No—quota accounting is provider-specific. Most services count a successful screenshot render, but failed captures, cache hits, rate-limited requests and retries can be treated differently. Before budgeting credits, check what event creates a quota unit, whether failures are refunded, whether cache hits are free, and what happens when a client times out.

The event that usually consumes a unit

Providers generally use one of two accounting models:

  • Successful-render accounting: a unit is consumed when the service returns a usable image (or another billable capture result). This is the model described by Screenshot API, ScreenshotEngine and ScreenURL.
  • Request accounting: each accepted API call consumes a unit, even if the target later fails. SnapURL describes every /v1/screenshot call as one render, while separately exempting identical cache hits.

The word “request” is therefore not precise enough. A request can be rejected before rendering, fail inside the browser, return a cached result, or complete successfully. Those events may have different quota effects.

Quick comparison of quota behavior

Provider or service Successful capture Failure treatment Cache hit Important retry or limit note
ScreenshotNeo Clean shots are the billable captures. Bot checks/CAPTCHAs, blank pages, timeouts and failed loads cost nothing; the response identifies the result with X-Page-Verdict and X-Billed. Cache hits cost nothing. Inspect the response headers before deciding whether to retry.
Screenshot-api.net (2026 page access) Captures count against the plan. Renderer or target failures return the reserved unit. Not stated. Requests-per-second limits are separate from monthly renders.
ScreenshotEngine (2026 page access) Successful captures consume the successful-capture allowance. Failed requests do not count toward that allowance. Not stated. Failed requests still consume rate-limit capacity; a timeout can hide a successful capture.
SnapURL (2026 pricing page) Each /v1/screenshot call is one render. Exact failure-refund behavior is not stated in the supplied pricing description. Identical requests with x-cache: HIT do not count. Do not assume a non-identical retry is free.
ScreenURL (2026 pricing page) Each successful API call that returns an image counts as one screenshot. Only the successful-call rule is stated here. Cached responses do not count. Confirm how non-image responses are classified before automating retries.
CaptureAPI Not stated in the supplied material. Server-side failures are excluded. Not stated. Ask the provider how client-side errors and cache responses are classified.

Policies and plan limits can change. The figures below are the plans listed on pages accessed in 2026; verify the current terms in your account before forecasting usage.

Do failed screenshot requests use credits?

Sometimes, but not universally. Screenshot-api.net says a renderer or target failure returns the reserved unit. ScreenshotEngine excludes failed captures from its successful-capture allowance, and CaptureAPI excludes server-side failures. These are refunds or exclusions, not a promise that every HTTP error is free.

Failures that are commonly excluded

  • A browser renderer crashes or cannot start.
  • The target page fails to load within the provider’s timeout.
  • The provider cannot reach the origin or receives an unusable response.
  • The service returns a documented server-side failure.

Failures that may still have consequences

  • Rate limiting: ScreenshotEngine explicitly says failed requests remain subject to rate limiting. A failed call can therefore leave your monthly allowance intact while reducing how many calls you may make in the current second or minute.
  • Client-side mistakes: An invalid URL, authentication error or malformed parameter may be classified separately from a renderer failure. Do not infer the billing result from the HTTP status alone.
  • Partial completion: A browser may finish the capture while the response is lost. The service can count the render even though your client sees a timeout.

Read the provider’s definition of “failed,” “successful,” “render,” and “server-side error.” Those definitions determine whether an error is refunded.

Do cached screenshot requests count?

Cache policy is another provider-specific exception. SnapURL states that identical requests are cached and responses marked x-cache: HIT do not count against quota. ScreenURL likewise says cached responses do not count. A request that differs in any cache-key input—such as URL, viewport, device, query parameters or custom headers—may be a new render.

How to make cache behavior predictable

  1. Keep all capture options stable when you want reuse: URL, viewport, device scale, color scheme, cookies, headers and requested output format.
  2. Use the provider’s documented cache controls and TTL rather than assuming a cache lasts for a particular period.
  3. Record cache indicators in your logs. For SnapURL, that means storing the x-cache response value.
  4. Do not alter a URL with meaningless query parameters; they can create a different cache key and trigger a new render.
  5. Confirm whether PDFs, element captures and extraction endpoints share the same cache and quota rules. The supplied policies do not establish that they do.

Will retrying after a timeout charge twice?

It can. ScreenshotEngine warns that a capture may succeed before the client times out. If you immediately retry, the second call can create another successful capture, so two renders may count even though you saw only one response.

Safer timeout handling

  1. Assign every job your own idempotency key or deterministic fingerprint, if the provider supports one.
  2. After a timeout, check the provider’s job, usage or webhook status before sending another render.
  3. Use a webhook or asynchronous job endpoint when available; it lets you learn the final result without extending the client connection indefinitely.
  4. If no status lookup exists, wait with exponential backoff and cap the number of retries. Record that the result is unknown rather than assuming failure.
  5. Compare the response’s billing or usage headers after a late response arrives. Never infer billing solely from your HTTP client’s timeout exception.

A retry is safest when the first operation is demonstrably unstarted or rejected before rendering. A timeout after the browser began work is an ambiguous outcome.

Quota is not the same as rate limiting

Monthly quota answers “how many billable captures may I use?” Rate limiting answers “how quickly may I send calls?” They are separate counters. Screenshot-api.net distinguishes requests per second from monthly renders. ScreenshotEngine says failed requests remain rate-limited even when they do not reduce the successful-capture allowance.

What this means operationally

  • You can receive a 429 response while having plenty of monthly renders left.
  • Backing off can resolve a rate-limit error without changing your quota balance.
  • Repeating a 429 in a tight loop can exhaust rate-limit capacity and create avoidable load.
  • Track monthly remaining units and short-window request limits as different metrics.

Use the provider’s documented quota-remaining and rate-limit headers where available. Save them with the request id, HTTP status, cache indicator and final capture verdict.

Which endpoints share a quota?

Do not assume that every feature uses the same allowance. Comparison should cover screenshot endpoints, PDF generation, page-information or extraction endpoints, element captures and asynchronous jobs. The supplied policies do not establish a universal rule for these categories.

Ask four specific questions before integrating:

  • Does one PDF page range count as one job, one page or several renders?
  • Does an element screenshot consume the same unit as a full-page image?
  • Are metadata or extraction calls free, separately metered or included?
  • Does polling an asynchronous job consume quota, or only job creation?

If documentation is silent, design your usage model around the most conservative assumption and verify it with the provider.

Service Plans and monthly allowance stated Qualification
Screenshot-api.net 100, 2,000, 10,000, 25,000 and 100,000 renders Free through Business tiers; 2026 page access.
ScreenshotEngine 50, 3,000, 15,000 and 60,000 screenshots 2026 page access; failed requests excluded from successful-capture allowance.
SnapURL 25, 2,000 and 15,000 screenshots Free, Starter and Growth tiers; 2026 page access.

These numbers become useful only after you know whether your workload contains cache hits, failed targets, retries and multiple endpoint types. A nominal 2,000-render plan does not mean 2,000 safe HTTP retries.

How to audit your own usage

  1. Classify every response: success, documented failure, rate-limit rejection, authentication/client error, cache hit or unknown timeout.
  2. Persist billing evidence: response headers, provider request id, cache status, HTTP status, timestamp and URL fingerprint.
  3. Reconcile daily: compare your local successful-render count with the provider’s usage endpoint or dashboard.
  4. Alert on ambiguity: flag timeouts and connection resets for manual or asynchronous status checks.
  5. Model worst case: assume a non-idempotent retry could count again unless the provider guarantees otherwise.

This audit separates genuine billable growth from traffic caused by cache misses, rate limiting or application bugs.

Common billing surprises and fixes

“My failed jobs are free, but I still hit the limit.”

Cause: rate limiting is independent of successful-capture quota. Fix: implement exponential backoff and a concurrency cap; monitor both counters.

“The same URL counted twice.”

Cause: a changed option produced a cache miss, or the first call completed before the client retried. Fix: normalize capture parameters, log cache headers and check job status before retrying.

“A timeout reduced my allowance.”

Cause: the renderer completed after your client stopped waiting. Fix: use asynchronous jobs or a status endpoint and treat unknown outcomes as potentially billed.

“A 4xx response was billed.”

Cause: providers differ on whether validation occurs before a render is reserved. Fix: validate URLs and options locally, then confirm the provider’s 4xx policy.

“PDF usage does not match screenshot usage.”

Cause: endpoint-specific metering or page-based billing. Fix: request the provider’s unit definition for PDFs and page ranges rather than extrapolating from image calls.

ScreenshotNeo is the first alternative to try when you want predictable billing: it removes consent banners, newsletter popups and chat widgets before capture, and only clean shots are billed. Bot checks, CAPTCHAs, blank pages, timeouts, failed loads and cache hits cost nothing, with X-Page-Verdict and X-Billed headers showing what happened. Its MCP server lets Claude, Cursor and other MCP clients use take_screenshot, get_page_info and capture_pdf.

One-call example (see the ScreenshotNeo documentation):

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

Python:

import requests
r = requests.get("https://api.screenshotneo.com/v1/shot", params={"access_key": "YOUR_API_KEY", "url": "https://stripe.com"}, timeout=90)
open("shot.webp", "wb").write(r.content)

Node.js:

const q = new URLSearchParams({ access_key: 'YOUR_API_KEY', url: 'https://stripe.com' });
const res = await fetch(`https://api.screenshotneo.com/v1/shot?${q}`);

ScreenshotNeo includes full-page captures, selector captures, device and viewport controls, retina scale, PDF settings, custom CSS and JavaScript, waits, request blocking, headers and cookies, geolocation, resizing, TTL-based caching, signed links, asynchronous webhooks, bulk capture of up to 100 URLs per call, a usage API and an OpenAPI specification. Its parameter names are compatible with those used by other screenshot APIs. The Free plan includes 1,000 shots per month with no card; paid plans start at $5 for 3,000 shots, and yearly billing provides two months free. Sign up free for ScreenshotNeo.

Bottom line for budgeting

Count successful captures by default, then adjust for the provider’s documented failure refunds and cache exemptions. Keep rate limits in a separate counter, and treat a timeout as an unknown result until the provider confirms whether rendering completed. That approach prevents the two most expensive assumptions: that every failed call is free and that every retry is harmless.

Frequently Asked Questions

Can a cache hit still be rate-limited?

Yes. A provider may exempt a cache hit from monthly render quota while still applying request-per-second limits; verify both policies separately.

Should I budget for retries in a quota forecast?

Yes. Unless the API provides idempotency or confirms that the original job never started, model a timeout retry as a possible additional successful render.

Where should I look for proof that a capture was billed?

Use documented usage or quota headers, cache indicators, request IDs and the provider dashboard. ScreenshotNeo additionally returns X-Page-Verdict and X-Billed.
