Call of Duty (2003) can run on some Windows 10 and Windows 11 PCs, but its original requirements list Windows 98, ME, 2000 and XP—not current Windows versions. Start with reversible checks: verify the Steam installation, reset the game’s configuration, and turn off overlays or recording while testing. If you have the original disc, SafeDisc copy protection may be the obstacle rather than the game files themselves. The right fix depends on whether you have Steam, a disc, or a modified installation.
Identify your copy and the failure
This guide covers the original Call of Duty released in 2003, not Call of Duty 2, Call of Duty 4: Modern Warfare, later games, or the separate United Offensive expansion. The Steam listing is for Call of Duty (2003); its stated requirements are for older Windows versions and DirectX 9.0b, so compatibility steps below are workarounds, not a guarantee of official Windows 10 or 11 support. - Steam copy: Check files, configuration, overlays, and GPU selection.
- Original CD or DVD: If the game fails before opening, SafeDisc may be blocking the original executable on current Windows.
- Modified game: A widescreen DLL, renderer change, or edited display setting may be the trigger. Restore an unmodified baseline before trying more fixes.
- United Offensive: Treat it as a separate installation; do not apply a base-game fix unless its instructions explicitly support the expansion.
Note which executable fails—single-player CoD.exe or multiplayer CoDMP.exe—and whether the failure occurs before the menu, after the intro, when changing display settings, or when loading a mission. That distinction helps avoid changing unrelated Windows settings.
Try the low-risk fixes first
- Restart Steam and Windows. Close the game fully, exit Steam, then reopen it and test again.
- Verify Steam files. In Steam Library, right-click Call of Duty and choose Properties → Installed Files → Verify integrity of game files. When the check finishes, launch the game again. Steam labels can change over time.
- Temporarily disable overlays and recording. Turn off Steam Overlay and Steam Game Recording if enabled. Also close Discord overlay, Nvidia or AMD overlays, MSI Afterburner/RivaTuner, and hardware-monitoring or RGB overlays. A Steam user reported a crash associated with Game Recording, but this is one reported case, not a universal diagnosis: Steam discussion.
- Test the game executable directly. In Steam, open Properties → Installed Files → Browse (or Browse local files) and launch the relevant executable. If direct launch works but Steam launch does not, focus on Steam settings or overlays.
- Reset the configuration. Follow the steps below; this often resolves a failure that began after changing resolution or installing a display fix.
Reset a bad configuration safely
The game stores display and other settings in config.cfg; multiplayer may also have config_mp.cfg. A bad resolution, refresh rate, or renderer setting can make the game close before it reaches its menu. - Close the game and Steam.
- In Steam, open the game’s Properties → Installed Files → Browse to reach its installation folder.
- Find
config.cfgand, if present,config_mp.cfg. If you cannot find them there, search the game’s folders rather than downloading replacement files. - Rename each file, for example
config.cfgtoconfig.cfg.backup. Renaming preserves custom key bindings and gives you a rollback. - Relaunch the game. It should create a fresh configuration. If it starts, change settings one at a time and restart between display changes.
If you need a custom resolution after the game is stable, PCGamingWiki documents this configuration syntax; replace the example dimensions with your display’s actual resolution:

seta r_customheight "1080"Back up the file before editing. If the game will not launch at all, renaming the configuration is safer than trying to repair several unknown settings. The unmodified game does not automatically correct its aspect ratio for widescreen displays, so a stretched image alone does not necessarily mean the installation is broken.
If clicking Play does nothing or the game closes immediately
Check for a blocked or unwritable executable
For a Steam copy, verify files first. Then check Windows Security’s Protection history for a block or quarantine involving the legitimate game executable. Do not disable antivirus globally or create a broad folder exclusion as a first step. If Windows has blocked a verified game file, review the detection and restore or allow only that file if you are confident it is the legitimate installation.

If the game cannot write its configuration, test from a normal user account and check whether the installation folder is writable. Avoid permanently running Steam or every game as administrator; as a diagnostic, you can test the game executable’s Properties → Compatibility → Run this program as an administrator, then undo the setting if it does not help.
Try one compatibility setting at a time
Right-click the failing game executable, select Properties → Compatibility, and test Run this program in compatibility mode for Windows XP (Service Pack 3). If it makes no difference, turn it off and use Microsoft’s Program Compatibility Troubleshooter instead of stacking multiple compatibility options. Microsoft’s instructions are at Make older apps or programs compatible with the latest version of Windows.
Test Disable fullscreen optimizations only if the game opens but behaves incorrectly in fullscreen. Compatibility settings can have side effects; avoid enabling administrator mode, DPI overrides, reduced-color mode, and 640×480 mode all at once.

For an original disc, consider SafeDisc
PCGamingWiki says the SafeDisc version used by the original release does not work on Windows 10 or Windows 11 and was disabled by Microsoft security updates on earlier Windows versions. A legitimate digital release such as the Steam edition avoids reliance on the disc’s original DRM executable, though it may still need display or compatibility troubleshooting.
If it crashes after the intro or while loading a mission
- Remove modifications temporarily. Restore original files or move aside any widescreen DLL, renderer, or other modded file. Change one thing at a time.
- Test a different mission or a new game. If only one save fails, try an earlier save or a new profile before changing system-wide settings; the save may be the specific problem.
- Test audio without enhancements. Temporarily turn off Windows spatial audio and third-party sound enhancements, try a conventional stereo output, or test another playback device. These are diagnostic checks, not confirmed universal fixes.
- Check for a version mismatch. Confirm you are launching the base game rather than United Offensive and that any files in the installation are intended for that exact edition.
- Verify Steam files again if an asset may be damaged or missing.
The original Steam requirements name DirectX 9.0b and older sound hardware, but that does not mean every modern PC needs a separate DirectX installation. If an error specifically identifies a missing legacy DirectX component, use only Microsoft’s official legacy runtime distribution or an installer bundled with a legitimate release. Do not download individual d3dx9_*.dll files from DLL sites. The Steam listing is available at Call of Duty (2003).

If the screen is black or changing resolution causes a crash
- Rename
config.cfgand, if present,config_mp.cfgas described above. - Launch with the fresh default settings before applying a widescreen patch or custom resolution.
- Change only the resolution, then restart the game before changing refresh rate or other display settings.
- Confirm the selected refresh rate is supported by the monitor. If the problem began after using HDR, multiple monitors, a dock, or an external display, test with HDR off and one monitor connected.
- If the game opens but fullscreen is faulty, test Disable fullscreen optimizations or try a windowed configuration. Undo the test if it has no effect.

For laptop crashes, force the dedicated GPU
On a laptop with integrated and Nvidia graphics, Windows may choose the integrated adapter for an older game. Open Settings → System → Display → Graphics, add the failing Call of Duty executable if needed, select it, choose Options, and set High performance. Relaunch the game. If that setting has no effect on an Nvidia laptop, check the Nvidia graphics control panel’s per-program GPU selection as well. This is mainly relevant to switchable-graphics laptops; it is usually not useful on a desktop with only one active GPU. A high-performance setting may use more power.

Add widescreen fixes only after the game works
Separate the goal of launching the original game from the goal of improving its modern display behavior. First get an unmodified installation to the menu and into a mission. Then back up the working folder, apply one community display fix at a time, and keep a record of every changed file so you can restore it.
Fixes can be version-specific, and the base game and United Offensive may need different files. A Steam user reported a launch problem after applying a widescreen fix, which shows a possible failure mode but does not establish that such fixes are generally defective: Steam discussion. If a new fix prevents launch, remove the added files or restore your backup before testing another change. Do not use random mirror downloads or assume a DLL intended for one edition works with another. PCGamingWiki documents widescreen behavior and related workarounds: Call of Duty technical notes.
If none of the checks identify the cause
Before reinstalling, note your Windows version, whether the copy is Steam or disc, the exact executable, your GPU, whether the PC is a laptop, the last point reached before failure, any error text, and whether the installation is modified. For a crash, Windows Event Viewer’s application error can also identify the faulting module. A clean reinstall is a later step: preserve saves and configuration backups first, and remember that reinstalling may not remove a separate user configuration or solve SafeDisc on a disc copy.
