Short answer: Chrome Headless can save a screenshot of a page, but its --screenshot flag is not a video-frame extractor. For a one-off page image, run Chrome with --headless, --screenshot, and --window-size. To capture a frame from an HTML video, first make the page seek and render the video at the required time, then take the screenshot. Puppeteer is the practical choice when that state must be scripted and repeated.
What Headless Chrome actually captures
The documented command-line screenshot mode captures the rendered target page and writes screenshot.png in the current working directory. It does not accept a video filename or a timestamp and does not promise that a particular decoded video frame has been painted. See the Chrome Headless command-line reference.
That distinction matters because an HTML <video> element is only one part of a page. The browser may still be loading media, the element may be paused, the requested time may not be a keyframe, or an overlay may cover it. A screenshot records whatever Chrome has painted when capture occurs.
One-off page screenshot from the command line
Use the Chrome executable installed on your system. This example sets a 1280×720 viewport and saves screenshot.png:

chrome --headless --screenshot --window-size=1280,720 'https://example.com/page'On some Linux installations the executable is named google-chrome or chromium. Replace chrome with that path. The output file is created in the directory from which you run the command. Add an explicit output path when your Chrome build supports the corresponding screenshot option, or run the command from a dedicated output directory so automation can find the file reliably.
Wait for a page to finish loading
--timeout=MS sets the maximum wait before Chrome captures. It is useful for a page that reveals its player or other content after a delay:
chrome --headless --screenshot --window-size=1280,720 --timeout=10000 'https://example.com/video'The timeout is a ceiling, not proof that a video frame is ready. A slow media request can still be incomplete when the screenshot is taken.
Advance timers with virtual time
--virtual-time-budget=MS fast-forwards time-dependent JavaScript such as setTimeout and setInterval:
chrome --headless --screenshot --window-size=1280,720 --virtual-time-budget=5000 'https://example.com/countdown'This can expose content controlled by page timers. Chrome’s documentation does not describe it as seeking an HTML video, synchronizing a decoder, or guaranteeing a frame at a requested timestamp. Treat it as a page-script timing control, not a video extraction API.

Why an exact video timestamp needs page logic
To obtain a meaningful video frame, the page normally has to perform these operations:
- Find the correct
<video>element (or the player’s internal element). - Ensure metadata and media are available.
- Set
currentTimeto the desired position. - Wait for the seek operation and for a decoded frame to be painted.
- Hide controls or overlays if they should not appear.
- Ask Chrome to screenshot the resulting page or element.
Not every player exposes a plain video element. Cross-origin media, DRM, canvas-based players, advertisements, lazy mounting, and site-specific controls can all change the workflow. The official Headless documentation establishes the screenshot and timing flags, but it does not provide a dedicated video-frame command or a universal seek-and-capture recipe. Test the target page and regard the timestamp as an application-level request rather than a guarantee of exact decoded-frame selection.

Puppeteer is Chrome’s JavaScript automation library and includes screenshot support. It lets you navigate, run page code, wait for state, and capture repeatedly. The current Headless documentation shows Puppeteer launching Headless Chrome; modern Headless uses the regular Chrome implementation, while the old standalone Headless Shell was separated from the Chrome binary starting with Chrome 132. Seek a video, then screenshot
The following pattern illustrates page-level control for a normal HTML video. Change the URL, selector, and timestamp for your page:

It does not overcome DRM, a custom player that replaces the element, a cross-origin restriction, or a browser/codec failure. If the page draws video into a canvas, screenshot that canvas or the containing region after the page has updated it.

Choosing CLI or Puppeteer

The sources document these roles, not a timing-precision comparison for decoded video. Do not select a tool on the assumption that either guarantees frame-accurate codec seeking.
Reliability checklist
- Pin the viewport and device scale factor so output dimensions are predictable.
- Wait for the selector that proves the player exists, then wait for media metadata.
- Pause the video before capture if playback would change the image during screenshotting.
- Disable or hide controls, cookie dialogs, chat widgets, and overlays when they are not part of the desired frame.
- Use a generous navigation timeout, but add a separate media readiness timeout so a stalled stream fails clearly.
- Log the URL, timestamp, viewport, browser version, and output filename for reproducibility.
- For batches, reuse one browser process and create isolated pages; close pages after each capture to limit memory growth.
Troubleshooting
The output is blank or shows a loading spinner
Increase the navigation wait, wait for the player selector, and verify that the media request succeeds in the page. A CLI timeout only controls when capture happens; it cannot repair a failed request.
The screenshot shows the wrong video moment
Check that you selected the intended video, waited for seeked, and paused playback. Some streams seek approximately or require additional data before painting. Capture after a page-specific rendered-frame signal when the player provides one.

There is no video element
Inspect the page after it loads. The player may be inside an iframe, shadow DOM, or canvas. Switch Puppeteer to the relevant frame or capture the rendered container; a generic selector cannot discover every player implementation.
Headless Chrome cannot play the media
Confirm the codec is supported by the installed Chrome build, the URL is reachable from the runtime, and authentication or cookies are present. DRM-protected playback may intentionally prevent ordinary screenshot automation.
Controls, consent banners, or chat cover the frame
Dismiss them through page code before capture, or hide their selectors with CSS. Keep a record of those changes so the image remains explainable.
The command is not found
Use the actual executable name or absolute path for Chrome, Chromium, or a managed Chrome-for-Testing installation. Chrome’s automation overview lists compatible components and downloads at Automation and testing with Chrome.

Cost and operational considerations
Running Chrome yourself means budgeting CPU, memory, browser downloads, storage, and maintenance. Video pages are heavier than static pages because media, JavaScript, and ads may continue loading. Reusing a browser process improves throughput, while isolating pages prevents cookies and player state from leaking between jobs. For a small number of captures, the CLI is simplest; for a service, Puppeteer gives explicit control over retries, waits, and failures. An API can remove browser setup, but you still need to decide whether a page screenshot—not a decoded video extraction—is the result you require.
Frequently Asked Questions
Can Chrome Headless extract a JPEG frame directly from an MP4 at 00:01:23?
The documented --screenshot command captures a rendered page, not a media file at a timestamp. Put the video in a page, seek it with page-level code, and then screenshot the rendered result, or use a media-processing tool designed for file extraction.
Does --virtual-time-budget seek video playback?
No documented guarantee exists. It fast-forwards time-dependent JavaScript; it is not specified as a video decoder seek or frame-synchronization option.
When should I use the old Headless Shell binary?
For ordinary automation, use current Chrome Headless. Chrome’s documentation says the old Headless mode became a separate chrome-headless-shell binary starting with Chrome 132.
