You can turn a photo into a PDF with built-in tools on most phones and computers: use Preview > Export > PDF on a supported iPhone or iPad, Print > Save as PDF on many Android devices, Microsoft Print to PDF on Windows, or Preview > Print > Save as PDF on a Mac. These quick methods usually put the picture on a PDF page; they do not automatically make its text searchable. For a photographed document, scan and run OCR if you need searchable text or better page edges.

Convert a photo on iPhone or iPad
On an iPhone or iPad with the documented Preview workflow:
- Open Preview and open the photo.
- Tap the actions menu next to the filename, then tap Export.
- Choose PDF. Adjust the file-size slider if offered and appropriate.
- Save the PDF or share it to Files, Mail, or another destination.
Apple lists PDF alongside HEIC, JPEG, JPEG-2000, PNG, and TIFF as an export format in its Preview export and compression guide. The export slider can help reduce size, but inspect the result if the image contains small text or fine detail.

Convert a photo on Android
Android’s print-to-PDF route is common, but it is not identical on every phone:
- Open the image in Google Photos or your phone’s gallery.
- Open the overflow menu or Share, then choose Print if available.
- In the printer selector, choose Save as PDF.
- Tap the PDF or save control, choose a folder, and give the file a clear name.
The PDF option comes from Android’s print workflow and may not appear in Google Photos on every device. Google Photos community guidance notes that the app does not necessarily provide its own dedicated conversion command (Google Photos support discussion). If Print is missing, try the manufacturer’s gallery or file app, check that a system print service is enabled, or use a reputable PDF or scanning app.
Adobe’s Acrobat mobile instructions also describe creating a PDF from an image: on Android, open Acrobat and choose Create > Create PDF; on iOS, choose Add > Create PDF, then locate and select the image. Adobe says this conversion feature requires an Acrobat subscription, so built-in tools are usually a better first choice for a one-time conversion (Adobe’s mobile instructions).

Convert a photo on Windows
- Open the image in a viewer that can print it.
- Press Ctrl+P.
- Choose Microsoft Print to PDF as the printer.
- Check paper size, orientation, scaling, and preview. Preserve the image’s proportions to avoid stretching or unwanted cropping.
- Select Print, choose where to save the file, and enter a filename.
This prints the photo into a PDF page. It does not, by itself, recognize text in the image. If the image is a document and you need searchable words, use OCR after creating or scanning the PDF.
Convert a photo on Mac
- Open the image in Preview.
- Choose File > Print.
- Open the PDF menu in the print dialog and choose Save as PDF.
- Choose a filename and save location.
For several images, display Preview’s thumbnails sidebar and select the pages you want to include before printing or exporting. Check their order and the print preview. macOS menu wording can change between releases.
Use a browser-based converter
A browser tool can be useful on a Chromebook or when the device has no suitable built-in option. Adobe’s online image-to-PDF converter lists JPEG/JPG, PNG, BMP, HEIC, TIFF, GIF, PSD, INDD, and AI support, and says it is free to try without signing up. Upload the image, convert it, and download the resulting PDF.

Uploading means the image leaves your device. Adobe says files processed by this tool are handled on Adobe’s servers and deleted unless you sign in to save them; check Adobe’s current terms before relying on that policy. Do not assume another converter has the same handling practices. For passports, tax forms, medical records, bank statements, legal papers, or confidential work, prefer an on-device or trusted desktop workflow.
Put several photos into one PDF
Use a multi-page export or combine the images in a PDF tool. Before saving:
- Set the order. Selection order is not reliable in every app. Rename files with prefixes such as
01,02, and03, then confirm the thumbnail order. - Choose one image per page unless the task specifically calls for a collage. A separate page for each receipt, form, or document photo is easier to read.
- Check orientation and page size. Use portrait or landscape to suit the image, and preserve its aspect ratio.
- Inspect margins and cropping. A portrait PDF page holding a landscape photo may add white borders or shrink the image. Some tools crop instead; use the preview to catch missing edges.
- Open the finished PDF. Verify every page, its orientation, legibility, and sequence before sending it.
If your operating system produces separate PDFs, use a PDF tool with a merge function to combine them, then check the resulting page order. Adobe describes converting images and using its Merge PDF tool as a way to assemble collections such as reports and receipts (Adobe image-to-PDF guide).

When a document photo needs scanning or OCR
A normal conversion simply places the photo on a PDF page. It will not necessarily straighten a skewed page, remove shadows, improve contrast, or make the words selectable. If you are submitting a receipt, identity document, form, invoice, contract, or textbook page, use a scan workflow when page quality matters.
- Place the paper on a flat, contrasting surface.
- Hold the camera parallel to the page; use even light and avoid glare and shadows.
- Capture the whole page, then crop to its edges.
- Correct rotation and perspective, and improve contrast only if needed.
- Export the cleaned image as PDF.
- Run OCR only if you need text search, copying, accessibility, or further text processing.
- Inspect every page and proofread recognized text, especially names, dates, numbers, addresses, identifiers, handwriting, and mathematical notation.
Adobe’s Acrobat guidance distinguishes enhancing a camera image from enhancing a scan: open All tools > Scan & OCR, then choose Enhance scanned image or Enhance camera image as appropriate. You can adjust page borders before running OCR (Adobe’s Scan & OCR workflow).
A searchable PDF has recognized text layered with the page image; it is not necessarily a fully editable word-processing document. OCR accuracy depends on focus, lighting, contrast, language, fonts, and layout. A basic image-to-PDF conversion usually creates an image-only PDF with no selectable text.

Convert HEIC photos
HEIC is common on Apple devices, but some recipients and upload portals do not accept it. If the destination accepts PDF, convert the HEIC directly to PDF rather than converting it to JPG first; that avoids an unnecessary lossy intermediate step. Keep the original HEIC if you want an archival master. Conversion does not guarantee identical color or compression in every PDF viewer. Adobe’s HEIC-to-PDF page describes browser conversion and support for Windows, Mac, and mobile browsers.
Reduce a PDF’s file size without making it unreadable
- Resize very large source photos before conversion if their full resolution is unnecessary.
- For on-screen viewing, use a lower image resolution only if text and detail remain legible.
- Compress the finished PDF, then check it at normal viewing size.
- Use grayscale for text-only pages when color carries no useful information.
- Choose a smaller page size only when it does not make the content harder to read.
- Avoid repeated conversions through lossy formats; each extra compression step can discard detail.
Check the receiving site’s current file-size limit rather than assuming there is a universal limit. Compression may blur fine print, receipts, signatures, or identity-document details. If those details matter, prioritize readability over a smaller file.
Save, share, and upload the right file
- Note the save location—such as Files, Downloads, Documents, cloud storage, or the app’s recent-files list.
- Use a descriptive filename, such as
expense-receipts-september.pdf, and avoid unusual symbols if an older portal rejects them. - Attach or upload the PDF, not the original image, when the recipient specifically requests a PDF.
- Confirm that the destination accepts PDF and check its size, page-count, and other requirements.
- Before sending, open the PDF and confirm every page is present, readable, correctly oriented, and in the right order.

Can I convert a photo to PDF without installing an app?

Why is my converted PDF blurry?
