Goal-line technology (GLT) is an automated system that determines whether the entire football has crossed the goal line between the goalposts and beneath the crossbar. It sends a goal-or-no-goal alert to match officials immediately and automatically, normally within one second. It does not decide offside, fouls, handball or other incidents handled under VAR.
What is goal-line technology?
Goal-line technology exists for one narrow but important question: has the whole ball crossed the goal line within the goal frame?
That question can be difficult to answer when the ball is moving quickly, blocked by players or trapped beneath a goalkeeper. A ball can appear to be over the line while part of it is still touching or overlapping the line. Under the Laws of the Game, that is not a goal. The entire ball must pass over the goal line, between the posts and beneath the crossbar.
GLT measures that line-crossing event and communicates the result to the referee. It supports the referee; it does not independently award the goal.

The current IFAB Laws of the Game state that GLT may be used to verify whether a goal has been scored, provided its use is authorized by the competition rules. It is not automatically available in every football match.
How goal-line technology works
Certified systems use one of two broad approaches. The exact equipment, installation and testing requirements depend on the approved system.
Camera-based systems
Camera systems use multiple high-speed cameras positioned around the stadium or goal area. Software identifies the ball, tracks it through space and reconstructs its three-dimensional position in relation to the goal line.
- Cameras capture the ball and the goal area from different angles.
- Software identifies and tracks the ball, even as it moves through the goalmouth.
- The system calculates the ball’s position in three dimensions.
- It checks whether the entire ball has crossed the goal line within the goal frame.
- The result is transmitted to the match officials.
FIFA’s explainer describes one camera-based configuration using 14 high-speed cameras. That is an example, not a universal requirement: other certified systems may use different camera numbers, placements and processing designs. Camera systems can also create a three-dimensional replay or visualization for broadcasters and stadium screens, but that visualization is separate from the official referee alert.
Camera coverage must account for possible obstruction by goalkeepers, defenders, attackers and the net. Multiple viewpoints and appropriate calibration help the system continue operating when one camera has a poor view.
Ball- and goal-sensor systems
Other GLT designs have used magnetic fields or sensors incorporated into the ball, goal frame or both. Instead of relying solely on optical tracking, these systems detect the ball’s relationship to the goal structure.
The ball specifications, permitted goal-frame modifications and installation conditions depend on the particular certified technology. A buyer should therefore assess the complete approved configuration rather than assuming that any sensor-equipped ball or goal can be used as official GLT. FIFA’s GLT standards and certification framework define the relevant testing and approval process.

What signal does the referee receive?
When the system detects that the whole ball has crossed the line, it automatically sends the result privately to the match officials. Under the IFAB Laws, the signal can be delivered through:
- the referee’s watch;
- vibration;
- a visual indication; or
- the referee’s earpiece or headset.
The alert must be immediate and automatically confirmed within one second. It may also be sent to a video operation room, but the referee’s private alert is the important decision-support channel.
The referee does not normally need to select a camera angle or wait for a replay. That is one of GLT’s main differences from video review. Television graphics and three-dimensional animations may help viewers understand what happened, but they are not the official signal.
What exactly can GLT decide?
GLT evaluates the ball’s position relative to the goal line. It does not judge the entire sequence of play.

A moving net is not proof that a goal was scored. The net can move because of contact from the ball, a goalkeeper or another player even when the entire ball has not crossed the line. The relevant test remains geometric: where was the whole ball in relation to the line and goal frame?
Goal-line technology versus VAR
GLT and VAR are related to match officiating, but they are not interchangeable.

For example, GLT may confirm that the ball crossed the line, but it cannot decide whether the attacking team was offside before the shot or whether a foul occurred during the attack. Those questions require the referee and, where applicable, VAR under the separate VAR framework.

Does GLT automatically award a goal?
No. A more accurate description is that GLT automatically detects and communicates the line-crossing event while the referee remains responsible for applying the Laws of the Game.

GLT does not override an offside decision, an attacking foul or another reason a goal is invalid.
Is goal-line technology mandatory?
No. GLT is optional under the Laws of the Game and must be stipulated in the competition rules. A top-level league, international tournament or major club competition may use it, while another competition at a similar standard may not.
When a competition uses GLT, the organizer must ensure that the system complies with the applicable FIFA Quality Programme requirements. The IFAB description of the FIFA Quality Programme explains that independent FIFA-approved testing institutes verify products and technologies against the applicable standards.
FIFA says GLT was approved for inclusion in the Laws on July 5, 2012, and has been used in major football since 2014. Its availability remains competition-specific rather than universal.

The referee must test the system before the match using the applicable testing procedure. This is a formal safeguard, not merely a ceremonial check.

- the failure must be reported to the appropriate authorities; and
- the match proceeds under the competition’s contingency procedures, if those rules permit the match to go ahead.
A pre-match failure is different from a suspected malfunction during play. In the latter situation, competition technical staff and officiating protocols determine how the incident is handled. A difficult or disputed goal decision is not automatically evidence of a technical failure.
Possible causes of unavailability include camera or sensor failure, blocked or dirty lenses, incorrect calibration, power or network problems, changes to the goal frame or net, and a fault in the referee’s watch or headset.
How accurate and reliable is GLT?
GLT is designed and tested to resolve the specific question of whether the entire ball crossed the line. However, it is not accurate to claim that every GLT system is universally “100% accurate” or that all systems share one millimetre tolerance.
Reliability depends on factors including:
- the system’s design and certification;
- camera or sensor coverage;
- installation and calibration;
- the condition and configuration of the goal frame and net;
- ball properties;
- lighting, weather and stadium conditions;
- occlusion by players or equipment;
- power, network and communications redundancy; and
- pre-match testing and ongoing maintenance.
Certification means that a specific product or configuration has met the applicable test requirements. It does not mean that every imaginable incident, installation or unapproved modification will produce the same result. Buyers should verify the current certification, exact hardware configuration and testing status with the competition organizer and supplier.

There is no single reliable public price for official GLT. It is generally an enterprise procurement rather than a consumer product with a standard online checkout price.
A stadium or competition should budget for more than cameras or sensors. Total cost can include:

- broadcast, VAR and stadium-display integration; and
- emergency support and downtime arrangements.
Contracts may be priced per stadium, match, season or as a managed service. Any quoted figure should identify its date, currency, geography, supplier and scope—especially whether it covers one goal, two goals, installation, certification and ongoing support.

What should a stadium or competition buyer check?
A serious procurement process should ask the following questions.
Regulatory and certification checks
- Is the exact system currently recognized under the applicable FIFA Quality Programme?
- Does the certification cover the proposed hardware, installation and competition level?
- Is the certification current rather than expired?
- Can the supplier provide installation, calibration and match-day testing documentation?
- What happens contractually if the system is unavailable or produces a suspected fault?
Technical and operational checks
- How many cameras or sensors are used, and where are they installed?
- How does the system handle player obstruction, poor light and rain?
- What is the detection-to-alert latency?
- What power, network and communications dependencies exist?
- Is there redundancy if a camera, sensor or receiver fails?
- How often must the system be calibrated and maintained?
- Who performs the pre-match test, and how quickly can technical support respond?
- Can official alerts be kept separate from broadcast and stadium graphics?
FIFA’s GLT standards page is the appropriate starting point for current certification and test-manual requirements. Providers should be assessed against those requirements, not just against marketing claims.
Who supplies goal-line technology?
Hawk-Eye Innovations is a major sports-technology provider associated with camera-based officiating and football goal-line technology. Its official GLT page describes its offering and directs enterprise buyers toward a contact-led process. Public retail pricing was not verified.

Other names, including technologies associated historically with GoalControl, GoalRef and Cairos, should not automatically be treated as current, universally available products. A buyer should confirm the supplier’s present commercial status and current FIFA certification for the exact system before proceeding.
Can GLT be used in amateur or youth football?
Technically, lower-cost camera or analytics tools may help with training, post-match review or venue operations. They should not be described as official competition GLT unless their eligibility and certification are documented.
Professional GLT is uncommon in grassroots football because it typically requires stadium infrastructure, certified installation, referee communication equipment, testing, maintenance and match-day technical support. More practical alternatives may include:
- additional assistant referees;
- better referee positioning and education;
- fixed goal-line cameras for human or post-match review;
- competition-specific video review; and
- general stadium replay systems.
These alternatives can improve evidence or observation, but they do not necessarily provide a certified automatic goal/no-goal alert within one second.

GLT does not attempt to automate every football decision. Its value comes from solving one high-consequence problem quickly and consistently: whether the whole ball crossed the goal line.
That narrow scope also explains its limits. It cannot determine whether the goal should stand after an offside offence or foul, cannot replace the referee, and cannot be assumed to exist simply because a match is televised. Its effectiveness depends on certified equipment, correct installation, testing and clear competition procedures.
