Do not copy C:UsersOldUser wholesale and expect a working duplicate. A Windows profile combines personal files with a registry hive, permissions, account identifiers, encrypted credentials, application databases and junction points. The right method depends on your goal: copy a few folders manually, migrate supported files and settings with Microsoft USMT, or use a specialist tool for complex account changes.
This guide covers Windows 10 and 11. Mac accounts use Migration Assistant, while Chrome, Edge and Firefox profiles should be moved with each browser’s sync or export tools.
Choose the method that matches your situation

Why a profile folder is not an account
A profile normally contains Desktop, Documents, Downloads, Pictures, Music and Videos, plus AppDataRoaming, AppDataLocal, AppDataLocalLow and the NTUSER.DAT registry hive. It also carries NTFS ownership and permissions tied to the original account’s security identifier. Browser cookies, certificates, VPN tokens, password-manager data and other secrets may be encrypted for that account or device.

Microsoft describes user state as files, registry keys and values, operating-system settings, application settings and user data—not simply the contents of C:Users (How USMT works). Copying hidden files does not recreate the account’s security identifier, and copying NTUSER.DAT, NTUSER.DAT.LOG* or NTUSER.INI into another account does not rename or reassign the profile.

Safest same-PC method: copy personal files
- Back up first. Copy the source data to an external drive or protected location. Keep it until every application and important file has been checked.
- Create the destination account in Settings > Accounts > Other users (wording can vary), then sign in once so Windows creates its profile folder. Sign out.
- Use a separate administrator account. Neither the old nor new user should be logged in while copying. Close Outlook, OneDrive, browsers, database clients, game launchers and similar software.
- Copy supported folders:
Desktop,Documents,Downloads,Pictures,MusicandVideos. Reinstall applications and sign in again rather than replacing all ofAppData.
AppDataRoaming sometimes contains portable preferences, but it can also contain account-bound databases. AppDataLocal is commonly cache, temporary, hardware-specific or actively locked data. Move a particular application’s data only when its vendor documents that procedure. Use browser sync or export/import instead of copying a browser directory blindly.
For an administrator copying one known folder, this controlled example avoids junction points:
robocopy "C:UsersOldUserDocuments" "C:UsersNewUserDocuments" /E /XJ /R:2 /W:2/Eincludes subdirectories, including empty ones./XJexcludes junction points, reducing recursion and duplicate paths./R:2retries failed files twice;/W:2waits two seconds between retries.
Check both paths character by character. This copies Documents only; it is not a complete profile migration. Avoid /COPYALL unless you deliberately understand the security descriptors being transferred. The destination account should own the copied files and inherit normal permissions.

For a PC replacement, Windows refresh, several users or repeatable administrator-controlled work, Microsoft’s User State Migration Tool (USMT) is the supported route for Windows 10 and 11. It is included in the Windows Assessment and Deployment Kit, not ordinary installation media. The principal tools are ScanState.exe, LoadState.exe and UsmtUtils.exe; common rules include MigDocs.xml, MigApp.xml and MigUser.xml.

Before running USMT
- Install the ADK’s USMT component and open an elevated Administrator Command Prompt.
- Use compatible XML files for collection and restoration, and close applications.
- Install destination applications before loading state where possible.
- Provide enough space for the migration store; it can be a network share, removable drive or suitable local path.
- Back up the source. Microsoft notes that non-elevated runs may migrate only the currently logged-in profile.
Collect the old state

/l:ScanState.logReplace the store path with your actual drive, share or local destination. /o permits an existing store to be overwritten, so verify the path before running it.
Restore to existing accounts

/l:LoadState.logCreate missing local accounts

/l:LoadState.log/lac creates local accounts and /lae enables them. Do not put a password directly in a command such as /lac:password; Microsoft warns that it exposes the password in plain text.
Map an old identity to a new one

/l:LoadState.logReplace both names with your real accounts. A migrated domain profile still requires the destination computer to be appropriately joined to that domain. USMT account-join scenarios, including some Active Directory and Microsoft Entra transitions, are documented as unsupported; check Microsoft’s migration limitations before committing to a plan.

What USMT and folder copying do not guarantee
USMT migrates supported content selected by its XML rules; it does not reproduce a live installation. It does not automatically transfer application binaries, drivers, hardware-specific settings, passwords, local printers, every synchronization file, shared-folder permissions, Microsoft Store app settings or a complete Start menu layout. Settings for an absent, incompatible or differently versioned application may not apply. Microsoft recommends installing applications before restoration; Office is a notable compatibility exception in its guidance.

Windows passwords are not files you can copy. Browser passwords and cookies, certificates, VPN credentials, password-manager databases, SSH keys and EFS-encrypted files may require the original account, certificate or recovery key. Let OneDrive and other cloud services synchronize normally rather than copying active sync databases. Never place passwords in command history, screenshots, batch files or unprotected migration logs.
If the old profile is corrupted
- Stop using it if possible and create a temporary local administrator account.
- Back up the old profile before changing ownership or deleting anything.
- Recover personal folders first, checking whether encryption or permissions block access.
- Build the new profile, reinstall applications and recreate browser, email, VPN, certificate and password-manager configuration.
- Keep the old account and backup until documents, email, licenses and encrypted files are verified.
Moving every hidden file can import a damaged application database or cache and reproduce the original failure.

For one user who needs documents, built-in copying is safer and cheaper. USMT is preferable when you need transparent, scriptable and repeatable migration. A guided product such as EaseUS Todo PCTrans may suit a consumer replacing a PC and wanting PC-to-PC, backup-and-restore or app-migration workflows. Its marketing should not be read as a guarantee that encrypted credentials, licenses or every application will transfer.

Verification checklist
- Can the new user sign in with the expected permissions?
- Are Desktop, Documents, Downloads and Pictures complete?
- Do browser bookmarks, extensions and needed saved passwords work?
- Do email, calendar, OneDrive, VPN, Wi-Fi and printers work?
- Have Office, Adobe, accounting and other line-of-business applications been tested?
- Were certificates, SSH keys, password managers and encrypted files explicitly verified?
- Are important folders owned and accessible by the destination account?
Only after this checklist passes should you remove the old profile. Retain a rollback backup for as long as your business or personal records require.
Frequently Asked Questions
Can I just rename the old profile folder?
No. The folder name, Windows account and security identifier are related but distinct. Renaming or copying the folder does not reassign ownership, registry settings or encrypted credentials.
Will copying AppData move all my programs and settings?
No. Some applications store portable preferences there, but AppData also contains caches, locked databases and account-bound data. Reinstall applications and move only vendor-supported data.
Is USMT suitable for a home PC?
Yes, if you need a broad, repeatable migration and can install the Windows ADK and run elevated commands. For a few personal folders, selective copying is simpler.
The Bottom Line
Copy documents when documents are all you need; use USMT for supported files and settings across computers; use specialist migration software for complex identity changes. Never treat C:UsersOldUser as a safe, complete profile clone.
