If right-clicking a file and choosing Open with → Choose another app produces “This file does not have a program associated with it,” Windows may be unable to launch the Open with interface—not necessarily missing the application. First check whether the problem affects one file type or the Open with command generally. For the latter, Winhelponline identifies a damaged HKEY_CLASSES_ROOTUnknown registry branch as one possible cause and provides a repair for Windows 10 and Windows 11.
Identify whether Open with or one file association is broken
Windows associations connect file extensions to registered file types and applications. The error message can point to a missing association, but when it appears specifically after selecting Choose another app, the shell’s Open with handling may be the problem. Microsoft describes the association model and application registration in its file types documentation and default programs documentation.
| Symptom | Likely issue | First action |
|---|---|---|
| Only one extension fails to open or opens in the wrong app | That extension’s association is missing or incorrect | Set the default app for that file type in Windows Settings |
| Choose another app fails for unknown or unassociated file types | Open with shell registration may be damaged | Check and, if appropriate, restore the Unknown registry branch |
| The dialog opens, but the intended app is not listed | The app may not be registered for the file type, or may not be installed | Browse to its executable or repair the app |
| The dialog opens, but the choice later resets | A per-user setting, app registration, or management policy may be overriding it | Check whether the PC is managed and test the app registration |
| Double-clicking fails but Open with works | The extension’s association is the more likely issue | Repair that extension’s default rather than the generic Open with handler |
Try Windows’ normal association controls first
-
In File Explorer, select View → File name extensions and check the file’s actual extension. A misleading or missing extension can send you toward the wrong association.
-
Confirm the application is installed and launches on its own. If it does not, repair or reinstall it using the application vendor’s installer.

Right-click the file and choose Open with → Choose another app. If the dialog opens, select More apps, then Look for another app on this PC if needed to browse to the program executable.
-
To set a persistent default, open Settings → Apps → Default apps, then choose the option to select defaults by file type and assign the appropriate app. Wording can vary somewhat by Windows 10 build. The Windows association model uses registered applications and file-type identifiers to populate these choices; see Microsoft’s default association workflow.
If the failure is limited to one extension, these controls are the right place to start. The registry repair below targets generic Open with behavior, not every individual file association.
When to consider restoring the Unknown registry branch
Winhelponline attributes this particular failure to a missing or damaged HKEY_CLASSES_ROOTUnknown branch. That class handles Explorer’s actions for files with unknown or unavailable associations. Its repair recreates the branch and shell entries for commands including Open with, with calls to %SystemRoot%System32OpenWith.exe. This is a diagnosis from Winhelponline, not a universal cause established for every instance of the error; see its Windows 10 and Windows 11 repair article.

Consider that repair when Choose another app itself fails across unknown or unassociated file types, especially if ordinary Default apps controls do not resolve the error. Do not import it just because a single known extension has the wrong default, the desired app is absent, or the computer is managed by an organization.
Back up and inspect the registry before importing a repair
A .reg file changes registry settings when approved; treat it as configuration, not as a harmless document. Before using Winhelponline’s repair:
-
If System Protection is enabled, create a restore point.
-
Press Windows+R, enter
regedit, and press Enter. In Registry Editor, navigate toHKEY_CLASSES_ROOTUnknown.Do these 3 things before closing this tab:

If the
Unknownkey exists, right-click it and select Export. Save the backup in a location you can find later. If the key does not exist, there is no existing branch at that location to export. -

Restart Explorer and test the menu
After importing, restart Explorer so the shell can pick up the change. Save open work first: these commands close and relaunch the Explorer process. In Command Prompt, run:
taskkill /f /im explorer.exe
start explorer.exe
Then test Open with → Choose another app using a file type that has no current association. If the dialog now opens, choose an application only if you know it supports that file type. Microsoft notes that association changes may require notification or a restart before the shell recognizes them; see its file association guidance.

Check the extension-specific association
Open Command Prompt and query the affected extension, replacing .ext with the real suffix, such as .txt:
assoc .ext
The result may identify a file type name. Query its open command with ftype, for example:

assoc .txt
ftype txtfile
assoc reports the relationship between an extension and a file type; ftype reports the command associated with a file type. Consult Microsoft’s references for assoc and ftype. These commands help inspect associations; they do not establish that the generic Unknown handler is repaired.
Repair the application’s registration
If one app alone is missing from the Open with list, the app may not have registered itself for that type. Use its repair option or reinstall it from the vendor, or browse directly to its executable through Look for another app on this PC.
Test another Windows account
If the problem occurs only in one account, test a different account or create a temporary one. Windows keeps user-level default choices as well as machine-level application registrations, so an account-specific failure can help distinguish profile data from system-wide shell registration. The Microsoft default programs documentation describes these registration and default-program concepts.
Check management policy on a work or school PC
Organizations can configure default associations through policy or mobile device management. A local change may be overridden by a managed setting; contact the administrator rather than repeatedly changing the registry. Microsoft documents the ApplicationDefaults policy for Windows 10 version 1703 and later.
Use system integrity checks only for broader symptoms
If other signs point to Windows component corruption, the general repair sequence below may be considered from an elevated Command Prompt:
DISM.exe /Online /Cleanup-Image /RestoreHealth
sfc /scannow
This is a general Windows integrity check, not a verified direct fix for a damaged Unknown registry branch. DISM also has separate commands for exporting, importing, listing, or removing default-association configurations, chiefly useful in deployment and administration; those commands are not substitutes for restoring the shell class. See Microsoft’s DISM association options.
Undo the registry change
If the repair causes a problem, double-click the registry backup exported earlier and approve the prompts, then restart Explorer or Windows. If a restore point was created, System Restore is another recovery option. Importing a backup restores the saved branch, so use the backup made on this PC before the repair rather than a registry export from another computer.
