The findings show WhatsApp being used as a public lead-generation layer for suspected illegal firearms trading, with negotiations apparently moving into private chats. They do not establish how many guns were sold, delivered or still advertised in 2026.
The investigation, published by Scroll on March 11, 2025, raises a narrower but consequential accountability question: why were visible groups and business profiles advertising firearms discoverable despite India’s licensing law and WhatsApp’s explicit prohibition on firearms commerce?
What the researchers actually found
The Digital Witness Lab began looking for gun-sale activity while monitoring WhatsApp groups linked to India’s 2024 general-election environment. A recurring Hindi phrase—reported in translation as a greeting followed by an offer of “stuff” and a gun emoji—became a search signal.
- More than 8,000 messages advertising firearms were identified.
- The messages appeared across 234 publicly accessible groups, some with hundreds of members.
- The monitoring period ran from April 2024 through January 2025.
- About half of the profiles studied that posted firearm advertisements were WhatsApp Business accounts, according to the reporting.
Researchers said the count was almost certainly an undercount. Searching for one phrase could miss sellers using different wording; private groups and one-to-one chats were not necessarily visible; and deleted posts may have disappeared before collection.

What those numbers do—and do not—mean

The available reporting does not independently authenticate every weapon, document every duplicate post, or prove that a transaction was completed. An image can be a repost, a scam, a threat, a legal firearm, or a nonfunctional replica. “Advertised” and “offered” are therefore more accurate than “sold” unless investigators can document a completed transaction.
How the apparent WhatsApp sales funnel worked
- A public group, invite link or group description attracted potential buyers.
- A seller posted a photograph or short advertisement.
- Interested users contacted the account directly.
- The seller allegedly discussed weapon type, location, price and delivery privately.
- Any payment or handover could occur outside the visible group.
This structure combines public discovery with private follow-up. It can reduce the need for a buyer to know a local intermediary, but the reporting does not prove nationwide delivery routes or completed cross-state shipments.
Seller claims require attribution
One Uttar Pradesh seller told the reporters he received at least 100 business inquiries a day. Another claimed 400–500 daily inquiries, about four or five sales, and income of up to ₹4 lakh per month. These are self-reported claims, not independently audited figures, and should not be treated as representative of the market.

WhatsApp’s role—and the limits of the encryption explanation
WhatsApp’s large Indian user base, familiar interface, public group links, business profiles and private messaging can make it a convenient contact layer. The reporting also describes sellers moving activity from other platforms or channels. Those characteristics may lower the cost of finding leads; they do not show that WhatsApp created India’s firearms trade or is uniquely responsible for it.

Researchers said firearm references appeared in group names, topics or descriptions—public-facing information distinct from encrypted one-to-one messages. That creates a specific detection question without proving that Meta saw every group or could lawfully inspect every message.
Public groups are different from private chats
- Public or link-accessible groups: can act as advertising funnels and may expose names, descriptions and membership signals.
- Private groups: require more restricted access and were not necessarily captured.
- One-to-one chats: are end-to-end encrypted and may contain negotiations invisible to ordinary platform review.
- Business profiles and catalogs: are commercial tools, but a business badge does not prove that Meta verified a seller, licence or company.
India’s existing illegal-arms problem
WhatsApp activity sits inside a pre-existing market for country-made and improvised firearms. The investigation attributed 2022 figures to the National Crime Records Bureau: authorities seized 104,390 firearms, and 97% were described as unlicensed, improvised or crudely made. That statistic concerns seized weapons, not all firearms in circulation, ownership or use, and the original NCRB table should be checked before treating it as a current trend.

The evidence therefore supports a cautious conclusion: WhatsApp may have expanded the reach of an existing illicit economy by connecting buyers in cities such as Delhi or Mumbai with sellers in regions already associated with illegal production. It does not establish a nationwide prevalence rate or an increase in gun ownership or violence.
What Indian firearms law prohibits
The Arms Act, 1959 regulates more than possession. Depending on the weapon and circumstances, licensing rules cover acquisition, possession, manufacture, sale, transfer, transport, import, export and offering a firearm for sale.

“Illegal firearms trade” is therefore a legal description, not a label for every gun photograph online. A licensed dealer, lawful owner, air weapon, replica or other regulated category can have different treatment. The relevant questions are whether the seller and buyer were licensed, whether the weapon was lawful and marked, and whether the transfer complied with the Act.

What WhatsApp’s Business Policy says
WhatsApp’s Business Policy prohibits using Business Services to facilitate criminal activity, exchange illegal products or services, or buy, sell, promote or otherwise facilitate the exchange of firearms. It also bars prohibited commerce experiences and conduct that violates applicable law. The firearms prohibition remains explicit even though limited regulated-vertical rules exist for certain categories and countries.
The policy applies to the WhatsApp Business App, Business Platform and associated commerce tools. It does not mean every ordinary user-to-user message is reviewed under an identical commercial mechanism. Nor does a business account indicate that Meta approved the advertised goods.

- Rajasthan police told the reporters they had not noticed this activity or received reports of such groups.
- A Delhi cyber-police official said the department had blocked some gun-related accounts, mainly on Facebook and X, but had not handled WhatsApp weapon-trade cases. The official described any continuing WhatsApp trade as a failure of social-media intermediaries.
These statements describe the jurisdictions and officials interviewed; they do not establish that no other Indian agency had an investigation.
WhatsApp said it works with Indian law enforcement, responds to requests under applicable law and policy, and bans accounts identified as taking illegal actions. According to the report, the company did not answer the researchers’ specific questions. The available account does not state how many of the documented groups or profiles were removed, whether evidence was referred to police, or how quickly any action occurred.
Political and communal context
Researchers encountered advertisements while monitoring election-related and political groups, including groups identifying with Hindu-right or Hindutva positions. Some groups contained discriminatory material targeting Muslims and Christians; others used the name of incarcerated gangster Lawrence Bishnoi. The reporting also described alleged offers of intimidation or violence.
This overlap matters because the marketplace was not observed only in a neutral classified-ad setting. It does not prove that a political party directed firearms sales, that every group member supported violence, or that ideological affiliation caused a purchase. Communal slurs should not be republished when documenting the context.
What this investigation proves—and what remains unknown
Strongly supported
- Publicly accessible Indian WhatsApp groups carried thousands of firearm advertisements during April 2024–January 2025.
- Some advertising profiles used WhatsApp Business accounts.
- Indian law requires licences for relevant possession and commercial conduct, while WhatsApp Business rules expressly prohibit firearms commerce.
- Selected police officials reported no corresponding WhatsApp cases in their jurisdictions at the time.
Still unverified
- The number of genuine firearms, buyers, completed sales or deliveries.
- Whether particular sellers were arrested, charged or convicted.
- Payment methods, delivery routes and the authenticity of photographs.
- Whether the groups remained active after January 2025 or in August 2026.
- How many reports Meta received, accounts it removed or cases it referred to law enforcement.
What accountability should look like
Platform enforcement and criminal investigation are related but not interchangeable. Meta can remove public advertisements, business accounts and repeat offenders; police must establish identities, weapons, money flows, manufacturing networks, buyers and evidence admissible in court.
