In Chrome, open DevTools, choose Application > Storage > Cookies, select the website’s origin, and double-click the cookie field you need to change. Press Enter to save. To create a cookie, double-click an empty row; to remove one, select it and click Delete selected. Size cannot be edited because Chrome calculates it automatically. This workflow is documented in the Chrome DevTools cookie guide.
Open the cookie editor
- Open the page whose cookies you need to test.
- Open Chrome DevTools. You can use the browser’s normal DevTools shortcut or the More tools menu.
- Select the Application panel. If it is hidden, open the panel overflow menu and choose it.
- In the left sidebar, expand Storage, then expand Cookies.
- Choose the origin (scheme, host and, where relevant, port) whose stored cookies you want to inspect.
The Application panel is the origin-level view: it lists cookies saved for the selected site, rather than cookies from every site in the browser. The Application panel overview explains where cookie storage appears.
Edit an existing cookie
- In the cookie table, locate the row you need.
- Click the row to inspect its current value. If the value contains percent-encoding, enable Show URL-decoded to view the decoded text.
- Double-click the specific cell you want to change.
- Enter the replacement value and press Enter.
Chrome lets you edit every displayed cookie field except Size. Size is measured in bytes and updates automatically when the cookie changes. If a value is invalid for that field, DevTools highlights the cell in red instead of silently accepting it.

Changing a cookie in DevTools changes the browser’s current stored state. It is a local debugging action, not a change to the server’s database or to another user’s browser.

Add a new cookie
- Remain in Application > Storage > Cookies and select the correct origin.
- Scroll to the bottom of the cookie table, then double-click an empty row.
- Enter a Name and Value.
- Press Enter to create the row.
- Review the other fields. Chrome fills required fields automatically; double-click any of those fields if your test needs different domain, path, expiry or policy settings.
Start with a unique test name when possible. That makes it easier to find and remove the cookie without disturbing unrelated application state.
Delete one cookie or clear the whole origin
Delete one selected cookie
- Click the cookie row you want to remove.
- Choose Delete selected in the action bar above the table.
Use this when you are resetting one session, flag or preference while preserving the rest of the origin’s state.
Clear every cookie shown for the origin
- Confirm that the selected origin is the one you intend to reset.
- Choose Clear all.
- Reload the page and sign in again or repeat the test setup if the application requires it.
Clear all is broader than deleting a selected row. It removes all cookies in the current Cookies pane, so use it only when a complete origin reset is intended.

Find a cookie quickly
The cookie table’s filter is case-insensitive and searches only Name and Value. Enter a distinctive fragment of either field to narrow the list. Filtering by Domain, Path, expiry, SameSite or another column is not supported, so inspect those columns after filtering by name or value.
Inspect cookies sent with one request
When the question is “what did this request send?” use the request-level view instead of the origin list:
- Open the Network panel.
- Reload the page or reproduce the action that makes the request.
- Select the relevant request.
- Open that request’s Cookies tab.
This view associates cookies with a specific request, which helps separate “the cookie exists in storage” from “the browser included it on this request.” Cookies with policy problems are highlighted there.

Understand third-party-cookie warnings
A third-party cookie is set by a site different from the current top-level page. In Application > Storage > Cookies, DevTools can mark such cookies with a warning icon. Hover over the icon to read the tooltip, then click it to open Issues. The Network panel also highlights cookie problems for a selected request, including warnings that third-party cookies are unavailable.

Editing a cookie cannot make a browser policy allow a third-party cookie that is being blocked; the warning identifies the policy issue you need to investigate.
Reliable testing practices
- Record the original row. Note the name, value, domain, path, expiry and policy fields before changing them so you can restore the exact state.
- Change one variable at a time. If you edit the value and path together, you cannot tell which change affected the request.
- Reload deliberately. Reproduce the same navigation or request after saving so you can verify whether the application reads the new value.
- Check both panels. Use Application to confirm stored state and Network to confirm what a particular request actually carries.
- Use a test origin when possible. Cookie edits can sign you out, alter feature exposure or change application behavior until the cookie expires or is deleted.
- Restore or clear state when finished. Delete the test row or restore the recorded fields before handing the browser back to another tester.
Troubleshooting
The cookie is not in the list
Confirm that you selected the exact origin shown in the page address. A different host, scheme or port can have a separate cookie store. If the cookie is associated with a particular request, inspect that request’s Cookies tab in Network.

The edited value is red
DevTools considers the entry invalid for that field. Re-enter a value that matches the field’s expected format, then press Enter again. Do not try to type into Size; Chrome owns that value.
The page still behaves as if the old value exists
Check that you edited the correct row, including a duplicate name with a different Domain or Path. Then reload and inspect the relevant Network request. The request view shows which cookie values were associated with that request.

Inspect the HttpOnly column. An HttpOnly cookie is intended for HTTP-only use and cannot be modified by page JavaScript. DevTools remains the place to inspect and edit the stored row during debugging, but application code will still be unable to read it.

A cookie is marked as a third-party problem
Hover over its warning icon and open Issues for the explanation. Check the request’s Cookies tab as well; it can show that the cookie was unavailable for that request. Treat this as a delivery or policy problem, not merely a bad value.
Clear all removed more state than expected
Clear all affects every cookie shown for the selected origin. Restore the site by signing in again or repeating its normal setup, and use Delete selected for narrower resets in future tests.

Frequently Asked Questions
Does changing a cookie in DevTools change it for other browsers or users?
No. The edit changes the cookie stored in the current Chrome profile for the selected origin. Other browsers and users keep their own cookie state.
How can I tell whether a cookie exists but was not sent?
Confirm the row in Application first, then select the specific request in Network and open its Cookies tab. That separates stored state from request-specific cookie delivery.
