Use two layers: a screenshot for immediate visual evidence and a replayable web capture for preservation. Save the page, its internally referenced assets, the capture time in UTC, provenance, a site map, and a change log. Package the replayable capture as WARC or WACZ; keep the PNG, JPEG, WebP, or PDF as a companion exhibit. A screenshot by itself shows appearance, but it does not retain clickable relationships, hidden assets, source context, or site structure.
What a website archive must preserve
A screenshot answers “What did a person see?” at one moment. An archive must also answer “What content and relationships were available, how was it collected, and when?” The distinction matters when a page is edited, replaced, moved, or removed.

The U.S. National Archives and Records Administration (NARA) specifically says static screenshots are not sufficient permanent web-content records because they lack hypertext functionality. Its preferred transfer formats include WARC 1.0, WARC 1.1, and WACZ. ARC is an acceptable legacy format, but it is not the preferred choice for a new collection.
Plan the collection before opening a browser
Define the scope
Write down exactly what you are preserving:
- One URL, such as a product page or public notice.
- A page family, such as every article under a section.
- A subdomain, including whether linked assets on another domain are in scope.
- An entire site, including the crawl boundaries and exclusions.
Record the scope in the collection notes. A later reviewer should be able to tell whether a missing page was never in scope or failed during capture.

Set frequency from risk and change rate
There is no universal daily, weekly, or monthly interval. Capture more often when a page changes quickly or supports legal, regulatory, financial, safety, or public-accountability decisions. Capture less often for stable reference material. NARA frames frequency as a risk assessment: choose an interval that can reveal changes that matter to your purpose.

Capture the page and its dependencies
A replayable record needs more than the top-level HTML. Preserve internally referenced images, style sheets, scripts, media, linked resources, and the control information produced by the harvesting process. NARA’s transfer guidance calls for component parts, links, functionality, data integrity, internally referenced URLs, and harvesting control information.
- Start with a clean, authorized session. If the page is public, use a normal browser context. If access requires authentication, use an account you are authorized to use and document that access condition without storing credentials in the collection.
- Let the page settle. Wait for the main content and important asynchronous elements to load. Note any content that depends on scrolling, a click, a location, a cookie choice, or a logged-in state.
- Collect the replayable package. Configure your archival crawler or capture system to include the page and its referenced resources, then export WARC or WACZ. Preserve the original capture output; do not “clean up” the package by deleting unfamiliar files.
- Make the visual companion. Take a full-page or viewport screenshot after the same page state is reached. Record the URL, UTC time, viewport or device, browser version, and any interaction performed before capture.
- Check the result. Open the package in a replay viewer and inspect the screenshot side by side with the replay. A successful HTTP request is not proof that dynamic content, images, or links were captured correctly.
Make a reproducible screenshot
The following Playwright example creates a full-page PNG and a small metadata file. It is a visual companion, not a replacement for WARC or WACZ. Install Playwright first with npm install playwright, then save this as capture.mjs and run it with node capture.mjs https://example.com.

For pages that continue making requests, replace networkidle with an explicit wait for a selector that proves the content you need is present. If a consent banner, newsletter prompt, or chat panel obscures the page, record the action used to dismiss it and make the same action in later captures. Do not silently change the page state between versions.

Package the archive with provenance
Use a stable record identifier
Store the original URL and capture timestamp in UTC, but do not rely on that pair as the only identifier. The International Internet Preservation Consortium notes that URL-plus-timestamp values can collide. Use a stable WARC-Record-ID for preservation management and keep it in your collection index.
Write a collection record
For every capture, record:
- Original URL and final URL after redirects.
- Capture timestamp in UTC.
- Collector, service, or system name.
- Software and version, where available.
- Scope and crawl boundaries.
- Authentication, location, cookie, or interaction conditions that affect what was shown.
- Collection identifier and stable record identifier.
- Links to the WARC or WACZ package and the companion screenshot.
Preserve structure and context
Keep a site map showing how pages relate to one another. Add a short statement explaining why the collection was made and the procedure used. NARA describes trustworthy web records as requiring content, context, and, in some cases, structure. The site map is especially important when a stand-alone snapshot contains many pages.

Track page history with a change log
Keep each successive capture instead of overwriting the previous one. A change log should identify the record IDs being compared and describe the observed event:
- Content edit, such as changed text, prices, dates, or images.
- Page replacement with a substantially different document.
- Relocation to a new URL.
- Removal or failure to retrieve.
- Site-map or navigation changes.
Describe what changed without treating a visual difference as proof of a particular cause. For example, “headline and hero image differ between record A and record B” is more defensible than claiming who made the edit unless your provenance establishes it.

WARC
WARC is NARA’s preferred format for captured web responses and preservation metadata. Use WARC 1.0 or WARC 1.1 when your receiving institution or replay system specifies one of those versions.
WACZ
WACZ is also listed by NARA as a preferred web-archive collection format. It is useful when your workflow needs a packaged collection that can be transferred and replayed as a unit.
ARC and visual files
ARC remains an acceptable legacy format, particularly when you must maintain an older collection. PNG, JPEG, WebP, and PDF are valuable exhibits for visual review, but they should accompany—not replace—a replayable capture when links, assets, and structure matter.

Store and verify the collection
Keep at least one controlled, access-managed copy and document the standard operating procedure used to create and verify it. Periodically open the package in a replay viewer, follow representative links, and confirm that the screenshot and metadata still resolve to the intended record. Preserve an untouched master and use a separate working copy for annotations or redactions.
Archiving is not the same as backup. The UK National Archives distinguishes an archive, which preserves a site so users can access and navigate it similarly to the live site, from a backup, which mainly enables rebuilding after a failure. A dated capture preserves what was available at a specific time; a backup may only preserve what is needed to restore a system.
Troubleshooting common capture failures
The screenshot is blank or only partly rendered
Cause: the capture ran before client-side rendering completed, or the page requires an interaction. Fix: wait for a meaningful selector, increase the timeout, perform the required click or scroll, and record that procedure. Verify the replay package separately; a screenshot can look complete while referenced assets are missing.
Images or styles are missing in replay
Cause: the collector captured the document but not internally referenced resources, or requests were blocked. Fix: expand the crawl’s resource scope, inspect failed requests, and recapture with the required assets included.
A cookie or chat overlay covers the exhibit
Cause: the page state was not normalized before capture. Fix: use a documented consent or dismissal action, capture again, and apply the same rule consistently to later versions. Keep a note of the original state if the overlay itself is relevant evidence.

The same URL appears twice with confusing timestamps
Cause: URL-plus-time is not a guaranteed unique key. Fix: index the records with their WARC-Record-ID and a collection identifier, then reference those IDs in the change log.
The live page has moved or disappeared
Cause: relocation, replacement, removal, or a retrieval failure. Fix: retain the earlier package, record the final URL or error, and classify the event in the change log instead of deleting the old entry.
The collection is too slow or expensive to operate
Cause: scope, frequency, full-page media, or repeated asset downloads are larger than necessary. Fix: narrow crawl boundaries, avoid recapturing stable sections unnecessarily, use caching where your archival system supports it, and schedule high-frequency captures only for high-risk pages. Do not reduce scope so far that required dependencies or context disappear.
