結論：GitHubの企業利用を安全にするには、SAML SSOだけでなく、2FA、SCIM、Team Sync、最小権限、リポジトリの公開・フォーク・削除ポリシー、監査をまとめて設計する必要があります。
この記事の元になったGitHubブログは、日本語版が2021年2月9日公開、英語原文が2020年7月23日公開（2022年2月4日更新）です。基本方針は現在も有効ですが、2FA必須化やEnterprise Managed Usersなど、現行機能を踏まえて読み替える必要があります。
OrganizationとEnterprise accountの違い
GitHubでは、次の3つの管理単位を区別します。

- Organization：複数の個人アカウントでリポジトリ、Team、権限を共有管理する単位です。GitHubのOrganizationの概要も参照してください。
- Enterprise account：複数Organizationを横断して、ポリシー、監査、セキュリティ、請求、ユーザー管理を扱う上位レイヤーです。
したがって、1つのOrganizationのリポジトリ設定と、企業全体のIDライフサイクルや監査設定は別々に設計します。

最初に選ぶべきアカウントモデル
SAML SSO＋個人アカウント
ユーザーは通常のGitHub個人アカウントを使い、企業のIdPとOrganizationへのアクセスを連携します。個人アカウントでOSSに参加したい開発者や、外部Organizationとの協業が多い組織に向きます。
Enterprise Managed Users
Enterprise Managed Users（EMU）は、IdPから企業用GitHubユーザーの作成、変更、停止を管理する方式です。企業データと個人のGitHub活動を分けやすい一方、個人アカウント、外部Organization、OSS参加、既存アカウント移行などに制約が生じる場合があります。
「管理を一元化できるから常に最適」ではありません。次を確認してから選択します。

- 開発者が個人アカウントでOSSに参加する必要があるか
- 外部Organizationとの協業があるか
- 既存GitHubアカウントとの対応付けや移行が必要か
- 退職後のIssue、Pull Request、コードの扱いをどうするか
- データレジデンシーや規制要件があるか

認証とID管理を分けて設計する
SAML SSOは認証の入口
SAML SSOを使うと、GitHubへの認証をMicrosoft Entra ID、Okta、OneLoginなどの企業IdPに統合できます。IdP側の多要素認証、条件付きアクセス、IP制限なども組み合わせられます。
ただし、SSOは「誰がログインできるか」を強化する仕組みであり、ログイン後にどのリポジトリへアクセスできるか、誰が公開・削除できるかまでは決めません。GitHub側のTeamとRepository権限は別途設計してください。
SCIMはユーザーのライフサイクル、Team Syncはグループ連携

退職者や委託終了者の削除を手作業だけにすると、権限が残る可能性があります。SCIM導入時は、ユーザー名、メールアドレス、既存GitHubアカウントとの対応を整理し、次の運用を決めます。
- 入社、異動、退職をどのシステムを起点にするか
- IdPで無効化してからGitHubへ反映されるまでの扱い
- Team Syncの誤設定で過剰権限が付かないか
- 手動追加した例外メンバーを誰が、いつ棚卸しするか
- HRシステムの誤った退職日やグループ設定から復旧する方法
2FAを段階的に必須化する
現行ドキュメントでは、Organizationの2FA必須化はGitHub Free、Team、Enterprise Cloud、Enterprise Serverで利用できます。概念上の設定経路は、Organization settings → Security → Authentication securityです。画面名は製品形態やUI更新で変わる可能性があるため、実際の表示も確認してください。

重要なのは、2FA必須化を有効にすると、2FA未設定のメンバーや外部コラボレーターがOrganizationから削除され、リポジトリやフォークへのアクセスが中断する可能性があることです。GitHubの現行ドキュメントでは、削除後3か月以内に個人アカウントで2FAを有効化すれば、アクセス権限と設定を復元できると説明されています。
安全な展開順序は次のとおりです。
- メンバー、外部コラボレーター、bot、サービスアカウントを棚卸しする。
- 2FA未登録者を確認し、期限と影響範囲を通知する。
- まずOrganization ownerなど管理者から2FAを有効にする。
- 外部コラボレーターの対応方針を決める。
- 問題がないことを確認してからOrganizationで必須化する。
- 削除されたユーザー、フォーク、CI/CDへの影響を確認する。
- 3か月の復元期限を過ぎる前に再登録を支援する。
2FAの具体的な挙動はOrganizationで2FAを必須にする現行ドキュメントを基準にしてください。認証方式は、一般にSMSだけに依存せず、TOTPアプリやセキュリティキーを優先する設計が望まれます。
リポジトリのデータ漏えい経路を制限する
GitHubブログが挙げる主要な管理対象は、リポジトリの作成、フォーク、可視性変更、削除、移譲です。これらをOrganizationやEnterpriseのポリシーとして制限します。

リポジトリ作成
誰でも作成できる状態では、公開設定の誤り、所有者不明のプロジェクト、監査対象外のコードが増えます。通常メンバーの作成を制限し、Platform Teamやアーキテクトなど、承認された担当者だけが作成できる運用を検討します。新規リポジトリには、README、CODEOWNERS、ブランチ保護、Secret scanning方針などを適用します。

フォーク
Privateリポジトリのフォークはコードの複製経路になります。Organization外へのフォーク、Internalリポジトリのフォーク範囲、OSS貢献に必要な例外を分けて考えます。
機密性の高いリポジトリは外部フォークを禁止し、OSS化予定のコードは別Organizationや公開審査プロセスで扱う方法が現実的です。ただし、フォークを禁止しても、clone、Actionsのアーティファクト、パッケージ、リリース添付ファイルなどの持ち出し経路は残ります。
可視性変更
PrivateからPublicへの変更は、ソースコードだけでなくGit履歴に残った秘密情報や内部情報まで公開する可能性があります。Public化をowner限定にし、セキュリティ・法務レビューを要求し、変更を監査ログで確認します。
削除と移譲
削除は可用性と監査証跡に、移譲は所有権と権限に影響します。削除権限は少数のownerに限定し、移譲先Organizationを許可リスト化します。重要リポジトリはバックアップまたはアーカイブ方針を用意し、移譲前後にCODEOWNERS、Actions secrets、deploy key、webhookを確認します。

最小権限と秘密情報を管理する
- Organization ownerを必要最小限にする。
- Teamを部署名ではなく、権限境界として設計する。
- Repository roleを業務に必要な範囲だけ付与する。
- Outside collaboratorを定期的に見直す。
- PAT、Deploy key、GitHub App、OAuth Appを棚卸しする。
- ActionsのSecrets、Variables、Environmentsの参照範囲を確認する。
- botを人間の個人アカウントで運用しない。
- CODEOWNERSとブランチ保護で重要変更をレビュー対象にする。
Secret scanning、Dependabot、Code scanningなどは、アカウントとOrganizationの保護を補完します。ただし、高度なスキャンを導入しても、過剰なowner権限や公開設定の誤りは解消されません。
監査と定期レビュー
設定して終わりにせず、次の項目を定期確認します。
- Organization ownerの追加・削除
- メンバーと外部コラボレーターの追加・削除
- リポジトリの公開化、非公開化、削除、移譲
- OAuth App、GitHub App、PAT、Deploy keyの利用
- SSO認証失敗とIdP側の拒否ログ
- 2FA未登録者
- Actions workflowの権限変更
- Secret scanning、Dependabot、Code scanningのアラート
- 休眠リポジトリや所有者不明リポジトリ
複数Organizationを運営する場合は、Enterprise accountで横断的な可視性と監査を整えます。GitHubの現行Organizationセキュリティガイドも、セキュリティ設定、2FA、活動とインテグレーションの確認を主要な保護領域として扱っています。

Enterprise Serverを選べば自動的に安全になるわけではありません。自社環境に置くことで管理できる境界が増える一方、運用責任も増えます。公式のEnterpriseオンボーディング資料で要件を確認してください。
導入順序の実践チェックリスト
- 現状把握：Organization、owner、メンバー、外部コラボレーター、リポジトリ、トークンを一覧化する。
- 権限整理：不要なownerや直接付与権限を削減し、Team中心に再設計する。
- アカウントモデル決定：SAML SSO＋個人アカウントか、EMUかをOSS・外部協業要件で判断する。
- パイロット：少人数のIdPグループでSAML、SCIM、Team Syncを検証する。
- 復旧設計：IdP障害、属性不一致、誤削除、ownerロックアウトへの手順を用意する。
- 2FA展開：未登録者と外部コラボレーターへ通知したうえで段階的に必須化する。
- リポジトリ制御：作成、フォーク、公開化、削除、移譲のポリシーを定める。
- 監査運用：月次でメンバー・owner、四半期ごとに外部連携とリポジトリポリシーを見直す。
事故発生時の初動
アカウント侵害や誤公開が疑われる場合は、次の順で影響を抑えます。
- 侵害されたアカウントをIdPとGitHubの両方で停止または隔離する。
- PAT、App token、Deploy key、webhook認証情報を失効・ローテーションする。
- リポジトリの可視性、権限、フォーク、リリース、Actionsアーティファクトを確認する。
- Actions secretsやEnvironment secretsをローテーションする。
- GitHubの監査ログとIdPログを保全し、owner変更や公開化の時刻を特定する。
- 必要に応じて公開リポジトリ、clone、パッケージ、アーティファクトへの影響を調査する。
元のGitHubブログを2026年に読むときの要点
元記事の中心であるSAML、SCIM、Team Sync、リポジトリポリシーは、現在もOrganization保護の基礎です。ただし、当時の説明をそのまま現行仕様とみなしてはいけません。2FA必須化の提供範囲、Enterprise Managed Users、Actionsと秘密情報、監査運用、Enterprise CloudとServerの責任分界を追加して考える必要があります。
