No public evidence reviewed through August 16, 2026, shows that Starlink replaced Verizon on the FAA’s $2.4 billion network contract. Verizon won the 15-year FAA Enterprise Network Services (FENS) award in 2023. After reports in February 2025 that the FAA might redirect the work to Starlink, the FAA said it was testing Starlink alongside other technologies, with no decision on broader deployment. Later records show Verizon continued receiving FENS-related work.
The key distinction: the aging system at the center of reliability concerns was the FAA Telecommunications Infrastructure (FTI), operated under an L3Harris contract—not Verizon’s new FENS network, which was still being developed.
What Verizon’s $2.4 billion award covers
In 2023, the FAA awarded Verizon a 15-year contract for FAA Enterprise Network Services, or FENS. The program is intended to modernize communications and network services connecting FAA facilities and supporting applications across the National Airspace System. The reported value is approximately $2.4 billion; that figure describes the contract’s estimated value or ceiling, not money already paid.

In its announcement, Verizon said the existing FTI environment covered about 5,000 facilities and 30,000 circuits, and that FAA operations involved more than 45,000 flights and 2.9 million airline passengers. Those scale figures are Verizon’s description, not independently audited measurements in the cited material.

FTI, FENS and Starlink are not interchangeable
- FTI: The legacy telecommunications infrastructure associated with reliability concerns. It was operated under an L3Harris contract.
- FENS: Verizon’s newer, long-term modernization program. It was not yet fully operational when the 2025 controversy began.
- Starlink: A satellite connectivity service tested at selected FAA sites as one possible option, not a documented replacement for the complete FENS program.
This distinction matters because Elon Musk initially criticized Verizon in connection with the FAA’s communications problems. Follow-up reporting noted his correction that the “ancient system” was associated with L3Harris, while Verizon’s replacement network was not yet operating. The Washington Post reported the clarification; Reuters coverage reproduced by Investing.com also addressed the mistaken attribution.
What Starlink was tested for
The FAA said it was testing Starlink and other technologies, including fiber and wireless systems. Its statement described testing at non-safety-critical sites in Alaska, as well as at FAA facilities in Oklahoma City and Atlantic City. The Alaska work included connectivity and access to weather information. The agency said no decisions had been made about broader deployments. The FAA also said the tests were conducted through the existing FTI program managed under an L3Harris contract. See the FAA’s statements for the agency’s account.

SpaceX was reported to have provided Starlink kits and service under an arrangement with L3Harris for an initial testing period. That reported pilot arrangement is not the same as a paid federal award for FENS. In follow-up reporting, SpaceX denied seeking to take over an FAA telecommunications contract. The later orders are evidence that Verizon’s FENS relationship remained active, but they do not by themselves prove that every part of the original 15-year award was unchanged. Why Starlink could help—and why it is not a complete substitute by itself
Satellite connectivity can be useful where terrestrial links are difficult to build, especially at remote sites. A terminal may be deployed faster than new fiber in some locations, and a satellite link can potentially serve as a backup path or support non-safety-critical services such as weather-information access. Those are plausible use cases, not proof that Starlink can replace the FAA’s full network architecture.
FENS involves more than getting an internet connection to a building. A nationwide aviation network must account for availability and failover, cybersecurity and federal security controls, monitoring and operations, integration with FAA applications, service-level commitments, and continuity through equipment, satellite, ground-station, weather or backhaul failures. It also must distinguish the requirements of safety-critical services from those of support or administrative connectivity.

The FAA’s description of tests involving satellite, fiber and wireless points to a technology evaluation, not a final decision that Starlink alone—or any particular hybrid design—will become the new architecture.

Why the possibility of a switch drew scrutiny
The proposal became politically sensitive because Musk was a prominent adviser in the Trump administration’s government-reduction effort while SpaceX owned Starlink. His public criticism concerned a contract involving a potential competitor, and reports said FAA personnel were considering a change that could benefit Starlink. Congressional lawmakers raised questions about procurement, Musk’s involvement and potential conflicts of interest.

Those questions are oversight concerns, not a finding that a law was broken. Letters from Sen. Richard Blumenthal, Rep. Mikie Sherrill and House Transportation and Infrastructure Democrats sought records and explanations about the proposed arrangement and decision-making. The record cited here does not establish a legal violation.
What would confirm a real contract transfer?
A reported plan, a site test or temporary equipment is not enough. Evidence of a switch would normally include an official FAA announcement or a formal procurement action—such as a contract termination, modification, recompete, novation or new award—with a defined scope and provider. Readers can monitor FAA announcements and federal award records; the FAA’s public statements and USAspending’s award database are useful starting points.
For now, the most defensible description is narrower: Starlink was tested as a possible connectivity option amid concern about the legacy FTI system, while Verizon’s FENS modernization relationship remained active in later contract records. The available sources do not show that Starlink received Verizon’s $2.4 billion FENS award.
