No—Denmark’s Ministry of Digital Affairs did not verify a ministry-wide switch from Windows to Linux or a complete break with Microsoft by fall 2025. The widely circulated claim was later corrected. The ministry’s official announcement described a narrower pilot: testing Collabora, an open-source document-editing platform based on LibreOffice, inside the F2 electronic case-management system.
The pilot was part of Denmark’s broader effort to strengthen digital sovereignty, but it was not proof that the ministry had abandoned Windows, Microsoft 365, Azure, Teams, Entra ID, or other Microsoft services.
What Denmark actually announced
On June 19, 2025, the Danish Ministry of Digital Affairs announced a pilot project involving Collabora, an enterprise-oriented platform based on LibreOffice technology.
The test involved integrating open-source document-editing functionality with the ministry’s F2 electronic case-management environment. A group of employees would evaluate whether the software could support routine government work and handle documents exchanged in Microsoft Word formats.

The ministry’s stated test areas included:
- Government templates and case-document formats
- Track Changes and revision workflows
- Tables and document layout
- Conversion to and from Microsoft Word formats
- Preservation of formatting during editing and conversion
If the results were satisfactory, the ministry said the technology could potentially be expanded within the department. That is materially different from announcing a completed operating-system migration.
How the “Linux by fall” story started
Initial reporting attributed to Politiken described a much broader plan. The reports said that approximately half of ministry employees might use Linux during the summer, LibreOffice could replace Office 365, and the ministry might become free of Microsoft services by fall. A fallback to Microsoft was reportedly possible if the transition proved too difficult.
That framing was repeated by international outlets, including Tweakers. However, the ministry later clarified that it was not replacing Windows with Linux or eliminating Microsoft services across the ministry. Linux Magazine reported the correction, explaining that the actual initiative was a LibreOffice-based functionality test.

The ministry’s own pilot announcement is the more reliable reference point: it describes a limited, practical test of office-document editing inside F2, not a verified Microsoft-wide exit.
Linux, LibreOffice, Collabora and Microsoft 365 are different layers
The original headline blurred several separate technology decisions:

A government organization can use LibreOffice or Collabora while continuing to run Windows. It can also replace a document editor without replacing Microsoft identity services, cloud infrastructure, email, Teams, SharePoint, Azure or other components. Replacing one layer does not automatically remove the others.

Why the F2 integration matters
This was not simply a test of whether employees could open and edit an ordinary document. Government casework depends on reliable templates, revision histories, document conversion, records management and predictable formatting.
A document that looks correct in one application can change pagination, fonts, tables, tracked revisions or embedded objects when opened in another. Those differences can affect official correspondence, legal records, accessibility and archival retrieval.
The ministry’s focus on Word conversion and layout preservation therefore points to the central technical question: can an open-source editing layer work inside an existing public-sector workflow without breaking the documents and processes built around it?
What “digital sovereignty” means in this case
Denmark’s wider digitalisation strategy identified dependence on a small number of dominant technology companies as a strategic concern. The ministry presented pilot projects as a way to build practical experience before deciding whether broader measures were appropriate. Its digitalisation strategy announcement provides that broader policy context.
Here, digital sovereignty means increasing control over software, data, hosting and future procurement choices. It does not necessarily mean:

- Achieving complete independence from foreign infrastructure
The ministry’s approach was exploratory rather than revolutionary. Its announcement did not claim that technology giants had already been removed from the ministry’s environment.

What a real ministry-wide Linux migration would require
If Denmark later pursued a full Linux desktop migration, the work would extend far beyond installing a different operating system. A serious program would need to address:
- Hardware, printers, scanners, smart cards and other peripherals
- Device enrollment, patching, software distribution and configuration management
- Identity, authentication and access-control systems
- Email, calendars, meetings and collaboration tools
- Office templates, macros, add-ins, scripts and complex spreadsheets
- Accessibility and assistive technologies
- Digital signatures and legally significant records
- Security monitoring, endpoint protection and incident response
- Records management, archival formats and long-term retrieval
- Staff training, help-desk operations and specialist support
- Remote Windows access or application virtualization for exceptions
- Procurement, lifecycle management and vendor accountability
None of those requirements should be read as evidence that Denmark had already undertaken them. They are the practical workstreams that any future operating-system migration would have to manage.

Document fidelity
LibreOffice-based tools can differ from Microsoft Office in pagination, fonts, tracked changes, formulas, embedded content and complex templates. That is why the ministry specifically included conversion and layout preservation in its test scope.
Collaboration compatibility
A replacement may handle ordinary documents while struggling with advanced co-authoring, comments, revision workflows, Excel-specific formulas, PowerPoint media or integrations built around Microsoft services.
Workflow integration
The F2 connection is significant. A standalone office suite is not automatically a functional replacement for an editing component embedded in a case-management system. Integration, permissions, document storage and records handling all need to work together.
Support and accountability
Open source does not mean zero cost or zero vendor involvement. A public agency still needs security updates, release management, integration expertise, enterprise support and a clear escalation path when an important workflow fails.

Interoperability outside the ministry
The ministry must exchange documents with municipalities, regions, suppliers, EU institutions and other bodies that may remain on Microsoft software. Compatibility is therefore a network problem as well as a local software decision.

The cited sources establish the pilot and the correction to the original Linux-migration claim. They do not establish that:
- The pilot completed successfully
- Collabora was rolled out across the entire department
- The ministry adopted Linux as its desktop operating system
- Windows or Microsoft 365 was fully removed
- Azure, Entra ID, Teams, SharePoint or other Microsoft services were eliminated
- Denmark’s wider public sector completed a national Microsoft exit
As of the latest status covered by the supplied record, the responsible conclusion is that Denmark was testing a possible reduction in Office-related vendor dependence—not announcing a completed Linux revolution.
Why the pilot still matters
The correction does not make the initiative insignificant. Testing document editing inside a live government case-management workflow is a practical way to evaluate digital sovereignty without taking the operational risk of an immediate, ministry-wide migration.
A successful pilot could give the ministry more options in future procurement, hosting and software decisions. It could also provide leverage when negotiating with large vendors. But those are potential benefits, not measured outcomes established by the available sources.
The wider lesson is that “moving away from Microsoft” is not one decision. It can involve separate choices about office applications, operating systems, identity, cloud hosting, collaboration, security and records management. Denmark’s announcement addressed one of those layers.
Bottom line
Denmark did not verify a plan to replace Windows with Linux and become Microsoft-free by fall 2025. The official initiative was a narrower pilot of Collabora, based on LibreOffice, integrated with the F2 case-management system to test document compatibility and government workflows. It is a meaningful digital-sovereignty experiment, but not evidence of a completed ministry-wide Linux migration.
