ECONNREFUSED usually means Selenium tried to open a TCP connection to a host and port where no process accepted it. The first step is to identify that endpoint: a local WebDriver session normally starts the browser driver on the test machine, while a remote session sends commands to Selenium Server or Grid. If your client is targeting http://localhost:4444, check that the Grid server is running and reachable from the same environment as the test. If you intended a local browser, look for an unintended remote URL in your code or environment.
What ECONNREFUSED means in Selenium
This is a connection-level error, not a diagnosis of what failed inside a browser. The client attempted to connect to a particular host and port, but the operating system or network stack refused the connection because nothing accepted it there. That makes the target address the most useful clue in the error output.
Separate it from other failures. A page that loads slowly or fails after a browser session starts is different from a refusal to establish the initial connection. Likewise, a driver-location error is not proof that Selenium Server refused a connection. Identify the stage and endpoint before changing browser versions, reinstalling a browser, or changing unrelated settings.
First decide whether the session is local or remote

In JavaScript, an explicit usingServer('http://localhost:4444') directs the builder to a remote server. An environment setting such as SELENIUM_REMOTE_URL may also provide a remote destination. Check both the code and the environment in the process that runs the test. If the browser should launch locally, remove the unintended remote setting and build a local driver instead.

For a remote session, the official standalone Grid setup listens at http://localhost:4444 by default. That address is only correct when the client can reach the Grid process at that host and port. “Localhost” means the machine or network namespace of the client; it does not automatically mean another container, VM or host.
Check the exact endpoint before changing Selenium
- Read the complete exception. Record the host, port, scheme and path in the refused connection, if shown. Compare them with the URL configured in the test. A typo, wrong port, wrong scheme or unexpected path can send a correct client to the wrong listener.
- Run the check where the test runs. Probe from the same host, container, VM or CI worker. A successful check from your laptop does not establish that a CI worker can reach the same service.
- Check whether anything is listening. Use an HTTP or TCP probe appropriate to your environment. For example, when curl is available, try
curl -v http://localhost:4444from the test environment. The response may be an HTTP status rather than a browser session; the immediate question is whether the endpoint accepts a connection. - Inspect server logs and process state. Confirm the Selenium Server/Grid process started, completed startup and bound to the address and port you configured. A refusal commonly points to a stopped server, a server still starting, a different bind address or port, or a network boundary between client and server.
- Compare the configured URL with the listener. Make the client URL match the actual scheme, hostname, port and path exposed by the server. Do not assume that changing the client to port 4444 is correct unless the server is listening there and reachable from that client.
The key result is a clear split: if the endpoint cannot accept a connection from the test environment, investigate the server and network path; if it accepts connections, use the server response and logs to diagnose the next stage rather than treating every later error as ECONNREFUSED.
For Grid, verify startup, binding and reachability
Start the standalone server or Grid before creating the remote WebDriver session. Check its startup output for the address it bound to, then verify the client is targeting that address. A service that starts after the test has already attempted to connect can produce a refusal even if it becomes healthy later.

- Stopped or not ready: Start the Grid service and ensure the test waits until it is ready to accept connections, rather than relying only on process creation.
- Different port: Match the test URL to the configured listener. The standalone default is
http://localhost:4444; deployments can use a different port. - Bound to another interface: A process may listen on an address not reachable through the hostname used by the test. Check the server’s bind address and the address clients are meant to use.
- Wrong host or path: Use the actual service hostname from the client’s network and the endpoint expected by that deployment. Do not assume every Grid is exposed as localhost.
- Server logs show no incoming request: That supports investigating address, port, routing or startup, rather than browser-page behavior.
When the Grid is remote, inspect both ends: server logs can confirm whether the request reached it, while the client-side exception identifies what address it attempted to contact. If the request never appears on the server, focus on connectivity or configuration before changing browser capabilities.
When the test is local, check driver management separately
Selenium Manager is Selenium’s official driver manager and has shipped with Selenium releases since Selenium 4.6. It can discover an installed browser, resolve a compatible driver, download it and cache it. For a local session, use a current Selenium release and check whether the binding can locate the browser and driver.
- Confirm the browser is installed in the environment that runs the test.
- Check that the Selenium version is current enough for the Selenium Manager behavior you expect.
- Verify PATH if the driver is supplied separately, or configure its location through the language binding’s Service object.
- Read the actual exception: a missing driver generally produces a driver-location error, not evidence that a remote Grid endpoint refused a connection.
Do not add an unnecessary remote URL to “fix” local driver discovery. Conversely, installing a local driver will not make a stopped remote Grid accept connections. Keep the local-driver problem and remote-endpoint problem distinct.

Distinguish a refused Grid connection from Selenium Manager network access
Selenium Manager may need outbound network access to retrieve browser and driver metadata or downloads. That is a separate network path from the WebDriver client’s connection to a Selenium Server. A refusal naming your configured Grid host and port points to that endpoint; a Manager message about DNS, proxy, firewall or a closed outbound connection points to Manager’s access to external services.

Set the option that fits the way your binding invokes Manager, and ensure corporate or CI policy permits the needed outbound requests. A proxy may solve blocked metadata or driver downloads, but it will not start a Grid process that is not listening.
Container and CI checks
In a container, localhost refers to that container’s own network namespace. If the Selenium server runs in a different container or on the host, the test’s localhost address may point to the wrong place. Use a hostname and port reachable from the test container, and verify connectivity from inside it.

- Confirm the Grid service is running and healthy before the test starts.
- Check that the server port is published or otherwise reachable across the relevant container, VM or CI network.
- Use the service hostname visible to the test worker, not an address that only works from the host machine.
- Ensure startup ordering includes readiness, not just launching the server process.
- Check CI and corporate firewall or proxy rules for the specific connection that failed.
These checks follow from a basic requirement: the client must be able to reach the server URL it was given. A connection check from another network namespace is not a substitute.

Frequently Asked Questions
Does ECONNREFUSED mean Selenium blocked my website?
Not necessarily. It identifies a refused TCP connection to the endpoint named in the error; that endpoint may be a Grid server rather than the website being tested.
Can reinstalling Chrome fix a refused connection to Selenium Grid?
Only if the actual problem is local browser or driver setup. Reinstalling Chrome does not make a remote server listen on its configured host and port.
