For a new Windows deployment, Office LTSC 2024 is normally the right starting point; use Office LTSC 2021 only when compatibility or an existing deployment plan requires it. Both are volume-licensed Click-to-Run products deployed with Microsoft’s Office Deployment Tool (ODT) and an XML configuration—not the old MSI installer. The core workflow is: confirm licensing and compatibility, prepare the XML, download the installation files, install, activate, and keep security and quality updates flowing.
This guide focuses on Windows. LTSC is a fit for organizations that need a fixed Office feature baseline and volume activation. It is not a retail edition, a Microsoft 365 subscription, or a way to obtain Microsoft 365 cloud-service entitlements.
Before you deploy: confirm LTSC is the right edition
Office LTSC provides a controlled feature set: unlike Microsoft 365 Apps, it does not receive the same ongoing stream of new application features. It still needs security and quality updates. LTSC can be useful for regulated, specialized, or carefully change-managed environments, but it is not a substitute for Microsoft 365 services such as Exchange Online, SharePoint Online, OneDrive storage, or Teams entitlements. Product IDs and channels differ between versions. Do not reuse a 2024 XML unchanged for 2021; use the Office LTSC 2024 documentation or the separate Office LTSC 2021 documentation. Microsoft’s Office LTSC 2024 FAQ describes its lifecycle and Click-to-Run deployment model.
Preflight checklist
Inventory the target devices before building the package. This avoids converting a straightforward install into an unexpected removal, add-in, or activation problem.
- Windows support: For Office LTSC 2024, supported Windows versions include Windows 11, Windows 11 LTSC 2024, Windows 10 LTSC 2021 and 2019, Windows Server 2025, and Windows Server 2022. Windows on ARM requires Windows 11. Check the current system requirements for the precise device and scenario.
- Architecture: Choose 32-bit or 64-bit Office. All Office products on a device must use the same architecture. Use 64-bit by default, particularly on systems with 4 GB or more of memory, unless testing reveals a need for 32-bit—often because of legacy COM add-ins, automation, drivers, VBA dependencies, or line-of-business software.
- Existing Office: Record Office version, installation technology (MSI or Click-to-Run), architecture, Project and Visio versions, add-ins, Outlook requirements, templates, and user data. Confirm what should be removed and what must remain.
- Edition and applications: Match the purchased edition and product ID. Record required Office applications, languages, and proofing tools; confirm separate Project and Visio entitlements and versions.
- Network and servicing: Decide whether clients will download from Microsoft’s Office CDN or an internal share. Plan update distribution and activation separately, especially for restricted or offline networks.
- Deployment context: Identify shared devices, labs, kiosks, Remote Desktop Session Host, and persistent or nonpersistent VDI. Licensing and activation rules differ by scenario; do not assume Microsoft 365 Apps shared-computer settings apply to LTSC.
Get the Office Deployment Tool
Download the Office Deployment Tool from Microsoft and run its self-extracting package to extract the files into a working folder such as C:OfficeDeploy. The ODT is a free deployment utility, not the Office suite itself. The folder should contain setup.exe and your XML file.

Run the commands elevated, or through a deployment service account with the required access. During troubleshooting, use absolute paths so there is no ambiguity about which executable and XML are being used.
Create a baseline Office LTSC 2024 configuration
Save the following as C:OfficeDeployconfiguration.xml for a 64-bit, English-language Professional Plus 2024 volume installation:

For other Office LTSC 2024 products, replace the product ID and check whether the suite and any Project or Visio installation can share the same Click-to-Run configuration. Product, channel, version, and architecture must be compatible. A mismatch can block installation or produce an update-channel error.
Excluding applications
Applications included in the selected product are installed unless you exclude them. For example, this excludes Access and Publisher:

</Product>Exclusions can affect file associations, user workflows, automation, or support. Confirm actual use before excluding an application. Office LTSC 2024’s Windows Skype for Business client is optional and is not installed automatically; include it only if the organization still operates the necessary environment. Languages and proofing tools
Office display languages and proofing tools are distinct. Add further Office languages as <Language ID="fr-fr" /> entries inside the relevant product. Proofing tools can be specified with the separate product ID:

</Product>Do not confuse Office display languages with Windows keyboard layouts or assume that adding proofing tools also changes the application interface language. Consult the deployment reference for supported language configuration details.
Choose the installation source and download files
Use the Office CDN
If you omit SourcePath, ODT can use the Office CDN when the files are not already available in the working location. This is the simplest option for devices with suitable internet access and a policy that permits the required downloads.
Use an internal share
For controlled or disconnected networks, specify an accessible share on the Add element:

setup.exe /download configuration.xmlWhen the download finishes, retain the files on the secured share and verify that clients have read access. For larger fleets, download once to the share rather than making every endpoint retrieve the same payload independently. A partially copied or stale source can cause installation failures even when the XML is correct.
To keep the XML easier to audit, use a tested, version-controlled configuration and keep secrets out of it. If your source or update strategy changes, test the change on a pilot device before broad rollout.

Install Office LTSC
On a pilot device, run:
C:OfficeDeploysetup.exe /configure C:OfficeDeployconfiguration.xmlFor an unattended deployment, the XML’s Display Level="None" setting suppresses the regular installation interface. You can then wrap this command in your existing endpoint-management system, script, or software-distribution workflow. The ODT XML remains the common definition; the management platform handles delivery, scheduling, and reporting.
Start with a small pilot ring that represents the real device mix: architectures, languages, add-ins, Project or Visio installations, network paths, and user workflows. Check application launch, activation, and updates before expanding deployment. Do not deploy broadly just because the command returns without an obvious error.
Activate: MAK, KMS, or Active Directory
Installation and activation are separate steps. An application can install successfully while the device remains unlicensed or unactivated. Choose the activation method before rollout and test it from each relevant network location.

A Multiple Activation Key (MAK) activates each device through Microsoft activation services, over the internet or by telephone. MAK activation has an allowance associated with the organization’s volume-license agreement. Microsoft also documents proxy activation through VAMT for clients that should not contact Microsoft directly. See Microsoft’s MAK activation instructions.
A MAK can be supplied in the product element when appropriate:

</Product>The example key is a placeholder, not a usable key. Never publish a real MAK in an article, screenshot, script repository, or unsecured configuration. Store and distribute it using your organization’s approved secrets-handling process. MAK is often practical for fleets without reliable contact with a corporate KMS host, but activation counts and reimaging or hardware changes must be managed.
KMS
Key Management Service (KMS) can suit a managed network with a volume-activation infrastructure and clients that regularly reach it. The host must be prepared with the appropriate Office volume-license pack and Office KMS host key; clients need the correct volume-licensed Office configuration and a working discovery or explicit host configuration. Keep the Office KMS host key, Office Generic Volume License Key (GVLK), and Windows KMS client key distinct: they are not interchangeable.
Check the Office LTSC 2024 deployment documentation for current host setup, DNS discovery, client activation, and eligibility requirements. Diagnose name resolution, network reachability, firewall rules, and time synchronization independently from the Office installation. KMS is not automatically the best choice for remote or permanently disconnected devices.

Active Directory-based activation
Active Directory-based activation is another option for eligible domain-joined environments. It is not a universal KMS replacement: domain, forest, DNS, and client requirements apply. Follow Microsoft’s version-specific activation guidance in the LTSC 2024 documentation and test activation on representative domain devices.
Keep Office updated
“Long-term servicing” does not mean “install once and never patch.” Plan to deploy security and quality updates throughout the supported lifecycle.
CDN updates
Office’s CDN is the default update source in common configurations. It reduces internal content-management work, but clients still need suitable connectivity and the organization should control rollout and compliance. Define update policies and pilot updates rather than treating the initial install as the end of servicing.
Internal update source
Where devices cannot update from Microsoft’s CDN, configure an internal path, for example:

The installation source and update source are separate decisions; document both.
Group Policy, Configuration Manager, Intune, scheduled tasks, scripts, or another software-distribution system can deliver configuration and updates. Choose the management system that fits the fleet; changing the delivery layer does not make incompatible Office products or channels compatible. Avoid changing LTSC clients to a Microsoft 365 Apps update channel casually.

Use <RemoveMSI /> only after reviewing what is installed. It targets eligible MSI-based Office installations; it is not a universal removal tool for Click-to-Run Office. Removing older Office may affect add-ins, user workflows, Outlook profiles, templates, file associations, or integrated components, so inventory and test first.

Do not assume every existing Office, Project, or Visio product must be removed—or that every combination can coexist. Compatibility depends on installation technology, product and version, channel, architecture, and licensing. In particular, do not mix 32-bit and 64-bit Office products on one device. Check Microsoft’s version-specific deployment documentation for the exact Project and Visio combination you intend to install.

When replacing an existing suite, capture a recovery plan before removal: retain the prior installer or deployment package where licensing permits, preserve user data and settings, document add-ins, and know how to restore the previous approved configuration. Rollback may require reinstalling the prior Office version; it is not guaranteed to be a one-click reversal.
Deploy with endpoint management
ODT can be called from Configuration Manager, Intune, Group Policy startup scripts, or another supported software-delivery process. Package setup.exe, the tested XML, and—where applicable—the complete installation source. Run under a context that can read the source and write to the device. Add detection and reporting for the installed product, architecture, activation state, and update compliance rather than treating a successful script launch as proof of a successful deployment.
Shared workstations, kiosks, labs, VDI, and Remote Desktop Session Hosts need separate licensing and activation review. In particular, do not copy Microsoft 365 Apps shared-computer activation settings into an LTSC deployment without verifying applicability; some such settings do not apply to LTSC.

Troubleshoot common failures
“This product can’t be installed on the selected update channel”
Check that the product ID matches the edition, the channel matches the LTSC version (PerpetualVL2024 or PerpetualVL2021), and Project or Visio products on the device are compatible. Inspect existing Click-to-Run installations before removing anything. Reduce the XML to a minimal, known-good configuration and retry on a pilot device.
The command appears to do nothing
- Confirm you are using the ODT’s
setup.exe, not another executable. - Run from an elevated prompt or deployment context with adequate rights.
- Check that the XML is valid and that its filename and path are exact.
- Verify that the client can reach the Office CDN or the configured share and that the run account can read it.
- Check whether security software or endpoint controls blocked the process.
Use an absolute command while diagnosing:
C:OfficeDeploysetup.exe /configure C:OfficeDeployconfiguration.xmlDownload succeeds but installation fails
Check that the downloaded files match the XML, the share is complete and readable, the product entitlement matches the product ID, the architecture is compatible, and existing Office components are not conflicting. Verify language and proofing selections against the deployment reference. Test from a local copy of the source to distinguish a share-permission or replication problem from an Office configuration problem; if necessary, download a clean source again.
Office installs but will not activate
Investigate activation separately: confirm the entitlement and volume product, then check MAK allowance and internet access, KMS DNS and firewall reachability, or Active Directory and domain requirements. Verify system time and domain trust where relevant. A successful installation does not establish that activation succeeded.
Offline deployment fails
Separate three questions: can the device read the installation source, can it obtain updates, and can it activate? Check the UNC path, share permissions, payload completeness, and configured SourcePath first. Then verify whether the activation method works without direct internet access—for example, an appropriate KMS route or MAK proxy. A package copied onto a share solves only the installation-file problem, not offline activation or ongoing updates.

Verify before expanding rollout
- Word, Excel, and other required applications launch.
- The installed edition, LTSC version, architecture, and language are as intended.
- Excluded applications are absent and required Project or Visio products work.
- Activation is valid through the planned MAK, KMS, or Active Directory method.
- The client is using the intended update source and can receive updates.
- Required add-ins, macros, templates, file associations, and business workflows pass testing.
- Any required Microsoft 365 service connectivity is tested and understood as lifecycle-dependent; it should not be assumed guaranteed indefinitely.
- Deployment and Office Click-to-Run diagnostics show no unresolved errors.
Office LTSC for Mac is a different deployment
This guide’s ODT commands apply to Windows, not Mac. Office LTSC for Mac uses Apple package deployment rather than the Windows ODT workflow. Follow Microsoft’s Mac-specific documentation and check its rolling macOS support policy before deploying.
When Microsoft 365 Apps may fit better
Choose Microsoft 365 Apps when users need continuously updated Office features, subscription-based user licensing, or a broader Microsoft 365 service and cloud-management model. LTSC is more appropriate when a fixed feature baseline and the organization’s licensing and change-control requirements outweigh those benefits. Neither model is universally cheaper or more secure: total cost and security depend on licensing terms, required services, patching, infrastructure, and operational practice.
