There is no single verified fix for Chromium NSS initialization error -8023. NSS maps -8023 to SEC_ERROR_PKCS11_DEVICE_ERROR: a PKCS #11 module reported CKR_DEVICE_ERROR, indicating a problem involving a token or slot. That identifies an error class, not a specific broken file, module, or certificate database. Start by checking which Chromium build is running, which NSS libraries and modules it can use, and whether a package, image, or runtime changed shortly before the error appeared.
What Chromium error -8023 means
NSS, the Network Security Services library used in browser security operations, assigns -8023 to SEC_ERROR_PKCS11_DEVICE_ERROR. The NSS error reference describes the underlying PKCS #11 result as CKR_DEVICE_ERROR, a problem with a token or slot. That is the most reliable conclusion to draw from the number.
It is not, by itself, proof that Chromium’s certificate database is corrupt. Nor does the code tell you which PKCS #11 module returned the error or whether the issue lies in Chromium, its packaging, a library path, or a runtime environment. The reports of this error span distinct configurations; their workarounds are clues for matching environments, not universal repair instructions.
Some logs mention failure to open a persistent database and then show an NSS initialization error without one. Seeing both messages does not establish that deleting or recreating the database will solve the problem. Treat the full startup sequence as evidence to collect, not as a diagnosis.

Collect the details that determine the next step
Before changing files or packages, record the environment in which the failing Chromium process actually runs. This matters especially when Chromium is embedded in another application, wrapped by a library, launched in a container, or deployed on a serverless platform. The browser visible in a package manager or on a developer workstation may not be the binary and libraries used by the failing process.
- Distribution and version: record the operating system and release, or the container image and its base image if applicable.
- Chromium build and version: note the version and how it was installed or bundled. Include the wrapper or application that launches it.
- NSS layout: determine whether NSS libraries are bundled with the application or expected from the system, and which library locations the process can access.
- Complete startup log: preserve the lines before and after the first NSS error. Note whether a persistent database path is named and whether the error recurs during fallback initialization without that database.
- Recent changes: list operating-system, browser, package, container-image, or serverless-runtime updates made shortly before the first failure.
- Reproduction context: record the launch command, relevant environment settings, and whether the failure occurs consistently or only in a particular deployment.
Keep secrets out of logs and bug reports: remove access tokens, cookies, private paths, or other sensitive values before sharing them. Do not omit the error sequence or package versions that help a maintainer identify the actual runtime combination.
Work through the likely configuration differences
1. Confirm which Chromium build and launcher are involved
System-installed Chromium and an embedded or wrapped Chromium build can use different library layouts. Establish the executable and launcher used in the failing context rather than assuming that a locally installed browser is the one producing the log. For an embedded application, include its own version and packaging details in the report.

Reports include a historical Chromium issue involving a custom installation, copied libmozsqlite3.so, and unusual library directories. A commenter questioned the reason for the copied library. That report supports scrutinizing nonstandard library layouts when they are present; it does not establish that this library is generally faulty or that removing it is a safe fix.
2. Check whether NSS libraries are bundled or supplied by the system
Find out whether the application ships NSS libraries alongside Chromium or relies on the operating system’s libraries. The process needs to find a compatible set in the environment where it runs. A mismatch between bundled and system components, or an unexpected search path, is a useful line of investigation, but the error code alone cannot confirm one.
A CasparCG discussion describes one packaging-specific case in which removing bundled NSS libraries led embedded Chromium to use system libraries; later packaging was described as relying on system libraries. Use that only as a lead if your application has a matching packaging design. Do not delete libraries from an application directory or system location by analogy. First identify which files the package owns, which the running process loads, and what its maintainers support.

3. Verify library availability in the actual runtime
A Debian user in a 2016 mailing-list report suspected Chromium could not find libnss3.so and described a local environment-path adjustment. This is old, distribution-specific evidence—not a current Debian instruction and not proof that every -8023 error means libnss3.so is missing.

Check the library availability and search paths in the same environment and under the same launcher as the failure. A library present on the host may not be visible inside a container or to an embedded application with its own environment. If you need to change a system package or path, follow the current documentation for your distribution or application rather than copying an old path adjustment. Ask the package maintainer to confirm the intended NSS source and library path when that is unclear.
4. Compare the failure with recent runtime or image updates
If the problem began immediately after a runtime, base-image, operating-system, or Chromium update, record that timing and compare the versions before and after the change. In a 2024 serverless Chromium discussion, users associated the failure with a Lambda runtime update and reported pinning an earlier runtime as a workaround. The discussion does not establish the underlying cause or show that rolling back is a general or permanent fix.

For a deployment where the timing matches, isolate the change in a controlled environment and check compatibility among the runtime, Chromium build, and libraries it uses. A temporary rollback may help determine whether an update is involved, but it should not substitute for identifying a supported combination. Do not pin an old runtime in unrelated deployments just because another report did so.
Safe troubleshooting sequence
- Save the original evidence. Capture the complete startup log and record versions, packaging, launcher, and recent changes before editing the environment.
- Reproduce in the same context. Run the same application or deployment path that fails. A test using a different Chromium binary or host environment may not exercise the same libraries.
- Inspect the library and packaging arrangement. Identify whether NSS is bundled or system-provided and whether the expected libraries are available to the failing process. Avoid removing files or changing paths until their role is clear.
- Correlate with a recent change. If a package, image, or runtime changed, compare the affected and prior configurations where practical. Treat a rollback as a diagnostic test, not proof of root cause.
- Apply only a matching, supported repair. Use the distribution or application maintainer’s instructions for the identified package and runtime. Verify that the same launch path no longer produces the error, and retain the versions and configuration that resolved it.
- Escalate with a useful report. If the error remains, send the maintainer the full redacted log, OS or image, Chromium source and version, wrapper/runtime, NSS package versions, library locations, and the last known working configuration.
Changes not supported as general fixes
- Deleting
~/.pki/nssdb: the error mapping and reports reviewed do not establish removal of this directory as a general solution. Preserve it unless a maintainer or a diagnosis specific to your setup calls for a controlled change, and back it up first. - Removing bundled libraries: one embedded-browser discussion describes a packaging-specific adjustment, not a universal instruction. Deleting libraries blindly can leave the application without the dependencies its build expects.
- Changing library paths based on an old post: the reported Debian path workaround dates to 2016. Confirm the current package’s supported paths instead of applying it to another distribution or version.
- Permanently pinning an earlier serverless runtime: a 2024 thread reports a workaround after an update but does not establish root cause or a generally safe long-term configuration.
Why the reports point to different investigations
The common code is the same, but the contexts differ. A 2013 Chromium issue describes a custom installation and copied library; a 2016 Debian post suspects a library-path problem; a 2024 Lambda discussion connects the timing to a runtime update; and the CasparCG discussion concerns bundled NSS libraries in an embedded-browser package. These reports make library configuration and recent changes sensible things to check. They do not show that all instances have one cause, and they do not establish a single proven repair.

That distinction is useful in practice: use a report to decide what to inspect only when its environment resembles yours. The NSS mapping is general; an anecdotal workaround is not. If your setup does not match a report, do not import its file deletion, environment change, or runtime rollback as a fix.
