To create a vertical navigation menu in WordPress, first check whether your active theme uses the Site Editor. With a block theme, make or select a menu in Appearance > Editor > Navigation, place a Navigation block in the template part where it should appear, connect the menu, and set its layout to vertical. With a classic or hybrid theme, use Appearance > Menus if that screen is available, then assign the menu to a location supported by the theme.
Choose the right WordPress menu editor
The available workflow depends on your active theme, not just your WordPress account. The Site Editor is available when an active block theme is installed. Classic and some hybrid themes may instead provide the traditional menu screen.
- Block theme: Open Appearance > Editor. Use its Navigation area to create or select a menu, then edit the site template or template part that should display it.
- Classic or hybrid theme: Check Appearance > Menus. If present, use that screen to build a menu and assign it to one of the locations the theme offers.
If you do not see the Site Editor, your active theme may not be a block theme. The WordPress Site Editor documentation explains its theme requirement.
Create and organize the menu in a block theme
- Go to Appearance > Editor > Navigation and create a menu or select an existing one. WordPress may initially show a Page List of published pages. If you choose Edit, WordPress converts that list into individual Page Link blocks; pages published afterward will not be added automatically.
- Add the pages or custom links you need. Edit each link’s label and destination, then arrange items using the toolbar or List View.
- To create a submenu, select a menu item, choose Add submenu, and add the links that belong beneath it. The Submenu block documentation describes submenu behavior.
- Select the Navigation block and open its Styles or Layout controls. Set the orientation to Vertical. The control’s presentation can vary by theme and editor context; the Layout Settings overview explains the relevant layout controls.
- Save your changes and preview the site at its front end.
Place the menu where visitors will see it
Creating a menu in Site Editor navigation does not, by itself, make that menu appear on the site. Add a Navigation block to the intended template or template part—such as a Header—and connect it to the menu you created. See WordPress’s Site Editor navigation guide for the navigation workflow.

In a classic theme, open Appearance > Menus, choose the menu, and assign it to a displayed theme location. The theme defines which locations exist and where they render; a location named “Primary” or “Sidebar,” for example, is not guaranteed to be available in every theme. Build a vertical menu with a classic theme
- Open Appearance > Menus and create a new menu or select an existing one.
- Add pages or custom links, edit their labels, and drag items into the desired order. Indent an item beneath another to create a submenu if the screen and theme support that arrangement.
- Assign the menu to one of the theme’s available display locations and save it.
- Inspect the front end. Whether the theme actually displays that location as a vertical menu depends on the theme’s design and options; the classic menu screen does not offer the same Navigation block orientation control. If your theme has no suitable location or vertical option, consult its settings or documentation rather than assuming a menu plugin is required.
Set mobile and submenu behavior
In the Navigation block’s settings, choose how the menu behaves on small screens. Its overlay options include Mobile and Always display; the mobile setting allows an overlay on mobile, while Always display keeps the menu visible rather than collapsed into that overlay pattern. Submenu settings can control whether submenus open on hover or click and whether arrows are shown.

Preview both desktop and narrow layouts. The theme’s styling and the selected overlay and submenu behavior affect how the vertical list works on touchscreens and with nested links. WordPress’s Navigation block documentation describes the available controls and was updated September 28, 2026, including an overhaul for WordPress 7.1; that documentation update does not establish which WordPress version a particular site is running.

A classic theme with widget areas may let you add blocks through the block-based Widgets Editor. That is separate from placing a Navigation block in a Site Editor template. Troubleshoot a menu that is missing or still horizontal
- The menu does not appear: In a block theme, check that a Navigation block is present in the template part visitors see and that it is connected to the intended menu. In a classic theme, confirm you assigned it to a location the theme actually supports.
- New pages are missing: If the original Page List was converted to individual Page Link blocks, add newly published pages manually.
- The menu remains horizontal: In a block theme, select the Navigation block itself and check its Layout or Styles orientation setting. In a classic theme, check whether the theme provides a vertical layout option for the assigned location.
- Submenus are hard to use on a phone: Review the overlay and submenu trigger settings, then test the rendered menu at a narrow width.
- You cannot find widget areas: Traditional widget areas belong to themes that provide them; block themes use Site Editor templates and template parts instead.
