Use Microsoft Word’s PDF import through PowerShell COM automation. Word opens the PDF, converts a copy into an editable document, and saves it as a DOCX while leaving the original PDF unchanged. This works best for text-heavy business, legal, and scientific PDFs. Scanned, image-heavy, or structurally complex files can need OCR, manual repair, or a specialist converter.
The examples below require a Windows computer with desktop Microsoft Word installed. They show a single-file conversion, a batch workflow, validation checks, and practical recovery steps.
What you need before running the script
- Windows PowerShell on a Windows host.
- Desktop Microsoft Word installed and licensed for the account that runs the script.
- Read access to the source PDF and write access to the destination folder.
- A separate output path so the source PDF is not overwritten.

Convert one PDF to DOCX
PowerShell script
Save this as Convert-PdfToWord.ps1. The 16 passed to SaveAs2 is Word’s wdFormatDocumentDefault value for a DOCX file.

Run it
- Create the destination directory first, because
Resolve-Pathmust resolve the output folder:New-Item -ItemType Directory -Force C:Converted. - Run PowerShell with the input and output paths:

If your execution policy blocks a local script, start a one-time process with an appropriate policy for your organization, for example powershell.exe -ExecutionPolicy Bypass -File .Convert-PdfToWord.ps1 .... Do not weaken a machine-wide policy merely for this task.
A safer variant that checks paths and avoids accidental overwrite
The compact implementation above follows Word’s documented open-and-save sequence. For production jobs, add explicit checks so a typo or existing output does not silently replace a file:

Run the safer version only after the parent output directory exists. If you intentionally want to replace a DOCX, remove the existing file yourself after confirming it is safe to do so.
Batch-convert every PDF in a folder
For a batch, enumerate *.pdf, derive a matching DOCX name, and open, save, and close each document. This keeps each Word document’s lifetime short and releases COM objects between files.

For example: . Batch-Convert.ps1 -InputDirectory 'C:IncomingPdfs' -OutputDirectory 'C:WordFiles'. The script skips an existing output with the same base name and reports individual failures instead of stopping the entire folder.
What Word converts well—and what it may change
Microsoft says PDF-to-Word conversion works best when the PDF is mostly text, such as a business, legal, or scientific document. Word converts a copy; the original PDF remains available as the authoritative visual version.

There is no single accuracy or throughput percentage that applies to every PDF. Results depend on the document’s structure, fonts, graphics, and whether its pages contain real text or scanned images.

- Compare columns, tables, borders, colors, and page breaks.
- Inspect images for cropping, scaling, and unexpected replacements.
- Test hyperlinks and verify that footnotes and endnotes point to the right places.
- Check that the document opens without repair warnings.
- Review accessibility-related structure, including tags and reading order, when that matters to your audience.
- Keep the original PDF with the DOCX because Word may break lines and pages at different locations.
Troubleshooting common failures
“ActiveX component can’t create object” or Word is not found
The COM object requires desktop Microsoft Word on the Windows host. Install or repair Word, then run the script under an account permitted to launch it. A machine without desktop Word needs a service or connector-based workflow instead.

“The system cannot find the path specified”
Check the input filename and create the output directory before running. The supplied script resolves the parent output path; it cannot create a missing parent automatically.
Word remains running after an error
Use a finally block exactly as shown so the document closes, Word quits, COM references are released, and garbage collection runs. If an earlier run left a process behind, close that Word instance only after confirming it contains no unsaved user work.
The DOCX is empty, mostly an image, or badly laid out
This usually reflects the source PDF rather than a PowerShell syntax problem. Scans, graphics-heavy pages, unusual fonts, complex tables, and active PDF features are known weak spots. Try OCR or a specialized converter, then compare the result page by page.

The batch stops on one bad file

The output already exists
The safer scripts skip or reject an existing DOCX rather than silently replacing it. Rename the output, choose another folder, or remove the old file deliberately after checking it.
When to use another conversion route
Microsoft lists Adobe Acrobat and third-party PDF converter tools as alternatives for importing PDF content into Office formats; see its PDF editing guidance. For unattended workflows where a desktop Word installation is unavailable, Microsoft Learn documents the PDF4me Convert connector. It accepts file content and a file name, supports quality and language parameters, and returns converted file content for an editable Word file.
Choose the PowerShell-and-Word approach when your job already runs on Windows with desktop Word and you can review the output. Choose OCR or a specialized service when the PDFs are scanned, image-heavy, or structurally complex, or when unattended execution is required without desktop Word.
Frequently Asked Questions
Can a converted DOCX be treated as an exact visual replacement for the PDF?
No. Word can reflow lines and pages, so the PDF should remain the authoritative visual copy whenever pagination, typography, or legal presentation matters.
What should I use when the source files are scans rather than selectable text?
Plan for OCR or a specialized conversion service. Word’s import is optimized for PDFs that are mostly text and may produce an image-based, non-editable result for scanned pages.
