To add a cookie consent popup in WordPress, install and configure a consent-management plugin such as CookieYes, then verify that it blocks non-essential cookies until visitors make a choice. Installing a banner alone is not enough: the setup also needs clear accept, reject and preference controls, an accurate cookie policy, and a way for visitors to revisit their choice.

Choose a WordPress installation method

Install the CookieYes plugin

  1. In your WordPress dashboard, open Plugins > Add New.
  2. Search for CookieYes, install the plugin, and activate it. The WordPress listing says a banner appears after activation: CookieYes for WordPress.
  3. Open the plugin’s settings and follow its setup to connect or configure the consent banner.

Add CookieYes manually

If you do not want to use the WordPress plugin, create and customize the banner in CookieYes, copy its installation code, and add it to your site. The vendor’s instructions say to place the code in the theme header between <head> and </head>, before other scripts, or in the Header section of a header/footer plugin. CookieYes warns that placing the code after other custom scripts can interfere with automatic blocking. Use its Verify control after installation: CookieYes documentation.

Set the consent rules and audience

Choose the legal template that fits your visitors and how the site uses cookies. CookieYes documents GDPR, US State Laws, and combined templates, with geo-targeting available when the banner should vary by a visitor’s location. Configure consent expiration and decide whether the page reloads after a consent action. These controls are documented in the CookieYes setup guidance.

Review the site’s actual cookies and scripts before assigning categories. Necessary cookies may remain active, while analytics, advertising, embedded video, and other non-essential services should wait for the relevant consent. Do not configure categories to load before consent or hide categories visitors need to control; CookieYes warns those settings can undermine compliance.

Choose a layout and provide meaningful choices

CookieYes documents Box, Banner, and Popup layouts. Its documentation lists the Popup layout as available on Pro and Ultimate plans; check the current plan details before selecting it. Edit the banner title and message, colors, and controls, including Accept All, Reject All, Customize, and close buttons. Add a Read More link to the site’s privacy or cookie policy. Keep a visible way for visitors to return later and change or withdraw their choice. See the vendor’s banner configuration instructions.

Make the choice understandable: explain the purposes of optional cookies and provide a workable way to reject them as well as accept them. A banner that only announces cookie use, or offers no practical preference controls, does not provide the same choices as a consent-management setup.

Scan cookies and review the policy

CookieYes describes tools for scanning a site, categorizing cookies, logging consent, and generating a Cookie Policy. Treat scan results as a starting point: compare them with the plugins, analytics and advertising tags, and embedded services actually running on the site. Check that policy entries accurately describe cookie names, purposes, providers, and retention where applicable. A generated policy is only useful when its contents match the site.

Test the banner and blocking behavior

After configuration, check the public site in a fresh browser session and verify each consent path. CookieYes provides a Verify control for its installation; the checks below are practical site-owner checks, not a claim that a particular website has passed them.

  1. Confirm that the banner appears before a visitor has made a choice.
  2. Choose Accept All and confirm that the relevant optional scripts activate.
  3. Start a fresh session, choose Reject All, and confirm non-essential scripts remain blocked.
  4. Open category preferences, make a category-level choice, and confirm only the permitted categories activate.
  5. Use the revisit-consent control to change or withdraw the choice, and check that the policy link opens the intended page.

If analytics or advertising scripts run before consent, check that the consent code is installed early enough, that categories are assigned correctly, and that other plugins or custom scripts are not loading the tags independently. A visible popup does not by itself prove that blocking works.

When to consider another plugin

Compare consent tools on the capabilities your site needs: pre-consent blocking, cookie scanning, consent logs and export, policy generation, geo-targeting, tag integrations such as Google Consent Mode, multilingual support, page-builder compatibility, performance, update history, and which layouts are included in the selected plan.

Does a plugin guarantee compliance?

No. CookieYes states that no plugin can guarantee compliance: the site owner still needs to assess how the site uses cookies and configure the tool correctly. Requirements can depend on visitor location and the site’s actual data practices. Treat the plugin as implementation support, not a substitute for reviewing applicable privacy requirements or the site’s behavior.
