WinRE, Windows may not be mounted as C:, so the path can use another drive letter.

How to enter Windows Recovery Environment
When automatic recovery appears
After failed starts, many PCs enter WinRE automatically. Select:
Troubleshoot → Advanced options
The exact behavior varies by device and configuration, so do not rely on a fixed number of failed boots.
When WinRE does not appear
Use a Windows 10 or Windows 11 installation USB created on another working PC:

- Start the affected PC and open its one-time boot menu, commonly with
F12,F11,Esc, or a manufacturer-specific key. - Choose the USB device.
- At Windows Setup, select your language and keyboard options, then choose Next.
- Select Repair your computer—not Install now.
- Open Troubleshoot → Advanced options.
Microsoft lists installation media as the fallback when built-in recovery options are unavailable or unsuccessful. See its Windows recovery options.
If the keyboard or mouse does not work in WinRE, try a wired USB keyboard, a different USB port, or a port directly on the computer rather than through a hub. On some systems, USB support depends on firmware settings or available drivers.
Fix 2: Use System Restore or uninstall a recent update
If the failure began after a driver, application, configuration change, or update, try the recovery option that matches the timing:
- System Restore:
Troubleshoot → Advanced options → System Restore. Use it when restore points exist. - Uninstall Updates:
Troubleshoot → Advanced options → Uninstall Updates. Use it when the problem began immediately after a Windows update.
These options are preferable to partition changes when they apply. They may remove a recent driver, update, application, or configuration change, but they do not normally require a clean installation.

Fix 3: Rebuild boot files with BCDBoot
Use this method when Windows is present on the disk but its UEFI boot files or BCD data are damaged. It is usually the most relevant command-line repair for modern Windows 10 and Windows 11 PCs using UEFI and GPT.
1. Open Command Prompt
Troubleshoot → Advanced options → Command Prompt
Unlock the volume with the BitLocker recovery key if prompted.
2. Find the Windows partition
WinRE does not guarantee that the normal Windows C: drive remains C:. At Command Prompt, run:
diskpart
list volume
exit
Identify the large NTFS volume that contains Windows. Then test likely letters:
dir C:Windows
dir D:Windows
dir E:Windows
The correct volume will contain folders and files such as System32, Boot, and explorer.exe. In the commands below, replace D: with the letter you verified.

3. Find the EFI System Partition
Run:
diskpart
list volume
On a UEFI/GPT installation, look for the small FAT32 EFI System Partition. Do not select the Windows Recovery partition or a data partition. After verifying the volume number, assign a temporary letter:
select volume <EFI-volume-number>
assign letter=S
exit
Replace <EFI-volume-number> with the number shown by list volume. Be especially careful if multiple internal drives contain EFI partitions.
4. Run BCDBoot
For a confirmed UEFI installation, run:
bcdboot D:Windows /s S: /f UEFI
Replace D: with the actual Windows partition. A successful repair normally reports:
Boot files successfully created.
Type exit, then choose Continue or restart the PC. In firmware settings, select Windows Boot Manager for the correct drive if it appears, rather than a generic USB, network, or raw-drive entry.
BCDBoot copies boot files from the Windows directory to the system partition. It can repair the boot environment only when the Windows installation, system partition, and storage device are healthy and correctly identified. See Microsoft’s BCDBoot command reference.
When to use /f ALL
If the firmware mode is genuinely uncertain, Microsoft documents this broader form:
bcdboot D:Windows /s S: /f ALL
It writes boot files for both UEFI and BIOS/Legacy modes. That does not make it automatically better. On a normal Windows 11 UEFI/GPT system, /f UEFI is the more precise choice. Avoid switching between UEFI and Legacy/CSM merely to make a command work; the firmware mode must match the installation and partition style.

Some guides recommend formatting the EFI partition immediately. Do not do that as a standard step. Formatting the wrong volume can make recovery harder, remove dual-boot entries, and affect vendor or BitLocker-related boot files. It is an advanced fallback for a verified, backed-up system partition—not the default repair for this error.
Fix 4: Use BOOTREC selectively
BOOTREC and BCDBoot solve different problems. Microsoft documents these commands:
bootrec /fixmbr
bootrec /fixboot
bootrec /scanos
bootrec /rebuildbcd
/fixmbrwrites boot code to an MBR disk. It is not the primary repair for a standard UEFI/GPT installation./fixbootrepairs boot-sector code, but may return Access is denied on modern UEFI systems./scanossearches for Windows installations not currently listed in the BCD./rebuildbcdattempts to rebuild the BCD store, but can fail if the system partition or Windows path is wrong.
A conservative sequence is:
bootrec /scanos
bootrec /rebuildbcd
For a confirmed BIOS/MBR installation where boot-code damage is suspected, you may also use:
bootrec /fixmbr
bootrec /fixboot
On a UEFI system, if /fixboot returns “Access is denied,” do not repeatedly run it. Verify the EFI partition and use:

chkdsk D: /f
This may take a long time. It cannot repair a physically failing drive and should not replace data preservation when the disk is unstable.
You can also attempt an offline system-file check:
sfc /scannow /offbootdir=S: /offwindir=D:Windows
Use the real system and Windows volume letters. Do not blindly substitute S:; on some layouts the correct offline boot directory differs. If these commands report read errors, freezes, or repeated I/O failures, stop repair attempts and focus on copying or imaging the data.
Fix 6: Check UEFI/BIOS and storage configuration
Boot files can be intact while firmware points to the wrong device or uses the wrong configuration. Check the following:
- Confirm the internal SSD/HDD is detected.
- Put Windows Boot Manager for the correct disk ahead of USB and network boot entries.
- Restore the previous SATA mode if it was changed.
- Do not switch between UEFI and Legacy/CSM unless you know the installation’s firmware mode and partition style.
- On a GPT/UEFI installation, choose Windows Boot Manager rather than the raw drive name when both are listed.
- If the issue followed cloning, resizing, migration, dual-boot setup, or an SSD replacement, verify that the EFI and Windows partitions are on the intended disk.
With multiple internal drives, temporarily disconnecting secondary drives—where practical—can prevent boot files from being written to or selected from the wrong EFI partition. Dual-boot users should be particularly cautious: rebuilding or formatting the shared EFI partition can change the boot menu.
What common command errors mean
“Failure when attempting to copy boot files”
Usually verify the Windows drive letter, confirm that the EFI partition is the correct small FAT32 volume, check that it has been assigned a letter, and confirm that the disk is readable. Then retry with the verified paths:
bcdboot D:Windows /s S: /f UEFI
“The requested system device cannot be found”
This often means the selected system partition is wrong, unavailable, not mounted, or incompatible with the chosen firmware option. Re-run diskpart, verify the Windows directory, identify the EFI partition, assign its letter, and use the matching /f option.
BOOTREC finds Windows but cannot add it
Verify that WinRE is using the correct Windows volume and system partition. If the installation is UEFI/GPT, use BCDBoot rather than relying only on bootrec /rebuildbcd.

Test several drive letters with dir X:Windows. If no volume contains the expected Windows folders, the partition may be inaccessible, encrypted, damaged, deleted, or on a drive that is not being detected. Do not guess at destructive commands.
When to stop repairing and escalate
Stop and prioritize data recovery if:
- The drive is not detected in UEFI/BIOS.
- Manufacturer diagnostics or SMART reports a serious failure.
- The drive makes unusual mechanical noises.
- Repair commands produce repeated I/O errors.
- The drive freezes or disappears during reads.
- The files are irreplaceable and there is no backup.
- You cannot confidently identify the Windows and EFI partitions.
If the drive is healthy but built-in recovery still fails, boot from Windows installation media and repeat the recovery tools there. Back up files before escalating to Reset or reinstall.
Last-resort recovery options
Microsoft’s recovery guidance places reset and reinstall after Startup Repair, System Restore, and other less destructive options.
- Reset this PC: “Keep my files” may preserve personal files, but removes applications and settings and is not a substitute for a backup.
- Repair reinstall: Use an appropriate repair-installation path where supported by the existing Windows installation and media.
- Clean reinstall: Back up files and verify the target disk before deleting partitions. A clean installation can erase data.
- Drive replacement: Required when diagnostics indicate storage failure. Restore Windows and files from a backup, or use professional data recovery first if no backup exists.
Do not use registry cleaners, random “one-click” boot repair tools, driver updaters, or unofficial download sites. Windows’ built-in WinRE tools, Command Prompt, BCDBoot, and official installation media are sufficient for the normal repair path.

- Maintain a current backup of important files, preferably on a separate device.
- Save BitLocker recovery keys in more than one secure location.
- Create Windows installation or recovery media before an emergency.
- Do not interrupt firmware updates or major Windows updates.
- After cloning or migrating a disk, verify that the EFI and Windows Recovery partitions were preserved.
- Keep track of which disk contains the active Windows installation, especially in multi-drive and dual-boot PCs.
