A screenshot can record what a website looked like on your screen, but it does not prove by itself that the site served the same content to everyone, that the page was unchanged before capture, or that the image has not been altered since. For a record others can assess, preserve the original capture with its exact URL, a clearly labeled capture time, the method and page state, a cryptographic hash, and a handling log. Add HTML, a PDF, or a web-archive package when the page’s links, assets, or later replay matter.
What makes a website screenshot record verifiable?
A useful web record gives another person enough information to understand what was collected and how it was handled. The U.S. National Archives and Records Administration (NARA) frames web-record reliability in terms of a full and accurate representation, authenticity supported by documented controls over creation and maintenance, and integrity: the record is complete and unaltered. Applied to a screenshot, those principles mean preserving more than a cropped image with no context.
- What: the exact URL after redirects, the visible page state, and relevant context such as account state, region, filters, and query parameters.
- When: the date and time of capture, including whether it is UTC or a named local timezone.
- How: the browser or capture tool, its settings, the operator, and any interactions used to reach the state.
- Whether it changed: the untouched original file, a hash, access controls, and a log of any copying, conversion, annotation, or other handling.
A screenshot is evidence of the pixels collected by the operator. It does not, standing alone, establish that the website’s content was authentic, that it was unchanged before capture, or that a court will admit it. Corroborating server or archive records, reproducible steps, preserved originals, and a documented chain of custody can give a reviewer more to assess. Legal requirements depend on jurisdiction and case; records-management guidance is not a universal admissibility ruling.
How to capture and preserve a website record
Use a repeatable process and keep the original capture separate from working copies. The sequence below follows the core practices in NARA’s web-record guidance, RFC 3227’s digital-evidence collection guidance, and the Scientific Working Group on Digital Evidence (SWGDE) Best Practices for Acquiring Online Content, version 1.1 (2024).

- Open the page in a documented browser session. Record the exact resolved URL after redirects, including parameters that affect the result. Note the browser, whether you were signed in, the relevant account or role without exposing credentials, the region, and any filters. If a redirect or interaction changes the page, record that too.
- Record the time and timezone. Note the system clock’s date and time and identify the timezone explicitly. UTC is unambiguous; if using local time, name the zone rather than writing only “local.” Record the time close to capture and avoid silently changing clocks or settings during collection.
- Capture the visible state with useful context. Include the address bar when practical, along with enough of the interface to make the page identifiable. Capture the shortest focused interval that still produces a complete record. If you must scroll, click, dismiss a banner, or wait for content, record the action and the resulting state.
- Preserve the untouched original. Save the image in its original format and do not crop, annotate, recompress, or otherwise edit that copy. If a marked-up image is useful for review, create a separate derivative and keep the original alongside it.
- Add other capture formats when needed. Save the underlying HTML, a PDF, or a web-archive/harvest package when links, scripts, assets, or later replay matter. NARA identifies web harvesting, PDF capture, and manual downloading or copying as web-record creation methods; document the harvester and its logs when you use one.
- Hash each original and create a collection log. Compute a cryptographic hash of every original file and store the result next to it. Record the operator, tool, capture time, file names, and any conversion or derivative. A matching hash lets someone check that the file reviewed later is the same file that was hashed; it does not establish that the website itself supplied truthful content or prove when the file was created.
- Protect the package and track handoffs. Store the original, metadata, hashes, and log in access-controlled or write-protected storage. If another person may challenge how the evidence was handled, document each transfer and who had access. The UK digital-imaging procedure addresses capture, retrieval, storage, use, and associated metadata for evidential digital images.
What to include in the capture log
Keep a plain-text or structured log with the files rather than relying on memory or the screenshot alone. Use a separate entry for every capture; a series of pages or repeated captures should not share one ambiguous timestamp or description.

Do not place passwords, session cookies, access tokens, or other secrets in a log that will be shared with the record. If credentials or sensitive personal information are visible in the capture, preserve an access-restricted original and make a clearly labeled redacted derivative for wider circulation.

Screenshot, PDF, HTML, or web archive?
No single format preserves every useful property. NARA’s reliability, authenticity, and integrity model and its list of web-record capture methods support choosing a format based on what a future reviewer needs to inspect.

Use a screenshot when the visual interface is the point. Add a PDF when readers need a portable report. Prefer a harvested or archived package when page structure, links, or later replay are important. The Library of Congress recommends stable URIs, notes that embedded metadata helps archival access, and warns against relying on Flash or JavaScript as the sole navigation path. A screenshot remains a point-in-time representation, not a substitute for broader web-record management.

When the page may change or disappear
Capture promptly, then keep the URL, original image, supporting HTML or archive package, metadata, and collection log together. A stable URI makes it more likely that later archival captures can be associated with the same resource; unstable links and script-only navigation make that harder. If you return to the page later, create a new record with its own time and hash instead of overwriting the earlier capture. NARA distinguishes an individual snapshot from the wider work of managing web records over time.
Using a screenshot API for a record
An API can make captures repeatable and automate image retrieval, but the output still needs a record of its context, capture time, settings, and integrity. Troubleshooting common record problems
- The URL in the image is missing or cut off. Capture the address bar where practical, and put the full resolved URL in the log. Record redirects and query parameters even when they do not fit on screen.
- The page looks different on another machine. Record account state, region, filters, and other context that affects the result. A later viewer may not be able to reproduce a personalized or region-specific page from its URL alone.
- Content is still loading or images are absent. Note any wait or interaction required, then capture the complete state. For pages where scripts, assets, or delayed content matter, preserve HTML or a web-archive package in addition to the screenshot.
- The hash no longer matches. Treat the file as changed or the comparison as inconclusive. Check whether someone edited, recompressed, renamed through a conversion process, or substituted the file; retain the received copy and document any recovery or derivative rather than overwriting it.
- The screenshot is clean but omits a banner or other state. Do not present it as a record of that omitted state. Preserve a separate capture that shows the relevant interface and record which method and settings produced each file.
- A reviewer cannot tell who handled the file. Add the missing operator, tool, timestamp, storage, and transfer details from contemporaneous records if available. Clearly mark anything reconstructed later instead of presenting it as recorded at capture time.
Frequently Asked Questions
Should I preserve a second capture if the page changes later?
Yes. Treat each visit as its own point-in-time record with its own timestamp, context, file, and hash; do not replace the earlier capture.
Can a screenshot API create the whole evidentiary record automatically?
A capture service can automate image retrieval, but the collector still needs to preserve the original and document the URL, time, settings, context, and handling. A screenshot alone does not supply those records.
