Yes—Flyby11 can help some unsupported PCs install Windows 11, but it does not make them officially supported or guarantee future updates. The project has evolved into FlyOOBE, while the original Flyby11 Classic remains available for in-place upgrades. Its setup workaround bypasses certain checks, including CPU compatibility, TPM, and Secure Boot checks; it cannot overcome every hardware limitation. Before trying it, check the processor’s capabilities, back up the PC, and decide whether the risks are acceptable.
What happened to Flyby11?
Flyby11 began as a focused utility for upgrading Windows 10 PCs that fail Windows 11’s hardware checks. The project now describes FlyOOBE as Flyby11’s evolution. The original Flyby11 Classic is still available as a minimal tool aimed at Windows 10-to-Windows 11 in-place upgrades. FlyOOBE is the broader toolkit, adding setup customization, first-boot (OOBE) options, tweaks, and debloating features.
These are third-party tools, not Microsoft utilities or official compatibility fixes. Use the project’s GitHub repository and release documentation rather than download sites or mirrors; package names, interface labels, and supported builds can change.
How does the workaround work?
Windows Setup has different installation paths and product variants. According to the project documentation, Flyby11/FlyOOBE uses a Windows Server setup variant to get past certain hardware gates that apply to consumer Windows 11 setup. The intended result is a regular Windows 11 installation—not Windows Server.

This changes the setup route, not the PC. It does not add a TPM, enable Secure Boot, improve performance, or make an unsupported processor officially supported. The project identifies TPM, Secure Boot, and CPU compatibility checks as bypassed, but it does not claim to bypass every Windows 11 requirement. In particular, the project says the POPCNT instruction requirement cannot be bypassed for Windows 11 24H2. A PC without POPCNT is not a realistic candidate for that release.
Microsoft’s minimum hardware requirements are intended to support Windows 11’s baseline experience, security capabilities, and ability to update and service—not just to act as an installation hurdle.
Is your PC a realistic candidate?
Flyby11 is most defensible when a computer is otherwise capable and the main obstacle is that its CPU is outside Microsoft’s supported list, or a firmware security feature is unavailable. “Unsupported CPU” is not the same as “technically incapable”: an excluded but reasonably capable processor is a different case from one that lacks an instruction Windows needs.

- Check CPU and instructions. Identify the exact processor model and verify it supports the instruction requirements of the Windows 11 release you plan to install. For 24H2, POPCNT is a hard limit according to the project.
- Check TPM and Secure Boot before bypassing them. Firmware TPM may be called Intel PTT or AMD fTPM. Secure Boot generally depends on UEFI configuration. If either feature is available but disabled, enabling it is preferable to bypassing it. Menu names vary by manufacturer.
- Check firmware mode and partition layout. A PC installed in legacy BIOS/CSM mode may not be ready for a UEFI/Secure Boot configuration. Flyby11 does not automatically convert a legacy BIOS/MBR installation to UEFI/GPT; that is a separate migration with its own risks.
- Check practical capacity. Confirm adequate free storage, memory, compatible graphics, and reliable manufacturer drivers for storage, chipset, network, and other devices. A bypass does not fix marginal hardware or unavailable drivers.
- Protect the existing installation. Make and verify a full backup or system image, and create recovery media. If BitLocker or device encryption is enabled, make sure you can access the recovery key before changing firmware settings or upgrading.
- Prepare for setup. Connect reliable power, disconnect nonessential peripherals, and confirm the current Windows edition and build. Get Windows installation media from Microsoft or through a tool’s documented workflow that obtains it from official Microsoft sources.
Avoid the workaround for a very old or unreliable PC, one with no tested backup, or a business-critical or security-sensitive machine that needs guaranteed servicing and vendor support.
How to use Flyby11 or FlyOOBE for an in-place upgrade
The general workflow is straightforward, but follow the instructions for the release you download: the interface and exact labels can change.
- Back up first. Save important files and, ideally, create a system image and recovery media. Confirm that the backup is usable before proceeding.
- Download the tool from the official project repository. Choose Flyby11 Classic for the minimal in-place-upgrade workflow or FlyOOBE if you specifically need its broader setup and customization options.
- Obtain a genuine Windows 11 ISO. Use Microsoft’s official download source or a download workflow documented by the project. Avoid third-party ISO sites.
- Open the tool and provide the ISO when prompted, then choose the upgrade route if your goal is to retain the existing Windows installation.
- Read the Windows Setup screens carefully. Before starting, verify that the option to keep personal files and apps is selected. Do not assume that every setup route or edition offers the same choices.
- Keep the PC powered on. Setup may restart the computer several times. Do not interrupt it during the upgrade.
- Check the result. After Windows starts, verify activation, Windows Update, Device Manager, key applications, and essential hardware. Check storage, networking, graphics, audio, sleep, and any peripherals you rely on.
- Make a new recovery image once the upgraded system is stable.
An in-place upgrade can preserve files and applications, but it depends more on the health of the existing Windows installation. A clean install can eliminate accumulated software problems, but it removes applications and can erase data if partitions are handled incorrectly.

If the upgrade fails or Windows rolls back
Do not repeatedly run the tool without understanding the failure. If setup rolls back, let the automatic rollback finish, record the error code, and keep the old installation intact until you have a working replacement. Setup logs are commonly found under C:$WINDOWS.~BTSourcesPanther; related setup logs may also help identify the cause.
- Confirm that the ISO downloaded completely and came from a trusted source, and make sure there is enough free disk space.
- Disconnect nonessential USB devices and peripherals. If third-party antivirus or system-modification software appears to interfere with setup, temporarily remove or disable it as appropriate, then restore protection after the upgrade.
- Recheck firmware mode and the CPU’s instruction support. A bypass cannot solve a non-bypassable instruction limitation.
- If the PC will not boot, use Windows Recovery Environment or the recovery media/system image you created. Do not delete the previous installation or recovery files until the new system has been tested.
- If Windows boots but devices misbehave, check Device Manager and install chipset, storage, graphics, network, and audio drivers from the PC or motherboard manufacturer. Confirm encryption status and keep the recovery key available.
Test the functions that matter to you—such as Wi-Fi, Bluetooth, printing, webcam, external displays, sleep, and hibernation. If unsupported-device updates stop working, the tool cannot guarantee a permanent fix.
Will Windows Update keep working?
Possibly, but it is not guaranteed. The FlyOOBE project says unsupported devices generally receive updates for now, while also noting Microsoft does not guarantee updates for unsupported installations. A successful installation—or even a successful monthly update—is not proof that every future update will install.

Keep the update types distinct: monthly cumulative security updates, Defender and servicing-stack updates, driver updates, optional updates, and major feature upgrades are not interchangeable. A PC might continue receiving some current updates yet fail a future feature upgrade, or have a driver issue that a cumulative update does not address. Microsoft can change its enforcement, and future releases may introduce additional requirements. An unsupported installation also does not become eligible for Microsoft support merely because it activates or updates.

Rufus is primarily a bootable USB-media creator, not an in-place upgrade tool. Its documented TPM and Secure Boot bypass is designed for setup started by booting from that USB; it does not automatically apply when launching setup.exe from within an existing Windows installation. Rufus documents the relevant setup values as BypassTPMCheck and BypassSecureBootCheck under HKEY_LOCAL_MACHINESYSTEMSetupLabConfig. See the Rufus FAQ for its scope and cautions.

Rufus warns against making additional checks, such as RAM and storage requirements, easy to bypass because installations on inadequate hardware can lead to poor performance, crashes, or update problems. Neither tool makes weak hardware suitable or supported.

Alternatives if bypassing is the wrong choice
- Enable TPM or Secure Boot if the PC supports them. This is preferable to bypassing those checks, but firmware changes can affect booting or trigger an encryption recovery prompt. Find the manufacturer-specific instructions and have the BitLocker recovery key first.
- Stay on Windows 10 temporarily with ESU. Windows 10 support ended on October 14, 2025, but Microsoft’s consumer Extended Security Updates (ESU) page lists eligible Windows 10 version 22H2 devices for critical and important security updates through October 12, 2027. The page lists enrollment options including syncing PC settings at no additional charge, 1,000 Microsoft Rewards points, or a one-time US$30 purchase plus applicable tax. Eligibility, enrollment, and regional availability may vary; check Microsoft’s current terms. ESU is a temporary security-update bridge, not new features or general technical support.
- Move to compatible hardware. This is the most supportable long-term route, especially if the old computer also has unreliable storage, low memory, failing components, or unsupported peripherals.
- Consider Linux. It may extend an older PC’s useful life, but it is not a drop-in replacement for Windows applications, certain games, Microsoft 365 desktop software, or proprietary work tools.
Should you use Flyby11?
First see whether TPM or Secure Boot can be enabled normally. If the PC is reasonably capable, supports the needed processor instructions, and is blocked mainly by a CPU-list check or unavailable firmware security feature, Flyby11/FlyOOBE can be a practical in-place-upgrade workaround—provided you have a tested backup and accept unsupported status. Choose Rufus when your goal is a clean USB install, not preserving an existing Windows environment. Consider Windows 10 ESU as a temporary bridge, or replace the PC if its limitations go beyond Microsoft’s compatibility list.
Flyby11 bypasses some installation checks; it does not turn unsupported hardware into supported hardware. Treat the upgrade as a calculated risk, not a permanent compatibility guarantee.
