No. The Wayback Machine is a selective archive, not a complete record of every website and every moment. A page may be missing because crawlers could not access or discover it; a saved page may also be incomplete or fail to reproduce interactive features. And a page that appears in an archived view may include resources from a different capture—or even the live web—so check the timestamp and the exact URLs when historical accuracy matters.

What “capture everything” would mean—and why the answer is no

There are several different things a reader might mean by “everything”: every site, every page on a site, every image and stylesheet, every version over time, or every interactive feature. The Wayback Machine does not promise any of these as a complete set. The Internet Archive says it collects publicly available pages, and explains that access restrictions, site-owner requests, crawler exclusions, discovery gaps, and technical limits can leave material out. Its help pages also distinguish an archived capture from a fully working reproduction of the original site.

That distinction matters when you are looking for a page. A search result that is absent does not prove the page never existed. Conversely, seeing a page load in an archived view does not prove that every part of the display came from that exact historical capture.

Why a page, site, or resource may be missing

Access restrictions can keep crawlers out

The Internet Archive says it does not archive pages that require a password, pages available only after submitting a form, or pages on secure servers. It also identifies robots exclusions and direct requests from site owners as reasons material may not be archived. A crawler cannot preserve content it is not allowed or able to reach through its ordinary access.

These limits apply to the content available to the crawler, not just to a whole domain. A public homepage can exist in the archive while a login-only account page, a form result, or another restricted section does not. Crawlers have to discover a URL

Automated crawlers tend to find sites through links from other sites. A page with no incoming links—an orphan page—may not be discovered. Links generated by JavaScript can also be difficult to follow when the page does not expose a full URL in a way the crawler can use. A URL can therefore be publicly viewable in a browser and still be absent from the archive.

The Internet Archive’s Using The Wayback Machine guide describes these discovery limits, along with pages otherwise inaccessible to automated systems. Search for the exact URL as well as the domain: a capture of a homepage does not establish that every linked page was captured.

Technical limits can interrupt capture

Some sites prohibit crawling, and the Internet Archive notes that some SSL settings can cause problems for Save Page Now. Pages that rely on JavaScript-generated navigation or other behavior requiring the original server can also be harder to capture. Simple HTML pages are easier for an archive crawler to preserve than pages whose content and behavior depend on complex interactions.

A saved page is not the same as a saved website

Save Page Now is for submitting a specific page to be saved once. The Internet Archive says the capture includes the page entered, including images and CSS, but does not automatically save its outlinks, multiple pages, directories, or an entire website. It is useful for making a page-level capture; it is not a site backup or a complete crawl.

For ongoing preservation of defined content categories, the Internet Archive describes Archive-It as a paid subscription service with web-archivist support. That is a managed collection-crawling option for organizational needs, not a guarantee that every site, asset, or interaction can be preserved. Wayback Machine captures Viewing pages collected through web crawls at available archived dates. That every page or resource on a domain was captured, or that all interactive behavior works.
Save Page Now Submitting one specific page for a one-time capture, including images and CSS when captured. A crawl of outlinks, directories, multiple pages, or a whole site.

A capture can exist but still differ from the original

Finding a timestamp does not mean the archived page will behave exactly as it did when first visited. The Internet Archive warns that dynamic pages relying on JavaScript, forms, or interaction with the original server may not retain their original functionality. A page can render while a search box, form submission, account feature, or other server-dependent function fails.

Assets and links need their own checks. A missing image in an archived display does not by itself prove the whole site is missing; the image URL may have a separate archive history. The guide also warns that an incomplete archive can show the closest available date or reach to the live web for a missing link. When the provenance of what you see matters, do not assume every loaded image or linked page came from the timestamp in the main page’s archived URL.

How to check what the Wayback Machine actually captured

  1. Search for the exact page, not only the domain. Use the URL you care about, including its path. A site’s homepage capture is not evidence that a particular article, image, or document was captured.
  2. Check the available dates for that URL. The archive represents captures made at particular times, not continuous recording. Choose the date relevant to your question rather than treating any available date as representative of the page’s full history.
  3. Inspect the archived URL’s timestamp. Keep it with any screenshot, citation, or note. If a linked resource matters, open or search for that resource’s exact URL and check its own capture date.
  4. Test important assets and links separately. If an image is absent, investigate its exact URL. If a link opens content, check whether that content is from the same archived date or whether the archive has reached a different date or the live web.
  5. Separate appearance from functionality. A page that displays is not proof that its forms, scripts, or server-dependent features work as they did originally. Treat the archived display as evidence of captured content, not automatically as a working copy of the original experience.

What the Wayback Machine’s archive figures do—and do not—tell you

An Internet Archive help article from 2021 refers to hundreds of billions of links and more than 350 million site homepages in the context of Wayback Machine Site Search. Those figures describe the terms and homepage links used for that search feature; they are not a count of archived pages, complete websites, or the archive’s current size. They cannot be used to conclude that a given site—or every version of it—is present.

Common problems and what to check

What you see Likely explanation What to do
No result for a URL The crawler may not have discovered it, the page may be restricted, or an owner request, robots exclusion, or technical issue may have prevented capture. Try the exact URL and investigate whether it was publicly reachable; do not infer that the page never existed.
The homepage is archived, but a subpage is not Capturing a domain homepage does not mean every linked page was captured; the subpage may also be orphaned or otherwise hard to discover. Search the subpage URL directly and check its own available dates.
An image or stylesheet is missing The resource may not have been captured at the same time, or may have a separate URL and archive history. Check the exact asset URL in the archive rather than judging the entire domain from one missing resource.
A page loads but an interaction fails The function may need JavaScript behavior, a form submission, or a response from the original server. Use the archived page as a record of captured material, not proof that server-dependent behavior was preserved.
A link shows unexpected or current content An incomplete archive may point to the closest available date or reach the live web for a missing link. Check the linked URL and timestamp independently before treating the content as part of the original capture.
Save Page Now does not capture what you expected It saves a submitted page, not its outlinks or a site-wide collection; crawling restrictions or SSL settings can also cause problems. Confirm that the submitted URL is the specific page you need, then check its resources and links separately.

How to interpret an archived page responsibly

  • Use an archived page to establish that a particular capture is available, not that the entire domain was preserved.
  • Keep the capture date and exact URL with material you cite or rely on.
  • Verify important images, documents, and linked pages by their own URLs and dates.
  • Distinguish what is visible in a captured page from behavior that depends on the original site’s scripts or server.
  • For preservation of a defined collection, consider a managed crawl; for a current screenshot, use a screenshot tool. Neither is evidence that the Wayback Machine contains every historical version.
