On a computer, open the webpage (or the saved webpage file) in Chrome, choose File → Print (or press Ctrl+P on Windows/Linux or Command+P on Mac), select a PDF destination, and save. On Android, use More → Share → Print → Save as PDF. Chrome’s Save Page As command creates a webpage file, not a PDF.
What “downloaded webpage” means in Chrome
Chrome has two separate save workflows. Save Page As downloads the page as a webpage (often an HTML file plus a resource folder). A PDF is created through the print preview instead. If you already downloaded a page, open that saved HTML file in Chrome, then print it.
The exact print dialog depends on your operating system, installed printers, browser policies and the page itself. Google documents the standard computer workflow in its Chrome computer printing help.
Convert a webpage to PDF on a computer
- Open the source. Navigate to the webpage in Chrome. For an already downloaded page, open the
.htmlor.htmfile in Chrome (for example, with File → Open File). - Open print preview. Select File → Print, press Ctrl+P on Windows or Linux, or press Command+P on macOS.
- Choose a PDF destination. In the destination selector, choose the PDF option offered by your system, such as Save to PDF or Microsoft Print to PDF. Some managed computers expose different names or destinations.
- Set the output. Select the page range, paper size, orientation, margins, scale, headers and footers, and whether background graphics should print. Preview the pages as you change settings.
- Save. Click Save, choose a folder and filename, and confirm. Chrome writes a PDF to that location; no physical printer is required.
Printing a saved HTML file
A downloaded page may refer to images, stylesheets or scripts in a neighboring folder. Keep that folder with the HTML file when moving it. Open the HTML file in Chrome and use the same print steps. If the file was saved as a single archive or its resources were blocked by the site, the PDF can differ from the live page.

Optional Google Drive destination
Chrome’s print help also describes saving to Google Drive. That route can require the Save to Google Drive extension, or you can save locally and upload the PDF through Drive for desktop or the Drive website. Drive is optional; local Save to PDF is sufficient.
Convert a page to PDF on Android
- Open the page in the Chrome app. You can open a downloaded HTML file from your file manager and choose Chrome if Android offers an app picker.
- Tap More (the three-dot menu), then Share, then Print.
- In the print preview, select Save as PDF.
- Choose a folder or device location and tap the save control.
This path is documented in Google’s Chrome for Android printing help. Available destinations can vary by Android version, manufacturer and installed print services.

Print-preview settings that affect the PDF
Pages and scale
Use a page range to exclude navigation or legal appendices. Scale can reduce clipping on wide pages, but very small values make text hard to read. If a page is longer than expected, inspect the preview rather than assuming one screen equals one PDF page.

Orientation, paper and margins
Switch to landscape for wide tables or dashboards. Select the paper size used by the recipient (for example, Letter or A4 where offered). Narrow margins provide more content but can bring text close to the edge; the available margin presets depend on Chrome and the system print service.

Background graphics, headers and footers
Enable background graphics when color blocks, charts or shaded table cells carry meaning. Disable browser headers and footers when you need a clean report; leave them on when the URL, title or date is useful for provenance.
Dynamic pages and lazy content
Wait for the page to finish loading before opening print preview. Scroll through long pages if content loads as you move down, then check the preview for missing images. A saved HTML file may not reproduce server-side data or interactive widgets that existed only on the live site.

Where Chrome puts PDFs and how it opens them
When you click a PDF link, Chrome can either open the document in its built-in viewer or download it. The PDF documents setting in Chrome’s download preferences lets you choose between Download PDFs and Open PDFs in Chrome; Google’s download guidance explains this distinction at Download a file – Computer. This setting changes what happens to existing PDF links; it does not replace the print step used to create a PDF from a webpage.
After creation, Chrome’s PDF viewer can display and annotate PDFs, and it supports OCR for scanned PDFs according to Google’s Manage PDFs in Chrome help. Those viewer features are not required for conversion.

Troubleshooting
No PDF destination appears
- Look for a system entry such as Save to PDF or Microsoft Print to PDF, not only a physical printer.
- On a managed computer, an administrator may restrict destinations. Try saving the page locally and printing from an unmanaged profile, if permitted by your organization.
- On Android, verify that a print service is enabled and return to Share → Print; destination names differ by device.
The PDF is blank or missing sections
- Reload the page and wait for network requests and images to finish.
- Disable a content blocker temporarily if it prevents the page’s print stylesheet or images from loading.
- For a local HTML file, keep its associated resource folder beside it and reopen the file.
- Try printing a page range or reducing scale if a script-generated section is clipped.
Colors or images do not match the screen
- Turn on Background graphics in print preview.
- Some sites deliberately use a print stylesheet that hides navigation, advertisements or interactive controls. That is normal, not evidence that the PDF failed.
- If images load only after scrolling, scroll through the page first and reopen preview.
The page is split awkwardly
- Change orientation, paper size, margins or scale and inspect every preview page.
- Use a page range to isolate a table or section that should not be split.
- For a design you control, print-specific CSS (such as page-break rules) is more reliable than forcing the browser window size.
A downloaded file opens as text instead of a webpage
Confirm that you opened the HTML file, not an accompanying image, text file or download shortcut. If the site supplied a web archive, extract it according to the archive format, then open its HTML entry in Chrome.

- Confirm you printed the page, rather than using Save Page As.
- Review every PDF page for missing images, clipped tables and unwanted headers.
- Choose a descriptive filename and verify the folder where Chrome saved it.
- If the PDF will be shared, open the saved file once to confirm it is readable and contains the intended page range.
Frequently Asked Questions
Can I convert a webpage that is already saved offline?
Yes. Open its HTML file in Chrome, keep any companion resource folder with it, and use the normal print-to-PDF workflow. Offline pages may lack data that was generated only by the live site.
Does Save Page As create a PDF?
No. Save Page As creates a webpage file. Use Chrome’s print preview and select a PDF destination to export a PDF.
Why does my PDF look different from the webpage?
Chrome may apply the site’s print stylesheet, omit interactive elements, or wait for lazy-loaded content. Check background graphics, wait for loading, and review the preview before saving.
