Netflix’s plan to stop informal password sharing was aimed at people using one account from separate households, not at every viewer who knew the password. The company’s approach combined a designated Netflix Household with checks based on the home internet connection, IP address, device IDs and account activity. Depending on the situation, an account holder or outside user could face verification, a profile transfer, a paid extra-member option or the need for a separate account.

The original “early 2023” warning was a forecast in October 2022. Netflix formally announced the first broader rollout on February 8, 2023, starting in Canada, New Zealand, Portugal and Spain.

Why Netflix changed its sharing rules

Netflix said more than 100 million households were sharing accounts, reducing the number of households paying for the service. That figure was Netflix’s own estimate in its February 8, 2023 announcement, not an independent measurement. The company connected converting some of those viewers into paying accounts with its ability to keep investing in programming.

Netflix’s rule is about household membership. People who live together can use one account with separate profiles, subject to their plan’s device limits. A relative, friend or partner who permanently lives elsewhere is a different case, even if the account owner pays the bill.

Password sharing is not the same as simultaneous streams

A plan’s simultaneous-stream allowance controls how many devices can watch at once. It does not authorize unrelated households to use the account. Netflix’s plan documentation separates those technical limits from its one-household policy: Netflix plan and device information.

Situation How Netflix’s policy treats it
Several people living together Permitted household use, with separate profiles if desired
More devices watching at once than the plan allows A simultaneous-stream limit, not proof of household sharing
A person living permanently in another home Outside the account’s household and potentially subject to verification or paid-sharing options
A hotel, holiday rental or personal device during a trip Travel use that Netflix said would remain supported
An unknown person using the account Possible account compromise; review devices, sign out and change the password

How Netflix identifies a household

Netflix defines a Household as the main place where an account is used. Its current help documentation says the service can use the home internet connection, IP address, device IDs and account activity to establish that pattern. It says it does not use GPS to determine a device’s precise physical location. See How Netflix Household works.

These signals are intended to recognize a consistent primary location, not to function as a perfect live-location tracker. A phone connecting through cellular data, a television on a different network and a device that has never appeared at the primary home can look different from the account’s normal activity. Netflix did not describe every detection threshold publicly.

What could happen to a device outside the household?

  1. Netflix notices an inconsistent access pattern. The service may see activity that does not match the established household.
  2. Verification may appear. Netflix can ask the account owner to confirm access through an on-screen process or a code sent through the account’s contact method.
  3. The owner manages access. The owner can review signed-in devices and remove unfamiliar sessions using Netflix’s account controls.
  4. Long-term outside users choose a new arrangement. Depending on the country and plan, that can mean an extra-member slot, a transferred profile on a new account or a completely separate subscription.

This was not announced as an automatic permanent lockout of every device away from home. Netflix explicitly said members could continue watching while traveling, so an unexpected verification request should not by itself be treated as proof of a policy violation.

Options for someone who lives elsewhere

Add an extra member

Netflix introduced paid extra members for qualifying Standard or Premium accounts in many markets. An extra member receives an independent login, but eligibility, limits and pricing depend on the country and plan. In the February 8, 2023 launch announcement, the examples were Canada at up to CAD$7.99 per month per person, New Zealand at up to NZD$7.99, Portugal at €3.99 and Spain at €5.99. Those were historical launch prices, not universal or current 2026 prices. Netflix’s announcement is at An Update on Sharing.

Transfer the profile

A person moving out permanently can transfer a profile to a new account. Netflix said the transfer could preserve recommendations, viewing history, My List, saved games and related profile data. The new account then has its own billing and household relationship. Details are available at Netflix profile transfer.

Create a separate account

A separate subscription is the clearest option when extra-member functionality is unavailable, the plan is ineligible or the departing user wants complete control over billing and access. It can cost more than an extra-member slot, but it avoids dependence on another household’s account.

Stop using the account from the other home

Someone who does not need regular access can simply keep the account within the primary household. The account owner should not confuse a higher stream allowance with permission to add another residence.

Who is most likely to be affected?

  • Adult children: A child who permanently lives at a college apartment or another city may no longer fit the parent’s Netflix Household.
  • Partners with separate homes: A relationship does not create an automatic exception when the two people maintain different residences.
  • Friends sharing one subscription: Friends in unrelated homes are the clearest example of the out-of-household use Netflix sought to convert.
  • Seasonal-home users: A second residence can produce an awkward fit with a single-household model, especially during extended stays.
  • Long-term business travelers: Repeated use from another location may look different from a short trip, even when the account holder is legitimate.

Netflix’s household model may not map neatly onto every family arrangement. Occasional use elsewhere should not be assumed to be permanently blocked, but neither should readers assume that a family relationship guarantees continued access.

Travel was treated differently

Netflix said members could watch on personal devices while traveling and sign in on a new television at a hotel or holiday rental. That makes a short vacation different from a person using the account every week from a second permanent home.

Travel can still trigger a verification request because the device and network differ from the primary household. The practical response is to use Netflix’s official verification and account-management tools, not to repeatedly circulate the password or assume that a hotel television creates a permanent exemption.

Does paying for a more expensive plan allow sharing?

No. Higher-priced plans generally provide features such as more simultaneous streams, higher resolution, downloads or additional supported devices. They do not automatically authorize people in separate households. Netflix identified Standard and Premium plans as eligible for extra-member functionality in many markets, but country rules and plan availability apply.

What account owners should do

  1. Review access: Check the signed-in device list and remove anything unfamiliar.
  2. Secure a compromised account: Change the Netflix password, avoid reusing it elsewhere and use Netflix’s “Sign out of All Devices” control when necessary. The household help page is here.
  3. Identify permanent outside users: Decide whether each person will become an extra member, transfer a profile or open a separate account.
  4. Keep travel use separate from sharing decisions: A hotel television or phone on vacation is not the same as maintaining another household.
  5. Do not rely on VPN workarounds: A VPN can introduce more network and device inconsistencies, may interfere with playback and does not change Netflix’s stated one-household rule.

What Netflix announced, and when

Date What was known
October 2022 Netflix’s earnings-period discussion was widely reported as preparation for broader account-sharing enforcement in early 2023. Contemporary coverage included this October 2022 BGR report.
February 8, 2023 Netflix formally announced paid-sharing tools and a rollout beginning in Canada, New Zealand, Portugal and Spain.
Later documentation Netflix’s help pages described the Household concept and the use of IP address, device IDs and account activity, while stating that GPS is not used to determine precise device location.

The practical meaning of the crackdown

Netflix’s objective was not simply to punish anyone who had ever shared a password. It was to establish one primary household, verify unusual access, preserve legitimate travel and turn persistent out-of-household viewers into paid users through an extra-member slot or a new account. The October 2022 headline captured that direction, but the February 2023 rollout and Netflix’s later documentation provide the more precise picture.
