To change Chrome’s menus and settings on Android, open More (⋮) > Settings > Languages > Chrome’s language, choose a language, wait for it to download, then tap Restart. To translate a web page, use Chrome’s separate translation controls; changing the app language does not translate pages or change your keyboard.
Change Chrome’s menus and settings

Open Chrome and tap More (⋮) > Settings > Languages.

Under Chrome’s language, tap the current language and choose the one you want.

Wait for the language to download. When Chrome says it is ready, tap Restart.

This changes Chrome’s interface, including its menus and settings. It does not change the language of the pages you visit or the keyboard you use. Chromium’s Android language picker explicitly notes: “Your keyboard won’t change.” Chromium Android UI strings.
Translate a web page in Chrome
Page translation is separate from Chrome’s interface language. Open a page in another language and tap the target language in Chrome’s translation notification. If no notification appears, tap More (⋮) > Translate.

Choose the default translation language
To set the language Chrome should translate pages into, go to More (⋮) > Settings > Languages > Advanced > Translate into this language. This controls the translation target; it does not change Chrome’s menus. Google’s Android instructions describe both language settings and page translation in its Chrome Help guide.
Set translation preferences

Preferred languages: Add languages and change their order under Settings > Languages. When a page is available in more than one language, the order helps determine which version is preferred.

Translation offers: Under Translation settings, turn Offer to send pages in other languages to Google Translate on or off.

Always or never translate: Under Languages > Advanced, manage languages Chrome should always translate or should never offer to translate.

Choose the setting that matches what you want

If Translate is missing or unavailable

If Chrome does not show a translation notification, try More (⋮) > Translate.

If Translate cannot be selected, Google says that language may not be available for translation. Refreshing the page is another suggested step. See Google’s Chrome Help guide.

If Google Search still appears in a different language, note that Search’s display-language controls are separate from Chrome’s app language. Google explains the distinction in its Search language settings help.
