Error 0x80073D01 means Windows blocked an AppX or Microsoft Store package operation by policy. The usual causes are an AppLocker or other application-control rule, or a restriction on deployment in a special user profile. Check the deployment and AppLocker logs before resetting the Store or running repair commands; those steps cannot override a policy denial.
What error 0x80073D01 means
Windows identifies 0x80073D01 as ERROR_DEPLOYMENT_BLOCKED_BY_POLICY. It can appear while installing, updating, registering, or removing a packaged app, and when Windows attempts a package operation for some built-in apps. Microsoft documents application-control policies and special-profile settings as possible causes, and notes that a temporary profile can also be involved. Microsoft’s AppX deployment error reference explains the code.
This is not, by itself, evidence that the Store cache is damaged. Clearing the cache with wsreset.exe may help a separate Store-cache problem, but it does not grant permission denied by AppLocker or Group Policy.
Before changing policy, record what failed
- Write down the app name and whether the failure occurred during installation, update, removal, repair, or launch.
- Copy the full error message, including any second code such as
0x800704EC, and note the time of failure. - Record the package name or package family name if the error or event log shows one.
- Determine whether the PC is managed by work or school, or uses a roaming, mandatory, guest, or other specially configured profile.
If the device belongs to an employer or school, stop before changing local security settings and send these details to IT. Local changes may be blocked or overwritten by central policy.

Check the AppX deployment log
- Open Event Viewer.
- Go to Applications and Services Logs → Microsoft → Windows → AppXDeployment-Server → Operational.
- Find events at the time you recorded. Search the event list or descriptions for
0x80073D01, “blocked by policy,” the app name, or its package family name. - Read the event details for a named policy, rule, or related error code.
Microsoft identifies the AppXDeployment-Server log as a starting point for deployment failures in its AppX troubleshooting guidance. An event that names a policy helps distinguish a deliberate block from a package-registration or download problem.
Check whether AppLocker blocked the package
In Event Viewer, open Applications and Services Logs → Microsoft → Windows → AppLocker. Inspect the Packaged app-Execution log and, where available, Packaged app-Deployment. Look for an event at the failure time that names the affected package or says a rule prevented it from running or deploying.
Microsoft’s Store and inbox-app troubleshooting guidance gives an example of 0x80073D01 accompanied by 0x800704EC where AppLocker explicitly blocked deployment. AppLocker supports packaged apps; its rules can be enforced or set to audit-only, which records affected activity without blocking it. See Microsoft’s AppLocker rule guidance.
If this is a managed PC
Ask IT to review the effective packaged-app rule and correct the policy at its source. Do not try to disable AppLocker locally or install the same app through another route: an enforced rule can block it either way.

If you administer your own PC
Open the Local Security Policy or Group Policy tools available in your Windows edition and inspect Application Control Policies → AppLocker → Packaged app and packaged app installer rules. Check for a matching deny rule or an allow-list that does not include the affected package. AppLocker supports publisher, path, and file-hash conditions; publisher rules are generally more resilient to app updates than hashes, which may need updating when files change. Deny rules take precedence over allow rules. Prefer a narrowly scoped rule rather than turning off enforcement globally, and test and document any change.
Rule out a temporary profile
If the logs do not identify an application-control block, check whether Windows loaded a temporary profile. Clues include a Windows temporary-profile warning, missing desktop files or settings, changes disappearing after sign-out, or the failure affecting only one account.
- Save open work and sign out of Windows.
- Sign back in and confirm that your usual files and settings are present.
- Retry the original install or update and check the deployment log again if it fails.
Microsoft specifically recommends signing out and back in when a temporary profile may be responsible for this error. If Windows repeatedly loads a temporary profile, investigate or escalate the profile-loading problem; enabling deployment in special profiles can mask rather than repair it.

Microsoft classifies roaming profiles configured to delete cached copies at sign-out, mandatory and super-mandatory profiles, temporary profiles, guest accounts, and members of the Guests group as special profiles. The policy Allow deployment operations in special profiles determines whether Store apps may be added, registered, staged, updated, or removed for these profiles. When the policy is disabled or not configured, deployment is blocked. The policy behavior and supported Windows configurations are documented in Microsoft’s ADMX_AppxPackageManager Policy CSP.

For an authorized administrator
The Group Policy location is Computer Configuration → Windows Components → App Package Deployment → Allow deployment operations in special profiles. The documented registry mapping is HKLMSoftwarePoliciesMicrosoftWindowsAppx, value AllowDeploymentInSpecialProfiles.
Enable the setting only if Store/AppX deployment is appropriate for the profile design. Roaming or reset-on-sign-out profiles may not preserve app data or package registration as users expect. Policy availability depends on Windows edition, build, and servicing level; Microsoft lists Windows 10 2004, 20H2, and 21H1 with the specified servicing update, along with later supported configurations. Verify the device against Microsoft’s policy applicability details. On an organization-managed PC, a local setting can be superseded by domain Group Policy or MDM such as Intune.
Check which policies are applied
An advanced user or administrator can create a Resultant Set of Policy report from Command Prompt:

Open the report on the Desktop and review App Package Deployment and AppLocker settings. It helps show which Group Policy settings apply; it does not determine whether those settings are appropriate. A policy may also be delivered through device management, and gpedit.msc is not available in every Windows 10 edition. The absence of an obvious local setting does not rule out central management, AppLocker, or a temporary profile.

Repair Store registration only if the Store package is the problem
After checking policy and profile causes, an administrator or advanced user can check whether Microsoft Store is present by opening PowerShell in the affected user’s context and running:
Get-AppxPackage *Microsoft.WindowsStore* -AllUsers
Returned package information indicates that the package exists. If the package exists but is not registered for the affected user, Microsoft documents this command:
Add-AppxPackage -RegisterByFamilyName -MainPackage Microsoft.WindowsStore_8wekyb3d8bbwe
Run it in the affected user’s context. Microsoft warns that an elevated PowerShell window can register Store for the administrator account instead of the current user. This is a Store-registration repair, not a universal fix for other packages blocked by policy. Microsoft also says fully uninstalling Microsoft Store is unsupported; see its Store download troubleshooting guidance. Do not download Store package files from third-party sites.

Microsoft documents these commands as ways to find and install Store-related packages in its Store troubleshooting guidance. The app may not be listed, or may require Store licensing, dependencies, or a particular Windows build. Most importantly, winget does not bypass AppLocker or another enforced application-control policy.
Use app repair or Windows file repair only for the matching symptoms
For an installed app that will not launch
If policy has been ruled out and the app is already installed, try its built-in Repair option, then Reset if Repair fails. Reset can remove the app’s local data. PowerShell re-registration should be limited to the affected package rather than applied indiscriminately to every AppX package. Microsoft’s app troubleshooting guidance includes Reset-AppxPackage as a later step for an app that still fails to start. None of these repairs overrides a policy denial.
For broader Windows component problems
If several Windows components malfunction or there is evidence of system-file corruption, run DISM and then SFC from an administrator Command Prompt. Let the first command finish before starting the second:

Microsoft documents this order in its Windows update troubleshooting guidance. These tools repair component-store or system-file issues; they do not intentionally change AppLocker or Group Policy. Restart Windows after they finish, then retry the original operation.
Choose the next step from the evidence

If the error remains
Capture the full event details, package name, timestamp, Windows edition and build, and the gpresult report. Send them to the device administrator if the PC is managed. On a personal PC, use the event evidence to separate a policy block from a package-registration or Windows component issue before making further changes. Recheck the original install, update, or removal afterward; merely opening the Store does not verify that the failed package operation is fixed.
