First identify which operation is timing out: Chrome startup, a Selenium Grid connection, page navigation, an asynchronous script, or a wait for an element. These failures have different causes, and raising the wrong timeout will not fix a crashed browser, an unready Grid, or an element that never appears. Work through the checks below in that order, using the exception text and timestamps to narrow the cause.

Identify what timed out before changing settings

Record the complete exception and when it occurs: while creating a WebDriver session, while requesting a page, during a script, or while waiting for a specific condition. The strings “Chrome failed to start: exited abnormally” and “Chrome failed to start: exited normally (chrome not reachable)” point toward startup or browser availability, but neither identifies a single root cause by itself.

When it fails Likely area to investigate What to inspect first
Before a session is created Chrome startup, browser/driver versions, container resources, or headless/Xvfb configuration ChromeDriver and Selenium logs, image tag, Chrome and ChromeDriver versions, shared memory, and launch arguments
While connecting to a remote Grid or requesting a session Service readiness or connectivity Grid status/readiness and container stdout logs; a running container process alone does not prove the service is ready
During navigation Page-load wait or page behavior Requested URL, configured page-load strategy, and page-load timeout
After navigation, while waiting for a target Dynamic application content, selector, frame, or application state Rendered page state and the specific condition being awaited
During asynchronous JavaScript Script timeout The script operation and its separate script-timeout setting

Capture the exact exception, its timestamp, the URL or operation under test, and whether a browser session was successfully created. This distinction prevents treating every delay as a navigation timeout.

Check container resources, logs, and service readiness

Give Chrome enough shared memory for the workload

The Selenium Docker project documents --shm-size=2g as a commonly used workaround for browser crashes related to shared-memory pressure. It explicitly describes that amount as arbitrary and says to tune it to the workload; it is not a universal Chrome requirement. For a Selenium browser container, a starting invocation may look like this:

docker run --shm-size=2g selenium/standalone-chrome:FULL_TAG

Replace FULL_TAG with the complete image tag you have selected; do not use this illustrative command as a substitute for the image’s own startup instructions or your existing networking and port options. If you run several browsers concurrently, account for the workload and container limits rather than assuming one fixed allocation will suit every run.

Read the container logs

Inspect the service output when startup or a session request fails:

docker logs <container-name-or-id>

Look for Chrome startup and driver errors, service initialization messages, and the time at which the failure occurs. Selenium documents increasing log detail with SE_OPTS="--log-level FINE". Apply it using the environment-variable mechanism appropriate to your container configuration, then inspect the resulting logs; higher detail can make output more verbose.

Wait for Grid readiness, not just a running container

A container can be running while the Selenium service inside it is still initializing. Before requesting a session, poll the Grid status/readiness endpoint or use an equivalent application-level readiness check. If session creation intermittently times out immediately after container startup, compare the request time with the readiness signal and service logs. Increasing a WebDriver page-load timeout does not make an unready Grid accept sessions.

Pin and verify the browser stack

Use a fully tagged Selenium browser image so a rebuild does not silently move to a different browser or Grid version. For every reproduction, record the image tag and the actual Selenium, Chrome, and ChromeDriver versions in the running environment. A mismatch or an unexpected version change can produce startup failures that resemble generic timeouts.

ChromeDriver’s security guidance recommends current Chrome and ChromeDriver versions. There is no single version-pair rule established here that applies to every installation method, so verify the versions actually installed and how the image supplies them instead of relying on a guessed compatibility matrix. Avoid changing several versions and launch settings at once: change one relevant variable, rerun the same case, and preserve the logs.

Verify headless and Xvfb settings for the exact image

Follow the instructions for the particular Docker Selenium image and browser version. The project documents startup failures when Xvfb is disabled but Chrome is not actually launched headlessly. Its guidance also notes that requirements for newer Chrome headless modes are version-sensitive; an old copied flag or environment variable may no longer fit the image you are using. Chrome’s Headless mode supports Selenium WebDriver, but that does not mean every image requires identical arguments.

  • Record the Chrome version and full Selenium image tag.
  • Record the headless argument passed to Chrome, if any.
  • Record the value of SE_START_XVFB and whether the image’s instructions call for Xvfb.
  • Compare those settings with the image documentation before editing them.

When Chrome reports that it exited or is not reachable, use the driver and container logs to distinguish a launch configuration problem from resource pressure or a version issue. Do not assume that adding a headless flag is the right fix without checking how the image starts its browser.

Set the timeout for the operation that is actually waiting

Navigation: page-load timeout

Selenium navigation normally waits for a document readiness state, with complete as the default. That state concerns document loading; it does not guarantee that client-side JavaScript has created the particular element your test needs. In Python, the Chrome WebDriver API exposes set_page_load_timeout(time_to_wait):

from selenium import webdriver

options = webdriver.ChromeOptions()
options.add_argument("--headless")
driver = webdriver.Chrome(options=options)

driver.set_page_load_timeout(30)
driver.get("https://example.com")

The example sets a deliberate navigation limit; choose a value appropriate to the page and test environment. It does not repair a Chrome process that failed to launch, a Grid that is not ready, or an element that is absent after navigation. Use the headless options required by your specific image and Chrome version rather than copying this argument blindly.

Dynamic page content: explicit condition wait

If navigation returns but JavaScript has not yet exposed a target, wait for the condition the test needs. For example, Python can wait for an element to become visible:

from selenium.webdriver.common.by import By
from selenium.webdriver.support import expected_conditions as EC
from selenium.webdriver.support.ui import WebDriverWait

button = WebDriverWait(driver, 15).until(
    EC.visibility_of_element_located((By.CSS_SELECTOR, "button.submit"))
)

Replace the selector and condition with the real application requirement. An element may be present but not visible, visible but disabled, or inside a frame; select a condition that reflects what the test will actually do next. If the wait expires, inspect the page state, selector, active frame, and application behavior instead of simply increasing the navigation timeout.

Do not mix implicit and explicit waits

Selenium warns that combining implicit and explicit waits can make actual wait durations unpredictable. Prefer condition-based explicit waits for specific application states and avoid setting an implicit wait alongside them. Keep page-load, script, and element waits conceptually separate: each covers a different operation, so make each limit intentional.

Asynchronous scripts: script timeout

An asynchronous JavaScript operation has its own timeout category. If that is where the run stalls, inspect the script and its completion behavior and configure the script timeout in the binding you use. Changing the page-load timeout does not change the limit for asynchronous script execution.

Troubleshoot common symptoms

Symptom Useful next check What not to assume
Chrome exits abnormally during session creation Inspect Chrome/driver logs, shared-memory allocation, actual versions, and headless/Xvfb settings That a longer page-load timeout will help; navigation may not have begun
Chrome is “not reachable” Check whether Chrome stayed alive after launch and inspect startup logs and container resources That the message alone proves a version mismatch
Session request times out just after container startup Wait for Grid readiness and correlate readiness with service logs That a running container is a ready Selenium endpoint
Navigation times out on one page Check the requested page, its loading behavior, and the chosen page-load timeout/strategy That every page-load timeout is a browser startup failure
Navigation succeeds but an element wait expires Inspect rendered state, selector, frame, and whether the expected application condition occurred That the document’s readyState guarantees dynamic content is ready
Only asynchronous script execution times out Check script completion and the script-timeout setting That changing navigation or element waits addresses script execution

Make the failure reproducible before tuning further

If the checks above do not isolate the problem, preserve enough detail for someone else to reproduce the same operation. A useful report includes:

  • The complete exception text and timestamp, plus the stage where the run stopped.
  • The Selenium language binding and version, full image tag, and actual Chrome and ChromeDriver versions.
  • Docker runtime, container resource limits, shared-memory setting, and concurrency at the time of failure.
  • The Chrome launch arguments, SE_START_XVFB setting, and relevant container or driver logs.
  • The command or capabilities used to create the session, the URL involved, and the page or element state at the point of failure.

Change one relevant setting at a time and rerun the same case. That makes it possible to tell whether readiness, resource allocation, version pinning, launch configuration, or a particular wait condition changed the outcome.

Or skip the browser setup

If the job is simply to capture a website image or PDF rather than run an interactive Selenium test, ScreenshotNeo offers a one-request screenshot API and an MCP server for AI agents. A basic cURL request is:

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

See the ScreenshotNeo API documentation for request options. Its capture flow can accept cookie/consent banners and remove known consent platforms, newsletter popups, and chat widgets before the shot; those steps can be turned off. Bot checks/CAPTCHAs, blank pages, timeouts, failed loads, and cache hits are not billed, and responses indicate the page verdict and billing status in headers. Its MCP server provides take_screenshot, get_page_info, and capture_pdf for Claude, Cursor, and other MCP clients. The free plan includes 1,000 screenshots per month with no card; paid plans start at $5 for 3,000 shots.
