On a block-theme site, the native WordPress Navigation block can collapse into a menu icon and open an overlay that you customize as a fullscreen-style menu. Edit the header in Appearance > Editor, set Overlay to Mobile or Always, customize the overlay template, then test it at several viewport sizes and with a keyboard. Classic and hybrid themes use a different editing path and may not expose these controls.
First identify your theme type
The editing route depends on the active theme:
- Block theme: navigation is managed in the Site Editor. Open Appearance > Editor and edit the header or template part that contains the navigation.
- Classic or hybrid theme: look for Appearance > Menus and the theme’s own menu or mobile-menu settings. The legacy Menus screen can also be restored or enabled by a plugin, so its presence is not limited to one theme category.
WordPress 6.0 and later uses the Navigation block for menus in block themes, while classic and hybrid sites may still use the Menus screen. The block-theme overlay-template workflow below will therefore not appear identically on every installation.
Build the menu with the Navigation block
Open the header or template part
- Go to Appearance > Editor.
- Open the template or template part containing your site header.
- Select the existing Navigation block. If the header has no menu, insert a Navigation block.
Add page links, custom links and submenus as needed. Each item is a block that can be edited, reordered or removed. Keep the top level focused on useful destinations; an overloaded menu is harder to scan and harder to operate on a phone.
Choose when the menu becomes an overlay
With the Navigation block selected, open its block settings and find Overlay. The available choices control when the navigation collapses:

This setting determines when the trigger appears; it does not by itself guarantee an edge-to-edge, full-height design. The opened overlay’s contents and layout come from its overlay template and any design settings applied to it.
Customize the opened overlay for a fullscreen-style result
Create the overlay template
- In the Navigation block settings, open Overlay template.
- Choose Create overlay.
- Edit the template in the Site Editor and save it.
The default overlay presents menu items vertically. You can adjust its blocks and design settings to create the visual treatment you want: spacing, alignment, typography, colors, background and the placement of supporting elements. A fullscreen-style menu normally uses a background that covers the available viewport and a clear vertical link stack, but the exact appearance depends on the theme’s layout rules.

Make submenus understandable
Navigation settings include submenu behavior, including whether a submenu opens on hover or click and whether an arrow appears beside an item that has children. On touch devices, a click-based interaction and a visible indicator are generally easier to understand than hover-only behavior. Check that the close control remains obvious and that the link order matches the information architecture of the site.
Preview desktop, tablet and mobile behavior
In the editor, use View to inspect the Desktop, Tablet and Mobile presets. You can also drag the canvas edge to test an in-between width. These previews show how the Navigation block responds, but the live theme can affect spacing, typography and the final breakpoint, so inspect the published site as well.

Know the documented responsive defaults
For WordPress 7.1 and newer block themes, the documented responsive-style defaults treat widths of 480px and narrower as mobile and widths wider than 480px through 782px as tablet. A theme can customize those widths, so treat them as defaults rather than a promise that every site will switch at exactly those pixels.
- Resize around the transition where the icon appears.
- Check long labels, nested submenus and translated text for wrapping or overflow.
- Confirm that the overlay covers the intended area and does not sit behind the site header, cookie notice or other fixed element.
- Test both portrait and landscape phone orientations.
Verify keyboard and focus behavior
Do not treat the presence of the Navigation block as proof that the finished design is accessible. Test the actual front end with a keyboard:

- Use Tab to reach the menu trigger and confirm that its focus indicator is visible.
- Activate it with Enter or Space.
- Move through links and submenu controls without getting trapped or skipping items.
- Close the overlay with its close control and confirm that focus returns sensibly to the page and that the underlying content is usable.
The WordPress Theme Handbook states: “All controls must be usable with the keyboard on all screen sizes, including but not limited to buttons for opening and closing menus, submenus, any type of dialog, modal, and popup.” The block-theme accessibility guidance also covers keyboard navigation, the navigation landmark and relevant ARIA behavior. A keyboard check on the published site is still necessary, especially after changing the overlay template.

You may not see the Navigation block’s overlay-template controls. Start with Appearance > Menus, then inspect the theme customizer or theme documentation for mobile-menu options. If the theme does not provide a fullscreen overlay, a third-party plugin may be an option, but verify its current maintenance, compatibility with your WordPress and theme versions, accessibility behavior, and whether it actually provides a fullscreen overlay before installing it. Plugin availability and behavior vary, so do not assume that a menu icon supplied by one product will produce the same result as the core block workflow.

Which native setup should you choose?

Common problems and fixes
The Overlay setting is missing
Confirm that you selected a Navigation block and that the site is using an active block theme. On a classic or hybrid theme, look for the legacy Menus screen or the theme’s own responsive-menu settings.
The icon appears, but the menu is not fullscreen
Opening the overlay and styling the overlay are separate tasks. Open Overlay template, choose Create overlay, and adjust the template’s background, dimensions, spacing and alignment. Also check whether the theme applies a constrained content width.
The menu works on desktop but fails on a phone
Use the editor’s Mobile and Tablet views, resize through the breakpoint, and test the live site on an actual phone. Look for overflowing labels, submenu controls that require hover, and fixed elements covering the overlay or close button.
Keyboard users cannot close it
Check that the close control is reachable with Tab, has a visible focus state and can be activated from the keyboard. Re-test after every overlay-template change.
