On February 3, 2025, DOGE reportedly announced that it had terminated 20 federal consulting contracts, mostly for strategic communication and executive coaching, and put the claimed “immediate savings” at $26 million. Elon Musk reposted the announcement and called such payments “money laundering.” That was Musk’s characterization—not a documented finding that the contracts involved a crime. The available information also does not establish that $26 million became realized net savings.
What DOGE said it canceled
A February 9, 2025 article reported that DOGE’s February 3 announcement covered 20 consulting contracts. The work was described as mostly involving strategic communication and executive coaching, and DOGE characterized the terminations as producing $26 million in “immediate savings.” The report of the announcement does not provide the underlying contract records needed to independently check the count, the services, or the calculation.
That distinction matters: the supported description is that DOGE reported canceling contracts and claimed a particular savings figure. The available evidence does not show that all 20 contracts were fraudulent, unlawful, or associated with financial crime.

What Musk meant by “money laundering”
In a post responding to the announcement, Musk wrote: “Another description for these types of payments is ‘money laundering.’” The post supplies the wording, but it does not establish a legal finding.
Money laundering is not simply wasteful spending, a questionable consulting choice, or a government payment someone considers politically motivated. It generally refers to concealing or disguising the origin, ownership, or control of proceeds from unlawful activity. The material available for this episode identifies no indictment, court ruling, regulator action, or law-enforcement finding that these contracts involved laundering criminal proceeds. “Money laundering” should therefore be attributed to Musk, not stated as a proven description of the contracts.
Does $26 million mean taxpayers saved $26 million?
Not necessarily. A contract’s headline value, its remaining unpaid balance, the money already obligated, and the amount the government ultimately avoids spending are different measures. A cancellation can also involve termination costs, work already completed, replacement contracts, or staff taking on the same work.

The report calls $26 million “immediate savings,” but the available material does not define how DOGE calculated that figure. It does not identify the contracts, agencies, vendors, contract periods, amounts already paid, cancellation terms, or possible replacement spending. Nor does it say whether the figure is a one-time reduction or an annualized estimate. Without those details, readers cannot determine whether it represents contract ceilings, obligations that were de-obligated, unspent balances, or net outlays actually avoided.

Why the service labels do not settle whether the contracts were wasteful
Strategic communication and executive coaching can be useful, duplicative, poorly procured, or unnecessary depending on the agency’s needs and the work delivered. The service category alone does not show which was true in these cases. The available report gives no contract-by-contract explanation of why each agreement was selected for termination or whether agencies still needed the services.
A fuller assessment would require the contract numbers and award documents, agency justifications, performance records, termination clauses, and accounting for work already performed and any successor arrangement. Those records would help answer whether the services were redundant or mission-critical, how the contracts were awarded, and whether cancellation reduced spending rather than shifting it elsewhere.

Keep the wider DOGE disputes separate
The contract announcement appeared amid broader disputes about DOGE’s cost-cutting role and government operations. The same report discusses Musk’s separate allegations about Treasury payment systems and payments to fraudulent or terrorist groups, while noting that concrete evidence for those allegations was not supplied. Those claims concern different facts and require their own evidence; they do not prove anything about the 20 consulting contracts.

What can—and cannot—be concluded

- Attributed statement: Musk called this kind of payment “money laundering.”
- Not established by the available evidence: that the contracts involved criminal money laundering, that they were fraudulent, or that the $26 million was verified net savings.
The distinction is not a defense of the contracts or a judgment that the spending was worthwhile. It is the difference between a government cost-cutting claim, a political accusation, and a substantiated legal conclusion.
