Short answer: you currently cannot use two controllers for local multiplayer in one Xbox Cloud Gaming session through any documented, officially supported setup. Xbox documents Cloud Gaming around a compatible controller connected by Bluetooth or USB, not two independent controllers assigned to Player 1 and Player 2. Pairing two controllers with your TV, phone, tablet, PC, or browser does not guarantee that the streamed Xbox session will recognize both.

If you want two people on one screen, use an Xbox console for local multiplayer. If separate screens are acceptable, use two Cloud Gaming sessions and the game’s online multiplayer mode.

Why connecting two controllers is not enough

Two-controller play has to work at several different layers:

  1. Host device: Windows, Android, iOS, a smart TV, or a streaming device must recognize both controllers.
  2. Cloud Gaming client: The Xbox app or browser must forward both controller inputs separately.
  3. Cloud session: The streamed Xbox environment must identify the controllers as separate players.
  4. Game: The title must support local co-op, local versus multiplayer, split-screen, or another two-player mode.

A device can show two controllers as connected while the cloud session exposes only one usable gameplay input. In that situation, the second controller may do nothing or control the same player as the first.

Xbox Cloud Gaming’s public requirements currently refer to a compatible controller. Xbox does not document two-controller local multiplayer in one Cloud Gaming stream. Microsoft Community discussions also contain recurring reports of second controllers being unsupported or assigned to Player 1, but those reports are user evidence rather than a formal product specification.

What Xbox Cloud Gaming officially supports

For standard controller-based play, Xbox currently lists these general requirements:

  • An Xbox Game Pass subscription where required by the selected game and plan.
  • A supported device, such as a compatible PC, phone, tablet, select smart TV, Amazon Fire TV device, Meta Quest headset, console, or browser.
  • A compatible controller connected by Bluetooth or USB. Some games support Xbox touch controls instead.
  • A Wi-Fi or LTE connection with at least 10 Mbps download speed. Xbox notes that some devices may need 20 Mbps for best quality.
  • Preferably a 5 GHz Wi-Fi connection.
  • For browser play, a supported browser such as Microsoft Edge, Google Chrome, or Safari.

Game availability and features vary by title, region, Game Pass plan, and platform, so a game being included in Game Pass—or supporting multiplayer on an Xbox console—does not automatically mean it supports every multiplayer configuration through Cloud Gaming.

How to test your setup

You can check whether the problem is controller pairing or Cloud Gaming support, but these steps do not create an officially supported two-player mode.

  1. Check the specific game. Confirm that it is cloud playable and identify whether its multiplayer is local, split-screen, shared-screen, or online-only.
  2. Pair both controllers. Use Bluetooth or connect them by USB. On a PC, verify that Windows lists both devices; on a phone, TV, or streaming device, check its connected-device settings.
  3. Open Cloud Gaming. Use the official Xbox app where supported or visit Xbox.com/play in Edge, Chrome, or Safari.
  4. Start the game with one controller. Wait until the game reaches its title or main menu.
  5. Look for an in-game option such as “Join,” “Add player,” or “Press a button to join.” The game must offer such a mode, and the cloud session must expose a second player slot.
  6. Test the second controller. If it controls Player 1, duplicates the first controller’s inputs, or does nothing, the session is not providing separate local-player input.

If both controllers work in an installed local game but not in Cloud Gaming, the hardware is probably fine and the limitation is likely the cloud client or session.

Does the game itself support local multiplayer?

Yes, the game must support it—but that is only one requirement. A title may offer local co-op or split-screen on a physical Xbox while remaining unsuitable for two-player local play through one Cloud Gaming stream.

Conversely, a game that supports only online multiplayer cannot become local multiplayer simply because a second controller is connected. Check the game’s specific multiplayer description rather than relying on its general “multiplayer” label.

Games such as It Takes Two illustrate why the distinction matters: a two-player design may require two online players, or it may support two local controllers, depending on the title and mode. Cloud availability alone does not establish that two controllers can share one stream.

Browser, USB, TV, and Fire TV questions

Does using a browser enable two controllers?

No. Edge, Chrome, and Safari can provide a supported way to launch Xbox Cloud Gaming, but browser support does not imply support for multiple local controllers. Two browser tabs also do not turn one game into a two-player local session; they attempt to create separate cloud sessions and may require separate sign-ins, game access, and additional bandwidth.

Does USB work better than Bluetooth?

USB can solve connection problems, but it does not add second-player support. Use USB when Bluetooth pairing is unreliable, a controller disconnects, wireless interference is causing lag, or the host device does not support the controller’s wireless mode.

Can two controllers work on a smart TV or Fire TV?

Some supported TVs and streaming devices can pair multiple Bluetooth controllers at the operating-system level. That still does not establish that Xbox Cloud Gaming will pass both as separate players. Check the device’s controller limits, but do not buy a second controller expecting it to enable couch co-op in the same Cloud Gaming session.

Practical troubleshooting

If your first controller is unreliable, or you want to confirm that the second device is not being merged by the host, try the following:

  • Disconnect the second controller and test the first one alone.
  • Close other games and controller-enabled apps.
  • Forget and re-pair both controllers in the host device’s Bluetooth settings.
  • Try USB for the controller that is failing.
  • Update controller firmware with the Xbox Accessories app on a supported Windows PC or Xbox console.
  • Restart the host device and launch a fresh Cloud Gaming session.
  • Try the official Xbox app or a supported browser instead of the current client.
  • Disable or close Steam Input, DS4Windows, gamepad mappers, and remote-control apps that may merge both devices into one virtual controller.
  • Check your connection against Xbox’s recommended speed and, where possible, use 5 GHz Wi-Fi.

Stop troubleshooting as a pairing problem when the host device clearly sees both controllers but the game still offers only one player slot. Further Bluetooth or USB changes cannot reliably add a feature that the cloud session does not expose.

What you can do instead

1. Use separate Cloud Gaming sessions for online multiplayer

For online multiplayer, each person generally joins from a separate device or separate game session with a controller and account. The exact account, subscription, and game-access requirements vary by title, region, platform, and Game Pass plan.

Xbox describes Cloud Gaming as supporting play with others across devices and online console multiplayer. Xbox also announced invite links for multiplayer cloud sessions for Game Pass Ultimate members, with availability and requirements subject to supported games, devices, regions, and accounts. This is a valid way to play together, but it is not couch co-op: the players use separate screens and sessions.

2. Play locally on an Xbox console

An Xbox console is the reliable choice for two people sharing one screen. Connect both controllers to the console, sign in the required profiles, and use the game’s local multiplayer mode. The title must still support local co-op, versus, split-screen, or shared-screen play, and you must have access to that game on the console.

For readers considering hardware, the Xbox Series S and Xbox Series X are the relevant console alternatives. A second controller is useful if you will use it with a console, locally installed PC games, or another platform that supports two controllers; it is not a dependable upgrade for the same Cloud Gaming session.

3. Consider Remote Play from your own Xbox

Xbox Remote Play is different from Cloud Gaming. With Remote Play, the game runs on your own Xbox console and is streamed to another device. Cloud Gaming runs the game on Microsoft’s cloud infrastructure.

Remote Play may be a better route for accessing a local multiplayer game remotely because the game is running on hardware designed to handle multiple controllers. It still requires an Xbox console, suitable network conditions, and a game and Remote Play setup that support the desired mode. Check Microsoft’s current Remote Play requirements rather than assuming every local multiplayer configuration will work remotely.

4. Use Copilot only for shared control

Xbox Copilot combines input from two controllers so two people can help control the same player profile. It is an accessibility feature, not a way to create Player 1 and Player 2 in a local multiplayer game. It therefore does not solve two-player couch co-op through Cloud Gaming. Its availability and behavior should be checked on the specific Xbox device or client being used.

Bottom line

As of August 18, 2026, Xbox does not document or officially advertise a way to use two controllers as separate local players in one Xbox Cloud Gaming session. Both controllers connecting to a PC, phone, tablet, TV, or browser is only the first step; the cloud session and the game must also support separate player identities.

For two people on one screen, use an Xbox console. For separate screens, use online multiplayer through separate Cloud Gaming sessions. Remote Play is another console-based alternative, but it is not the same service as Xbox Cloud Gaming.
