0x80070003 usually means Configuration Manager could not find or access a file or path while Package Transfer Manager was building or sending content. In this specific error pattern, Microsoft identifies missing files in the site-server content library as a leading cause—not proof that the distribution point itself is broken. Classify the scope first, then verify the source path, site-server library, DP library, security software, and network in that order.

What the error means
Windows commonly renders 0x80070003 as “The system cannot find the path specified.” In ConfigMgr, the useful interpretation is that a required content file or path was unavailable while Package Transfer Manager calculated sizes or transferred files. Typical lines in PkgXferMgr.log are:
CContentDefinition::TotalFileSizes failed; 0x80070003
CSendFileAction::SendFiles failed; 0x80070003

Classify the failure before changing content

Read the logs in the right order
PkgXferMgr.log(site server): find the first0x80070003, then record package ID, content ID, source path, destination DP and preceding file/path messages. The first missing-path message is more useful than the final send failure.distmgr.log(site server): confirm the source directory was reachable, a package snapshot was created, and the expected content version exists.smsdpprov.log(DP): inspect provider errors when transfer reached the DP but files could not be added to its content library.- Process Monitor: trace reproduction on the server that owns the failing path. Filter for the package/content activity and look for
NAME NOT FOUND,PATH NOT FOUND,ACCESS DENIED, locks or unexpected drive letters.
Verify the original package source
Use the exact path shown in distmgr.log or PkgXferMgr.log. Confirm that it still exists, has every expected file, and was not renamed, moved or partially emptied. Test a UNC path from the site server using the site-server computer account, not only an interactive administrator session. Check the three separate content locations
Do not treat these as interchangeable:
- Original source: the folder that contains the package or application files.
- Site-server content library: ConfigMgr’s managed copy used for distribution.
- DP content library: the copy installed on the destination DP.
A healthy source can coexist with a damaged site-server library, and a healthy site-server library can coexist with a damaged DP.
Repair missing content at the source site
- Record the package and content IDs from
PkgXferMgr.log. - Use Content Library Explorer or trace the item through
PkgLib,DataLibandFileLibon the site-server library. - Confirm the source directory is complete.
- In the console, choose Update Content for the affected package, application or other content type when that action is available.
- Watch
distmgr.logfor a new source snapshot, then monitorPkgXferMgr.logand content status.
Updating content makes the package source site take a fresh snapshot and repopulate missing library files. Do not manually edit or copy files into SCCMContentLib; that can create orphaned or inconsistent metadata.

Inspect the DP with Content Library Explorer
- Open Content Library Explorer from the Configuration Manager tools.
- Connect to the affected DP and locate the package or content ID.
- Check whether it is present, pending, orphaned or invalid.
- Use Validate where supported and compare the result with the site-server library.
Microsoft documents these capabilities in Content Library Explorer. Repair missing or corrupt content from the source; do not hand-edit PkgLib, DataLib or FileLib.
Redistribute only after fixing the cause
- Choose Redistribute for the affected content and DP.
- Monitor
distmgr.log,PkgXferMgr.log,smsdpprov.logand console status. - If redistribution remains stuck after the library is healthy, remove the content from the DP, wait for removal to complete, then add it again.
Redistribution cannot recreate files that are absent from the site-server library. Remove/re-add consumes time and bandwidth, so reserve it for stale or damaged DP state.
Check antivirus and file locking
Endpoint security can quarantine, lock, scan or delay transfer files. Review quarantine and operational events, and apply Microsoft-recommended, narrowly scoped exclusions for the content-library and DP staging locations, including SCCMContentLib, SMS_DP$, SMSPKG, SMSPKGSIG and SMSSIG$ where applicable. Do not permanently disable antivirus. If policy permits, use a short controlled exclusion test while capturing Process Monitor evidence, then restore protection.
Check SMB, RPC and network boundaries
A firewall or WAN appliance can cause transfer failures, especially for remote DPs, but 0x80070003 alone does not prove a network cause. Verify name resolution, SMB access to required shares, and the RPC connectivity required by your topology. Common remote-DP discussions include TCP 135, TCP 445 and dynamic RPC ports 49152–65535, but exact requirements depend on role, operating system and firewall design. If paths exist and basic tests pass, capture a network trace and investigate traffic inspection or WAN optimization devices.
Restore and migration edge cases
After a site restore, server migration, disk move or manual library copy, verify the configured content-library location, the actual folders containing PkgLib, DataLib and FileLib, free space, drive visibility and duplicate library folders. NO_SMS_ON_DRIVE.SMS controls future drive selection; it does not repair missing content. To reserve a drive before ConfigMgr selects it:
New-Item -Path 'D:NO_SMS_ON_DRIVE.SMS' -ItemType FileAdvanced site-to-site recovery
If the package source site has valid content but another site lacks its compressed package copy, Microsoft documents forcing a resend by resetting the correct PkgStatus.SourceVersion. This is a production-sensitive database operation, not a normal DP fix. Confirm the package-owning site, package ID, site code, unique row, backup and current Microsoft support advice first.

When only boot images fail
Compare a default and custom boot image, generate a new test image, verify source files and ADK/WinPE compatibility for your installed ConfigMgr branch, and review current release notes. A Microsoft Q&A case reports boot-image distribution succeeding after an upgrade from SCCM 2203 to 2211, but that is a case-specific resolution—not evidence that every 0x80070003 requires an upgrade: Q&A case. Record your baseline and hotfix level before considering an upgrade.
Escalate with evidence
- Preserve matching site-server and DP logs from the reproduction window.
- Include package/content IDs, affected DPs, content versions, topology and ConfigMgr version.
- Attach Process Monitor output for path, access-denied or lock events.
- Capture a network trace when file paths are valid but transfer still fails.
- Escalate before direct SQL changes or DP reinstallation when multiple sites are affected.
Frequently Asked Questions
Will redistributing the package always fix 0x80070003?
No. Redistribution works after missing or inaccessible content is repaired; it cannot recreate files absent from the site-server content library.
Should I delete files from SCCMContentLib?
No. Use Update Content, Content Library Explorer validation, supported redistribution, or Microsoft-guided recovery instead of manual library edits.
