The right data-collection provider is the one whose scope, field controls, security practices, deliverables, schedule and fully loaded price match your study—not the one with the longest feature list. Define the population, sample, geography, languages, mode, sensitivity and handoff requirements before requesting proposals. Then score comparable bids against evidence such as a pretest plan, named supervisors, monitoring reports, backchecks, data-flow diagrams and sample deliverables.

Start with a precise scope of work

Ambiguous requests produce incomparable quotes. Write a short scope document before contacting providers. Include:

  • Research question and population: who must be represented, who is excluded, and how eligibility will be verified.
  • Sample: target completes, sampling frame, quotas or stratification, expected nonresponse and replacement rules.
  • Geography and languages: countries, regions, urban or rural coverage, translation and back-translation needs, and access restrictions.
  • Collection mode: web, telephone, face-to-face, mobile/offline, paper, administrative data, or a mixed design.
  • Sensitivity and approvals: personally identifiable, health, financial, political or child-related data; consent, ethics review and local-law requirements.
  • Milestones: instrument adaptation, programming, pilot, recruitment, training, fieldwork, cleaning, analysis and final delivery dates.
  • Outputs: raw and cleaned files, de-identified data, codebook, metadata, translations, dashboards, statistical analysis, report files and required formats.
  • Responsibilities: who owns the questionnaire, software, sampling, recruitment, permissions, devices, supervision, cleaning, analysis and final decisions.

For example, a 2025 Innovations for Poverty Action request separated buyer and field-firm duties: the buyer supplied instruments and paid for the collection platform, while the field firm recruited and trained enumerators, obtained local approvals, translated materials, collected data, ran quality checks, cleaned files and supplied compatible tablets. Use that level of specificity in your own statement of work.

Choose a platform, a managed service, or both

When a software platform is enough

A platform can fit when your organization already has sampling expertise, trained interviewers and someone to administer the study. Compare offline operation, skip logic, validation, permissions, monitoring, exports, API access, support and the technical skill required to configure forms. When managed field services are the better fit

A managed provider is appropriate when you need local recruitment, multilingual teams, complex sampling, permissions, travel and safety planning, or one accountable operator for execution. RTI describes services spanning sampling, multi-mode collection, privacy-preserving processing, analytics and reporting. Confirm which services are included, which are subcontracted and who carries responsibility when a subcontractor misses a milestone.

When a combined model works

You can retain instrument and software ownership while hiring a field organization for recruitment, training and collection. This often gives an experienced research team control over logic and data structure without requiring it to maintain local operations. Put the handoff points, access rights and escalation rules in the contract.

Make quality controls measurable

Ask every bidder to describe controls as observable actions, owners and deadlines rather than labels such as “high quality.” Request:

  • questionnaire review, cognitive testing and a documented pretest;
  • enumerator selection criteria, training hours, certification and refresher process;
  • live dashboards showing completes, duration, location or paradata and missingness;
  • spot checks covering every enumerator early in fieldwork;
  • random backchecks with a stated sample rule, contact window and fraud escalation;
  • automated range, skip, duplicate, completeness and consistency checks;
  • a correction log showing who approved changes and whether affected records were recontacted;
  • daily or otherwise scheduled quality reports delivered to a named buyer contact.

IPA’s March 2025 request illustrates how specific a requirement can be: spot checks for all enumerators by the end of week one, randomly selected and region-stratified backchecks covering at least 10% of the sample within 72 hours, and high-frequency automated-check results shared within 24 hours. Those thresholds belong to that procurement, not to every study. Set your own levels based on risk, budget and respondent burden.

Evidence to request

Ask for an anonymized sample monitoring report, a data dictionary, a mock cleaned file, a backcheck script, an incident-escalation example and references for projects matching your population, geography, mode and sensitivity. A generic client logo is weaker evidence than a comparable work sample.

Evaluate privacy and security across the data lifecycle

Security is not just a hosting statement. Map data from recruitment through deletion and ask:

  • What consent language and lawful basis are used, and who approves deviations?
  • Which roles can view identifiers, raw responses, paradata and exports?
  • Are devices encrypted, access-controlled and remotely manageable if lost?
  • How are data encrypted in transit and at rest, and where are primary and backup copies hosted?
  • Which processors or subcontractors can access records, in which countries?
  • What is the retention period, breach-notification process and documented deletion or return procedure?
  • Can the provider supply a data-flow diagram and explain separation of identifiers from responses?

Requirements depend on jurisdiction, study population and fields collected. Have your legal or privacy team determine applicable law and ethics obligations. Require the proposal and contract to reflect those obligations instead of accepting a generic certification list.

Compare the complete delivery and total cost

Make bidders price identical assumptions. Separate fixed fees, per-complete charges, pass-through costs and change rates. Include recruitment, travel, permissions, translation, back-translation, training, devices, connectivity, programming, supervision, cleaning, de-identification, analysis, taxes and rework. State whether unsuccessful contacts, replacements and callbacks are included.

A World Bank presentation uses illustrative scenarios—40 schools at USD $50,000, 320 schools at USD $200,000 and 1,000 schools at USD $50,000—to show that survey budgets can vary sharply. The source does not establish current market rates, a unit-cost comparison or a publication year. Treat the figures only as a reminder to investigate scale, country size, labor and access difficulty.

Build a realistic critical path

  1. Approvals, contracting and data-protection review.
  2. Sampling-frame preparation and instrument adaptation.
  3. Programming, translation, pretest and revisions.
  4. Recruitment, training and certification.
  5. Fieldwork with monitoring and corrective action.
  6. Cleaning, documentation, analysis and acceptance.

Require dependencies and contingency days for delayed permissions, poor connectivity, weather, low response or replacement samples. Ask what happens if a milestone slips and whether the provider can add trained capacity without changing the protocol.

Use a weighted provider scorecard

Score proposals only after confirming that each bidder priced the same scope. A practical 100-point model is shown below; adjust weights for your risk profile.

Give each axis a defined 0–5 score and record the evidence behind it. Do not let a low price compensate for an unacceptable privacy control or missing sample frame. Set minimum gates for safety, legal compliance, data ownership and critical deliverables before calculating a total.

Questions to put in the request for proposal

  • Which projects match our population, countries, sample size and mode, and may we contact references?
  • Who is the project director, field manager, data-security lead and escalation contact?
  • Show the staffing ratio, language coverage, training schedule and replacement plan.
  • Provide the pretest design, monitoring dashboard fields, spot-check method and backcheck protocol.
  • Which tasks are subcontracted, where are they performed and how are subcontractors audited?
  • Provide a data-flow diagram, access matrix, retention schedule and incident-notification commitment.
  • What exactly arrives at each milestone, in which file formats and with what documentation?
  • List exclusions, assumptions, taxes, travel, equipment, translation, callbacks and change-order rates.
  • What buyer-side systems, credentials and technical skills are required?

Hardware and field-device checks

If interviews use tablets, specify an Android tablet for field data collection only after confirming the application requirements. Before purchase, verify operating-system and app compatibility, ruggedness, battery and charging access, storage, camera or GPS needs, mobile-device management, encryption, user separation and replacement logistics. Troubleshoot common proposal problems

Quotes are far apart

Check whether one bid excludes travel, translation, devices, cleaning, taxes or callbacks. Reissue a pricing template with identical assumptions.

The provider promises quality but supplies no metrics

Make spot checks, backchecks, automated checks, report timing and escalation contractual deliverables, then request a sample report.

Offline work is required but connectivity is uncertain

Require an end-to-end pilot in the least connected locations, documented sync recovery and a process for duplicate or conflicting records.

A subcontractor appears late in the process

Require disclosure before award, approval rights for material subcontractors and the same security, quality and deletion obligations downstream.

Data exports do not fit your analysis stack

Request a sample file, codebook, metadata and API or export specification before signing. Define ownership and portability in the contract.

Fieldwork misses the target

Use live quotas and nonresponse reporting, approve replacement rules in advance and require a corrective-action plan before extending collection.

Final procurement checklist

  • Scope, sample, modes, languages, sensitivity and deliverables are written.
  • Platform, managed service or combined responsibility is explicit.
  • Comparable references and named staff are provided.
  • Pretest, training, monitoring, spot checks, backchecks and correction rules are measurable.

Should a startup buy software or outsource the entire study?

Buy software when you already have sampling and field capacity; outsource when local access, multilingual staffing or operational accountability is the main constraint. A combined model is viable when you retain instrument ownership but delegate execution.

How many providers should receive an RFP?

Invite enough qualified firms to create a real comparison, but screen for geography, mode, population and security fit first. A larger list of mismatched vendors adds noise rather than procurement confidence.

Can a provider guarantee a response rate?

No responsible proposal can guarantee outcomes controlled by eligibility, contactability, incentives and context. Require assumptions, historical ranges for comparable work and a corrective plan instead.

Who should approve the final provider?

Use a cross-functional decision group covering research, field operations, privacy or legal, information security, finance and the eventual data users.
