To make a Windows window active by hovering, open Control Panel > Ease of Access Center > Make the mouse easier to use and select Activate a window by hovering over it with the mouse. The option is in the classic Control Panel in Windows 10 and Windows 11, rather than on the standard Mouse page in Settings.

What hover-to-activate does

Normally, you click an inactive window to make it the active window. With hover-to-activate enabled, resting the pointer over another window for a short time changes focus without a click. Depending on the application and how the windows are arranged, the newly focused window may also come to the foreground.

This changes window focus; it does not click buttons, open menus, select text, or launch programs. Applications can also manage focus differently, so behavior may not look identical in every app.

Enable it in Windows 11

  1. Open Start, type Control Panel, and open it.
  2. If Control Panel is showing categories, set View by to Large icons or Small icons.
  3. Open Ease of Access Center, then select Make the mouse easier to use.
  4. Under Make it easier to manage windows, select Activate a window by hovering over it with the mouse.
  5. Select Apply, then OK.

Enable it in Windows 10

The Control Panel path is the same in Windows 10. Open Control Panel from Start search, choose Ease of Access Center > Make the mouse easier to use, select the hover-activation checkbox, then choose Apply and OK. The control may not appear on the modern Settings > Ease of Access > Mouse page; use Control Panel instead. Microsoft Q&A discussions describe the Control Panel route for Windows 10 users: Windows 10 mouse stuck in activate-window mode and guidance on the hover activation setting.

Turn hover activation off

To restore click-to-activate behavior, return to Control Panel > Ease of Access Center > Make the mouse easier to use, clear Activate a window by hovering over it with the mouse, and select Apply and OK. This is the first thing to check if windows keep coming to the front as your pointer passes over them.

Test whether it is working

  1. Open two windows and arrange them so both are visible, with one partly covering the other.
  2. Move the pointer over the inactive window and pause briefly without clicking.
  3. Check whether that window becomes active or moves to the foreground.

If one window is maximized, there may be no visible overlapping window to activate. Also make sure you are testing window focus, rather than a button or other control that responds to pointer hover on its own.

Hover activation is not inactive-window scrolling

Windows has a separate option called Scroll inactive windows when hovering over them. It lets you point at an inactive window and use the mouse wheel to scroll it; it does not make that window active just because the pointer is over it. Microsoft documents that scrolling option on its mouse settings page. In Windows 11, find it under Settings > Bluetooth & devices > Mouse; in Windows 10, use Settings > Devices > Mouse.

Feature What happens

Find the setting or troubleshoot unexpected behavior

The checkbox is missing

  • Confirm that you opened classic Control Panel, not only the Settings app.
  • Set Control Panel’s View by to Large icons or Small icons if it is showing categories.
  • Open Ease of Access Center > Make the mouse easier to use, then look under the window-management options.
  • If it is still absent, enter winver in Start search and check your Windows edition and build.

An optional shortcut to Control Panel is Win + R, type control, and press Enter. You can also try control access.cpl in the Run dialog to open the Ease of Access Center directly; treat this as a convenience shortcut, not the main documented path.

The setting is on but appears not to work

  • Keep the pointer over the inactive window long enough for the focus change to register.
  • Test with two visible, overlapping windows rather than a maximized window.
  • Try another application; an app may manage focus or foreground activation differently.
  • Check whether the setting was changed in the Windows account you are currently using.
  • Close third-party window managers, mouse utilities, accessibility tools, or automation software temporarily to see whether one is applying a competing focus rule.

The checkbox normally applies without a restart. If the change does not take effect, try signing out and back in or restarting Windows as a later troubleshooting step.

Windows still activate unexpectedly after you turn it off

Confirm the checkbox is cleared in the current account. If the behavior continues, close third-party utilities that can manage windows or pointer behavior and test again. Taskbar thumbnail previews and application-specific hover effects are separate from Windows hover-to-activate.

Accessibility and the hover delay

Hover activation can reduce clicks when switching among windows and may suit people with limited dexterity or joint pain. It can also change focus when the pointer crosses a window unintentionally, which may send typing to the wrong application. People working with tightly tiled windows or multiple monitors may prefer the ordinary click-to-activate behavior.

Community technical documentation reports an approximately 500 ms default hover delay and associates the delay with the ActiveWndTrkTimeout registry value; this is not a current Microsoft-documented setting in the standard interface. See ElevenForum’s hover-delay reference.

The on/off state is associated in community documentation with HKEY_CURRENT_USERControl PanelDesktopUserPreferencesMask. Registry editing is an advanced alternative, not the recommended way to enable or disable the feature. An incorrect change can affect the current user’s desktop behavior, and a change may not appear until signing out or restarting Explorer or Windows. Back up the registry or create a restore point before editing, and do not substitute an unverified binary value. See ElevenForum’s reference on the setting and registry location.
