To keep comments enabled while preventing commenters’ HTML from being accepted, filter comment content on WordPress’s pre_comment_content input hook with KSES rules that allow no tags. WordPress already sanitizes comment submissions according to the commenter’s unfiltered_html capability, but a site-wide plain-text policy needs to account for privileged users too. Keep KSES sanitization in place, and verify both the saved comment and its display on your site.
What WordPress does with comment HTML
WordPress processes submitted comment content through the pre_comment_content filter before setting the comment’s content. Core’s KSES setup uses wp_filter_kses() for users without the unfiltered_html capability and wp_filter_post_kses() for users who have it. The exact filtering behavior therefore depends on the current user and the active site configuration. See the pre_comment_content hook and WordPress’s KSES filter initialization.
KSES is a sanitizer, not a comments switch. WordPress describes wp_kses() as a function that “Filters text content and strips out disallowed HTML.” It keeps markup permitted by the rules you supply. The strip context provided by wp_kses_allowed_html() supplies an empty set of allowed tags.

KSES rules govern elements and attributes, not just tag names. Treat every addition to an allowlist as a security decision. The wp_kses_allowed_html filter reference notes that tag and attribute names added to the rules must be lowercase. Apply a plain-text policy without removing protection
For a strict text-only policy, implement site-specific filtering at the comment input stage: use pre_comment_content with KSES configured to allow no HTML tags, such as the strip rules returned by wp_kses_allowed_html( 'strip' ). Keep WordPress’s sanitization path intact; do not remove core KSES filters or grant unfiltered_html to make markup disappear. WordPress recommends KSES for filtering non-trusted HTML, including comment text.
Put site-specific behavior in a small site plugin or a child theme rather than a parent theme, so a theme change does not silently remove the policy. The exact implementation should fit the site’s existing hooks and plugins; custom comment forms or other active filters may change the path content takes.

Test saved comments and rendered output
- Submit a comment as an ordinary visitor containing a harmless formatting tag, such as
<strong>sample</strong>. - Check the saved comment in the site’s comment-management interface or other appropriate administrative view. Confirm whether the tag was removed from the stored content.
- View the comment on the front end. Confirm that its appearance matches the intended plain-text policy.
- Repeat the test while signed in as a privileged account that has
unfiltered_html, if that capability is available on the site. - If results differ, review active filters on both the input and display paths, including plugin behavior and custom comment forms.
The comment_text filter applies to comment text for display; it is separate from the input-stage pre_comment_content filter. A display-only change does not establish that stored comment content is plain text. Likewise, do not assume HTML entities will always appear as literal tag text: output filters and theme templates affect rendering. See the comment_text hook reference.

Keep comments enabled—or turn them off separately
Stripping HTML does not require disabling comments. If the goal is to stop comments on new articles, use the Discussion setting described in WordPress’s FAQ: Work with WordPress. That setting does not by itself disable comments on older posts; existing posts need separate handling. Comment availability and comment markup are different settings.
