There is no universal Outlook desktop switch for arbitrary MCP servers. “Connect Outlook to a remote MCP server” describes two different integrations:

  • Server-to-Outlook: your MCP server calls Microsoft Graph to read or send Outlook mail.
  • Copilot-to-server: Microsoft 365 Copilot or an agent calls tools hosted by your remote MCP server.

Choose the pattern first. The identity, permissions, endpoint configuration and administrator approvals are different.

Choose the connection pattern

If you want an AI tool to operate on a mailbox, follow the first path. If you want Copilot to invoke your own remote tools, follow the second.

Path A: let the MCP server access Outlook mail

1. Register an application

Create an application registration in Microsoft Entra ID for the MCP server. The registration supplies the OAuth client identity and the redirect URI or other flow details used by your chosen sign-in method. Keep client secrets out of source control and store tokens in a protected secret store.

2. Select the least access that matches each tool

Microsoft Graph distinguishes delegated permissions (the server acts for a signed-in user) from application permissions (the server acts without a signed-in user). Application permissions can reach beyond one mailbox and require administrator consent for the relevant mail permissions; have the tenant administrator review mailbox scope and organizational policy first.

  • For sending through Graph sendMail, Mail.Send is the listed least-privileged permission.
  • Reading mail requires an appropriate read permission of its own. Do not assume a send permission permits reading.
  • Request only the read, send or update capabilities that your MCP tools actually expose.

3. Obtain a token using your selected OAuth flow

Use the delegated flow when a user should authorize each operation in that user’s context. Use application access only when unattended operation is intentional and approved. Your MCP method should reject requests when the token lacks the scope needed by the specific tool.

4. Call Graph from an MCP tool

The MCP tool is an adapter: it validates tool input, obtains or refreshes a Graph token, calls Graph, and returns a safe result to the MCP client. A minimal send request has this shape (replace the token, mailbox identity and message values with your own authorized data):

Expose a narrowly named MCP tool such as send_outlook_message, validate recipient and body fields, and log the Graph request outcome without logging access tokens or message contents unnecessarily. For reading, implement a separate tool with its own read permission and result filtering.

5. Test delegated and app-only behavior separately

A delegated token should behave as the signed-in user and be limited by that user’s access. An application token has no interactive user and may be broader. Test both the success case and an authorization failure before enabling production tools.

Path B: let Microsoft 365 Copilot connect to the remote MCP server

Choose a connector surface

Microsoft documents two distinct surfaces:

  • Custom federated connector: exposes read-only tools and retrieves information from the remote server at query time. The connector is created in the Microsoft 365 admin center. Gallery submission involves Microsoft review and tenant-admin approval; it is not an instant self-service attachment.
  • Agent connector in an app manifest: places the remote MCP endpoint in the manifest’s agentConnectors configuration for the target Microsoft 365 app or agent. This configuration is separate from MCP plugin authentication.

Select the surface supported by the Copilot or agent experience you are deploying. Do not copy authentication values from a plugin configuration into an agent-connector manifest: the supported authorization types differ.

Make the endpoint reachable and authenticated

The remote service must be available at a public HTTPS or WSS endpoint that answers MCP handshakes. Arrange authentication before creating a protected connector. Microsoft documents Microsoft Entra SSO, OAuth 2.0 and no-auth choices for the federated flow; agent connectors document authorization values such as OAuthPluginVault and DynamicClientRegistration for their own surface.

Configure OAuth details

  1. Register the OAuth client with the identity provider used by your connector.
  2. Set the redirect URI exactly as required by that Microsoft 365 surface.
  3. Create the corresponding authentication configuration.
  4. Reference that configuration from the connector or manifest using the exact identifier expected by the surface.
  5. Publish or deploy to the intended tenant and complete administrator approval where required.

Federated retrieval is live at query time. It does not automatically create a searchable copy of your source in Microsoft Graph, so availability and response latency depend on your endpoint.

Authentication and endpoint checklist

  • The configured base URL resolves to the MCP service that performs the handshake; do not point it at a website landing page.
  • HTTPS certificates are valid and the endpoint is reachable from Microsoft 365.
  • The redirect URI in the identity provider exactly matches the URI in the connector’s OAuth configuration, including path and scheme.
  • The manifest reference ID exactly matches the authentication configuration ID for an agent connector.
  • Scopes are limited to the operations exposed by the server.
  • Application mail permissions have explicit tenant-admin consent when used.
  • Secrets, refresh tokens and authorization headers are never returned as MCP tool output.

Troubleshooting common failures

Sign-in loops or “redirect URI mismatch”

Cause: the provider has a different redirect URI from the connector configuration. Fix: copy the URI from the selected Microsoft setup flow exactly into the OAuth client registration; remove alternate trailing slashes or schemes.

“Unauthorized” from Microsoft Graph

Cause: the token lacks the permission required by that operation, consent is missing, or the token type does not match the intended delegated/app-only model. Fix: inspect granted permissions, request the specific read or send scope, obtain fresh consent and have an administrator consent to application permissions where required.

The connector cannot reach the server

Cause: a private URL, invalid certificate, blocked WSS connection or an incorrect base URL. Fix: expose the documented public endpoint, verify the MCP handshake externally, and ensure the configured URL is the MCP endpoint rather than a proxy route that drops required headers.

Agent authentication is rejected despite working plugin OAuth

Cause: plugin authentication and agent-connector authentication are different configuration surfaces with different supported authorization types. Fix: rebuild the auth configuration using the documentation for the selected agent-connector surface and update its manifest reference.

Mail sends but reads fail

Cause: send and read permissions are independent. Fix: add and consent to the appropriate read permission only if a read tool is required, then issue a new token.

Changes are not visible immediately in Copilot

Cause: the federated connector or app has not completed deployment, review or tenant approval. Fix: check the admin-center status and assigned users, then test with an approved account after propagation.

Reliability, security and operating choices

Keep tool boundaries narrow

Separate read, send and update tools. Validate addresses, subject length, content type and attachment handling before calling Graph. Require an explicit confirmation step in any client that can send mail.

Prefer delegated access for user-driven actions

Delegated access naturally follows the signed-in user’s mailbox permissions. Choose app-only access only for an approved unattended workflow, because it is not automatically confined to the user who happens to invoke an MCP client.

Design for live dependency failures

For Copilot federation, return bounded, user-readable errors when the remote endpoint times out. Apply request timeouts, avoid duplicate sends on retries, and use an idempotency strategy in your application layer where a repeated tool call could create a second message.

Separate environments

Use different app registrations, redirect URIs and mailboxes for development and production. Revoke unused secrets and review granted permissions periodically.

FAQ

Can I add any remote MCP server directly to Outlook desktop?

Not through a general Outlook setting documented here. Use Microsoft Graph from your server, or connect the server to a Microsoft 365 Copilot or agent surface.

Does a federated connector copy all source data into Microsoft Graph?

No. The documented federated model retrieves information from the remote source at query time.

Is an MCP server required to send Outlook mail?

No. An ordinary Microsoft Graph application can send mail. MCP is useful when you want that capability exposed as a tool to an MCP client.

The Bottom Line

Identify the caller first: authorize your MCP server with narrowly scoped Microsoft Graph permissions when it needs Outlook mail, or configure a Microsoft 365 federated or agent connector when Copilot needs your remote MCP tools.
